SPECIAL CITY COUNCIL MEETING - JANUARY 6, 1993
MINUTES
A Special Meeting of the Andover City Council was called to order by
Mayor Jack McKelvey on January 6, 1993, 7:33 p.m., at the Andover City
Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.
Councilmembers present: Jacobson, Knight, Perry
Councilmembers absent: None
Also present: City Clerk, vicki Volk

INTERVIEW APPLICANTS/ANDOVER CITY COUNCIL
The City Council continued their interviews of the applicants for the
vacant Council seat from the previous evening, Tuesday, January 5, 1993.
Those interviewed this evening were:
Glen E. Mecl
Jeffrey A. Nelson
Terry C. Olson
Councilmembers asked various questions on an alternating basis. Each
applicant provided a brief background and was asked their opinions of
the major issues facing the City in the near future, community
experience, assets they would bring to the Council, weaknesses, as well
as their time commitment, problem solving methods, reasons for applying
for the seat at this time, and other capacities in which they would be
willing to serve.
Glen E. Mecl, 13617 Jonquil Street NW - is from northern Minnesota but
just recently moved from Oregon; moved into Andover last May; didn't run
for Council last fall because he was still settling in; likes to get
involved; was involved in church; feels a problem in the City is its
rapid growth and its geographic location with the lack of streets and
highways to move the people in and out; feels good planning is needed to
encourage industrial growth; is not really knowledgeable with City
government but is very interested in getting involved and learning; is
not sure of the time necessary for this position but is eager and
excited to learn; feels he has an advantage because of his age, that is
being able to relate to the younger generation as well as to those in
their 30's; feels education will be important; would be willing to serve
on the Park and Recreation Commission if not selected for Council and is
also looking to getting involved with the Andover Athletic Association;
feels business may be brought into the community through tax incentives
and advertising; and would handle differences of opinion by listening to
both sides objectively and determine what is best for the community.

Jeffrey A. Nelson, 14025 Drake Street NW - is experienced in government
accounting and public service from working with the City of Circle
Pines; served on various commissions and committees; is motivated to
serve on Andover's Council to provide a background from a different City
and to serve the community; is trying to do something of significance
for society; moved to Andover the middle of September, 1992; feels the
issues are the junkyards and traffic and would like to see Andover look
into central garbage collection and the purchase of the natural gas
utility; profits from the gas operation in Circle pines are used for new
fire trucks, new City Hall, etc.; feels a municipal gas operation would
be beneficial to the City and its residents and would like to see it
investigated; would bring a lot of ideas to the Council; would be
cautious of subsidizing business without economic benefit such as
increasing employment over their base levels; and has served on many
commissions and is not interested in additional ones at this point as he
has another association he is looking at if not chosen for this
position.
Terry c. Olson, 3157 174th Avenue NW - has been an Andover resident for
14 years; has been active in Cub Scouts and in the Soderville sports
program coaching various sports; would like to get more involved in the
community; doesn't have an agenda for the City but is interested in
finding out what the Council does; does not know how many hours the
position would take; feels he should be selected because he is young and
has been in the City a number of years, watching it grow; would be
interested in becoming a volunteer fireman; and would be considerate of
everyone when dealing with a conflict but is not sure what criteria he
would use.
SELECTION OF COUNCILMEMBER
The Council discussed the qualifications and assets of the applicants;
and through the process of elimination, agreed to appoint Larry Dalien
to the Council.
MOTION by Knight, Seconded by Jacobson, to select Larry W. Dalien as
Councilmember to fill the unexpired term of Jack McKelvey. Motion
carried unanimously.
Mayor McKelvey agreed to notify Mr. Dalien, and Ms. Volk was asked to
write to all the other applicants thanking them for their interest.
MOTION by Jacobson, Seconded by Knight, to adjourn. Motion carried
unanimously.
The meeting adjourned at 8:39 p.m.
