MINUTES
A Special Meeting of the Andover City Council was called to order
by Mayor Jack McKelvey on February 10, 1993, 7:30 p.m. , at the
Andover City Hall, 1685 Crosstown Boulevard, NW, Andover,
Minnesota.
Councilmembers present: "Dalien, Jacobson, Knight, Perry
Councilmembers absent: None
Also present: City Attorney, William G. Hawkins
TKDA Engineer, John Davidson
TKDA Engineer, Tom Syfko
City Administrator, James Schrantz
City Engineer, Todd Haas
FUND BALANCE REPORT
John Davidson requested that reports from TKDA dated February 5,
, 1993 and February 10, 1993 on the Fund Balance Report (Agenda
0 Item 114) be reviewed first in order to clarify what funds are
available for pending projects, Mayor McKelvey agreed.
Review of the February 10, 1993, report outlines pending project
costs as related to the trunk sewer funds for:
0 Weybridge 2nd Addition trunk sewer that was extended
along Coon Creek;
0 Pinewood Estates trunk sewer extended up through
Pinewood Estates into the park to the south line of the
school property;
0 Winslow Hills 2nd deepened sewer in order for the trunk
sewer to serve property along Crosstown roadway;
. Andover Boulevard construction in order to avoid the
landfill and provide these trunk sewers to Pinewood
Estates; and
. Commercial Boulevard.
Both reports from TKDA dated February 5, 1993, and February 10,
1993, were reviewed in length and discussion of cost assessments
for both trunk and sanitary sewer.
Mr. Syfko presented information regarding pond expansion to
develop for additional water storage.
The benefit of sanitary sewer system proposed all four projects I
n tie into together. Commercial Boulevard would tie into Pheasant
, Glen which would eliminate dead-ends, avoid loss of water

pressure, make a complete loop system and still provide a Coon
Rapids valve connecting
in emergency.
