SPECIAL CITY COUNCIL MEETING - SEPTEMBER 19, 1995
MINUTES
A Special Meeting of the Andover City council was called to order by
Mayor Jack McKelvey on September 19, 1995, 6:09 p.m., at Andover City
Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota, to review the
document prepared by Change Facilitators on goals and objectives.
Councilmembers present: Dehn, Jacobson, Knight (arrived at 6:18
p.m. ), Kunza (arrived at 6:13 p.m.)
Councilmembers absent: None
Also present: City Administrator, Richard Fursman

Greg Withers and Lucille Crow of Change Facilitators reviewed what they
have done in the process of identifying a mission statement and goals
and addressed the implementation from this point forward. Mr. Withers
noted a draft mission statement in the document and stressed a team
approach of the Council and City Staff be taken to implement the goals
and objectives. The roles of the team will change depending in the
task.
(Councilmember Kunza arrived at this time; 6:13p.m.)
Mr. Withers explained the goals in the document are statements made at
the July 18 workshop of what people wanted Andover to be like in the
future. As a team, those objectives and goals need to agr~ed to and
formally accepted by the Council. They then need to be written as
action statements by the team and priorities established.
(Councilmember Knight arrived at this time; 6:18p.m.)
Mr. Withers also discussed some of the dynamics of working as a team,
being sensitive to the feelings of other members, reaching consensus as
a team, disseminating information to all team members, and the
interchanging of roles.
Ms. Crow reviewed the process for implementing an objective by the team:
I)Determining the point person who will be responsible for achieving
that objective. 2 ) Delegating the work that needs to be done, which
will also include people from outside the team such as the Planning and
Zoning Commission and people in the community. 3) Determining the budget
impact of the objective knowing there is Council support if it is to be
achieved. 4) Determining the schedule and time in which the objective
is to be accomplished. 5) Reviewing the plan periodically to be sure
all tasks are kept on course or understand and agree to any deviation.
Ms. Crow suggested it be added to a Council agenda at least quarterly at
which time the point person for the objective would make a report. The
team should also do an annual review to look at goals for those things
that are changing, re-evaluation of goals and objectives, and òbjectives
that have already been met.

Ms. Crow also suggested that a part of this process include recognition
for the City Council and Staff. This can include a celebration banquet,
recognition in the local newspaper, or other activities specifically to
recognize the efforts of people.
Councilmember Jacobson did not think the City was ready to begin the
action statements and prioritizing, as he had several concerns with the
goals and objectives listed in the document. Ms. Crow agreed, stating
the next step is for the entire team to agree on the goals and
objectives, then write action statements and then prioritize. They have
provided the foundation from what they heard at the workshop. The team
needs to determine which roads to take, how fast, and how many. If
outside help is needed to facilitate those decisions, it is available.
Even with the potential change in the makeup of the Council, sþe advised
that the team proceed. There are things that can be accomplished within
the next 1 1/2 years.
In response to a question from Councilmember Jacobson, Ms. Crow
clarified some of the frustration they heard from Staff on the Council
changing its position on items results partly from lack of communication
and partly from political reality. She stated it is important to be
sensitive to Staff. It is political reality to have a shift in a
position, but it is tricky for the Staff . Ms. Crow and Mr. Withers
complimented the Council and Staff and asked to be called if the City
needs help in the next few steps.
(At the regular Council meeting this evening, a special meeting of the
team was called to discuss the document presented. That meeting is
scheduled for Wednesday, October 11, 1995, 7:00 p.m., at the Andover
City Hall.)
MOTION by Dehn, Seconded by Kunza, to adjourn. Motion carried
unanimously.
The meeting was adjourned at 6:53 p.m. .
