MINUTES
A Special Meeting of the Andover City Council was called to order by
Mayor Jack McKelvey on November 9, 1994, 7:00 p.m., at the Andover City
Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.
Councilmembers present: Dalien, Jacobson, Perry
Councilmernber absent: Knight
Also present: City Clerk, vicki volk
CANVASS MUNICIPAL ELECTION RETURNS .. .,-- -.. .
Ms. Volk noted there were no irregularities with the municipal elections
held on November 8, 1994. The only problem was because the machines
were on carpet, occasionally when someone would insert a ballot, they
would get a shock and the machine would have to be turned off and put
back on to continue working. She did a check of the machines and found
the count remained accurate. One machine stopped working and had to be
replaced, so all of the ballots had to be fed through the machine again
by hand. Council suggested for future elections either spraying the
carpets with fabric softener mixed with water or setting the machines on
wood or cardboard instead of directly on the carpet.
MOTION by Jacobson, Seconded by Perry, the Resolution as presented.
(See Resolution R285-94 canvassing the returns of the municipal election
held on the 8th Day of November, 1994, in the City of Andover, declaring
and certifying Jack MCKelvey as Mayor for a two-year term; and Bonnie
Dehn and John J. Kunza as Councilmembers for four-year terms) Motion
carried on a 4-Yes, I-Absent (Knight) vote.
APPROVE QUOTES/IP93-7/FENCING/CITY HALL PARK COMPLEX #2
Mayor McKelvey stated the City Administrator checked with the City .
Attorney as to the legality of acting on this item even though the
meeting was called specifically to canvass the election. The Attorney
advised Mr. Fursman that it is legal. councilmember Jacobson suggested
that opinion be given in writing.
MOTION by Jacobson, Seconded by Dalien, the Resolution as presented,
awarding the bid for the fencing to North Star Fencing, Inc. , for
$19,280; and I assume that price does include any applicable sales tax.
(See Resolution R286-94) Motion carried on a 4-Yes, l-Absent (Knight)
vote.
MOTION by Perry, Seconded by Dalien, to adjourn. Motion carried on a 4-
Yes, I-Absent (Knight) vote. The meeting adjourned at 7:10 p.m.
