HomeMy WebLinkAboutSP January 5, 1993 ~ CITY of ANDOVER SPECIAL CITY COUNCIL MEETING - JANUARY 5, 1993 MINUTES A Special Meeting of the Andover City council was called to order by Mayor Jack McKelvey on January 5, 1993, 8:45 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers present: Jacobson, Knight, Perry Councilmembers absent: None Also present: City Finance Director, Daryl Sulander Others INTERVIEW APPLICANTS/ANDOVER CITY COUNCIL The City Council interviewed a total of nine applicants for the vacant Council seat, those interviews being held this evening and on Wednesday, January 6, 1993. The applicants were: Bruce Andersohn Kevin w. Corey Larry W. Dalien Bonnie L. Dehn Mike Gamache James Hartwell Glen E. Mecl Jeffrey A. Nelson Terry C. Olson The first six applicants were interviewed this evening with Councilmembers asking various questions on an alternating basis. Each applicant provided a brief background and was asked their opinions of the major issues facing the City in the near future, community experience, assets they would bring to the Council, weaknesses, as well as their time commitment, problem solving methods, reasons for applying for the seat at this time, and other capacities in which they would be willing to serve. Bruce Andersohn, 14582 Guarani Street NW - has been with the Anoka County Sheriff Department for 13 years; has a BA from the University of Minnesota; lived in Andover for 9 years; was a candidate for the City Council in the November election; felt the highest priority for the City is to strengthen the police contract with the county; has been involved with groups to accomplish tasks plus policing demands negotiation; is curious about the position, sees this as an opportunity to grow, and wants to become actively involved in the community; believes in long- range planning for the City's development and expansion of the urban service district; gets bored with mundane tasks and prefers the creativity side of things; and would be interested in becoming involved in public safety if not chosen for the Council. ~~ OL'--~~-,,",,- tli'1/'7ç . - ~ Special Andover City Council Meeting Minutes - January 5, 1993 Page 2 Kevin W. Corey, 4530 145th Lane NW - has lived in Andover since 1981; owns his own business dealing with corrosion control of underground tanks and pipelines; belongs to various professional organizations; had personal and professional conflicts which prevented him from running for office in the November election; things have changed and is now able to devote the time to this position; is primarily concerned about the school-aged children and upgrading the educational system; is also concerned about environmental issues and controlling the deer problem in the City; does not see a problem representing residents from both the sewered and non-sewered areas of the City; sees no problem with the time commitment needed for the position; believes in being lenient with the residents' requests as long as it doesn't break the law; and doesn't dwell on his weaknesses but works on not being demanding. þ,,-\í"1'.- ~ 1(''1/'13 Larry W. Corey,.- 4530 145th Lane NW - has lived in Anoka County for 12 years and 7 years in Andover; currently works as an assistant property tax administrator for Anoka County; is interested in government and believes in continued development in a controlled way; feels he brings as assets to the Council his background in property tax and with the highway department; never thought of running for City Council but saw this opportunity; has run for office before and knows it is a lot of work; sees the issue of development in an orderly fashion as the most important issue facing Andover; would like to see more business brought into the community to increase the tax base; understands the time required of the position and is willing to commit to it; was involved with Cub Scouts for four years and has served on Andover's Boundary Commission; and would be interested in serving on the Planning and Zoning Commission if not selected for Councilmember. Bonnie L. Dehn, 16485 Tulip Street NW - has lived in Andover almost 40 years and has been in agriculture for 15 years; contemplated running for office but didn't because she felt someone else might be more qualified and didn't think she had the financial backing but now feels it is important to step forward to serve; is concerned for property owners in general, small and large, and the agricultural community; is also concerned about the senior citizen population; looks upon further development around their agricultural community as a challenge, that all must cooperate and live in harmony; as Councilmember, would be representative of all citizens and is interested in providing a better atmosphere for business, development, and all types of living; is dedicated; believes the greatest challenge to the City is development in a phased manner; feels the experience gained on the Planning Commission would be very valuable as a Councilmember; and may be willing to serve in other capacities other than the Planning Commission as she is looking to serve the community. Charlie Veiman noted that no one presently on the Council lives in the southern sewered area of the City, plus many of the applicants live in the non-sewered areas. He suggested the Council ask the applicants how they would feel about and deal with the different issues between the sewered and non-sewered areas of the City. Special Andover City council Meeting Minutes - January 5, 1993 Page 3 Mike Gamache, 2815 134th Avenue NW - has lived in Andover for 7 years; has worked for General Mills for 12 years in Consumer Relations; ran for the Council in the fall elections to get more involved in the politics of the City; is primarily motivated to try to represent the people in the southern portion of the City which have different concerns¡ would like to see the Council pressure the county to start listening to the people regarding the roads and traffic, noting the tremendous problem of getting around in the City via Bunker Lake Boulevard and Round Lake Boulevard; is also concerned about the park system, hoping to see those in the southern area upgraded so that parks close to home are useable; brings his experience in business to the Council, which has taught him to run things on an even keel and to live within a budget; feels the City functions extremely well for the cost and feels it is important to keep those costs down; would like to see the City relate to the needs and desires of the younger families and children of the community; has been involved in United Way, Habitat for Humanity, the Andover Athletic Association, coaching of T-ball and the Democratic party; would rather retain their deep wells in their neighborhood unless the residents petition; and would be interested in serving on the Park Board if not selected for the Council. James Hartwell, 3021 164th Avenue NW - has resided in Andover for five years; has been active all his life in the Lions Club, various Commissions, Blaine City Council; is very interested in the community; is an engineer in electronics; was not interested in campaigning again after doing it four times before for Council seats; feels the transportation problem will be the biggest issue the City will have to face, as well as the orderly development of industry and residential housing; would bring some experience to the Council and sincerely would like the position; has no conflict with representing both the sewered and non-sewered areas of the City; hasn't been involved with activities in Andover since moving here; would be interested in serving on the Planning and Zoning Commission or Tree Commission and will be involved in something if not chosen for this position; is uncomfortable with public speaking though he has done it often. MOTION by Jacobson, Seconded by Perry, to continue the Special Meeting to tomorrow night. Motion carried unanimously. 10:19 p.m. Meeting continued on January 6, 1993.
