SPECIAL CITY COUNCIL MEETING - NOVEMBER 9, 1994 MINUTES A Special Meeting of the Andover City Council was called to order by Mayor Jack McKelvey on November 9, 1994, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers present: Dalien, Jacobson, Perry Councilmernber absent: Knight Also present: City Clerk, vicki volk CANVASS MUNICIPAL ELECTION RETURNS .. .,-- -.. . Ms. Volk noted there were no irregularities with the municipal elections held on November 8, 1994. The only problem was because the machines were on carpet, occasionally when someone would insert a ballot, they would get a shock and the machine would have to be turned off and put back on to continue working. She did a check of the machines and found the count remained accurate. One machine stopped working and had to be replaced, so all of the ballots had to be fed through the machine again by hand. Council suggested for future elections either spraying the carpets with fabric softener mixed with water or setting the machines on wood or cardboard instead of directly on the carpet. MOTION by Jacobson, Seconded by Perry, the Resolution as presented. (See Resolution R285-94 canvassing the returns of the municipal election held on the 8th Day of November, 1994, in the City of Andover, declaring and certifying Jack MCKelvey as Mayor for a two-year term; and Bonnie Dehn and John J. Kunza as Councilmembers for four-year terms) Motion carried on a 4-Yes, I-Absent (Knight) vote.
