CITY of ANDOVER CITY COUNCIL TRUTH IN TAXATION MEETING - DECEMBER 9, 1993 MINUTES The Andover City Council Truth in Taxation Hearing was called to order by Mayor Jack McKelvey on December 9, 1993, 7:34 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers present: Dalien, Perry Councilmembers absent: Jacobson, Knight Also present: City Finance Director, Daryl Sulander PUBLIC lIEARING/_l994 PROPOSED GENERAL FUND BUDGETS AND PROPERTY TAX LEVY The hearing was opened for public testimony. Charlie Veiman, 13646 Crooked Lake Boulevard - raised several questions regarding the Council's plans for the future in terms of seeking means to generate more revenue, future plans for more commercial and industrial growth, etc. The Council reviewed the budgeting, that the sewer and water funds are separate and are supported by those using the utilities, that the increased growth will result in a need for an additional municipal well which is also paid for by those using the system, that the General Fund revenue for building is based on at least 330 new homes constructed in 1994, that adjustments would need to be made to the General Fund if the number of new homes is less than that figure, that an alternative to revenue generated from new housing starts is to bring businesses into the area which adds to the tax base, that there are two more lots available in the City's Commercial Park but that there are preliminary discussions and plans being made to create industrial property just south of the landfill. Mr. Veiman - asked if the Council felt those on the Economic Development Committee are doing their job in promoting business starts in the City. The Council explained the disadvantage of not having enough lots and/or property available at the moment, that there appears to be a demand for a larger industrial park, and that the City is looking at options, including whether the City should purchase the property and develop it or whether it would be better to have the park developed privately. There was a brief discussion on the inquiry made by Anoka Electric for property to relocate their headquarters and their eventual decision to move to the City of Ramsey. Mr. Veiman - stated he knew of firms that wanted to come into Andover but found the regulations too stringent. Mayor McKelvey disagreed, stating Andover is no different than the other surrounding cities. He also noted the City is moving ahead on the matter of additional industrial property, as the Attorney has been authorized to make an offer to the property owner of the property located south of the landfill. Also, the City is working with the auto recyclers/junkyards to clean up that area; and with the construction of Commercial . . - - - -- .- . - - Andover City Council Truth in Taxation Meeting Minutes - December 9, 1993 Page 2 (Public Hearing/l994 Proposed General fund budget and property Tax Levy, Continued) Boulevard, it is felt that additional businesses will come into the City. The Council noted that because there are no major arterials through the City, the types of businesses that would locate here is limited. The Council felt they are very open to new commercial development and expressed in interest in the information Mr. Veiman had regarding the City's treatment of potential commercial clients. Mr. Veiman - stated he will get that information for those Councilmembers who are interested. Mr. Sulander explained the Council cannot adopt the budget and tax levy until the next hearing date of December 16, 1993. There being no further public testimony, the Council agreed to adjourn to December 16. ADVERTISEMENT FOR PART-TIME ACCOUNTING CLERK AND PLANNING AND ZONING SECRETARY The Council directed Mr. Sulander to advertise for the positions of part-time Planning and Zoning secretary and part-time Accounting Clerk which have been included in the 1994 budget.
