CITY of ANDOVER SPECIAL CITY COUNCIL MEETING - DECEMBER 10, 1992 MINUTES A Special Meeting of the Andover City Council was called to order by Mayor Ken Orttel on December 10, 1992, 7:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota, to conduct the City's 1993 Budget Hearing. Councilmembers present: McKelvey, Perry, Smith Councilmember absent: Jacobson Also present: City Finance Director, Daryl Sulander City Administrator, James Schrantz Others BUDGET HEARING Mr. Sulander presented the General Fund Budget Summary for 1993, Compared the 1992 and 1993 Tax Levy data, and highlighted changes in the budgets of the various departments. Mayor Orttel then opened the meeting for public testimony. Sophie Kozlowski - asked with the increase in the Streets and Highways budget, why nothing is done to Crosstown Boulevard. She reported an incident of a flat tire and the expenses to her. She has talked to the county about it, but they say the City is holding them back from upgrading the road. The potholes have been repaired since she complained about her flat tire. Mayor Orttel explained the City has no control over the road and has been trying to get the county to upgrade it for years. A portion was supposed to be done this year but was not. He didn't know why it wasn't done. Ms. Kozlowski - asked if she is paying taxes on the easement for the pipeline. She has seven acres on one side that is a pipeline easement. The Council guessed she was not taxed on the easement, which is the policy; however, they urged her to contact the County Assessor's Office to find out for sure. Harold Kroqer. 13778 Swallow - stated his valuation increased $5,500 over last year. He did construct a porch at a cost of $2,200, but he wanted to know how the $5,500 was arrived at. Councilmember Smith guessed there may have been some adjustment made to land value. This type of question is addressed at the Board of Review in the spring, and Mr. Kroger was advised to contact the County Assessor's Office for the specific information relating to his property. Cecil Heidelberqer - asked if he is paying taxes on the easements off of Bunker Lake Boulevard. He stated he owns the easements but is being told by the county that the City of Andover owns them. He said he never gave the easements to anyone but created them when he split up his land go give each one of his children one square acre of land. He also didn't think one easement should be more than the other. - -.~ Special Andover City Council Meeting Minutes - December 10, 1992 Page 2 (1993 Budget Hearing, Continued) In discussing the matter with Mr. Heidelberger, the Council noted that the easements were never given or deeded to the City. They are private easements owned by Mr. Heidelberger, which means he is probably paying taxes on them because they are not registered. Council suggested he talk with the City's Assessor at the County Assessor's office. Mr. Kroqer - noticed the City's expense for Animal Control, asking what that entails. Mayor Orttel explained the problems with the current contract and the decision to contract with the Anoka County Humane Society believing it will cost less and there will be better service. Mr. Kroger agreed with the change, stating he donates his time at the Humane Society. MOTION by Perry, Seconded by Smith, a Resolution establishing the 1993 Levy to be certified to the County Department of Property Tax Administration by the City of Andover, as presented. (See Resolution R219-92) Motion carried on a 4-Yes, I-Absent (Jacobson) vote. MOTION by Smith, Seconded by McKelvey, a Resolution establishing the 1993 General Fund and Debt Service Funds Budgets, as submitted. (See Resolution R220-92) Motion carried on a 4-Yes, I-Absent (Jacobson) vote.
