Andover, Minnesota. to discuss the final draft of the ComprehensIve Plan. Councilmembers present: Jacobson, McKelvey. Perry, Sml th Councllmembers absent: None Also present: UrbanaIysIs RepresentatIve, Bob Wuornos PlannIng and Zoning CommIssIon ChaIrperson. Randy Peek City Planner. Dave Carlberg CIty AdmInIstrator. JIm Schrantz Others The Counc II did a chapter-by-chapter review of the ComprehensIve Plan Draft and made the followIng comments. recommendatIons and changes: CHAPTER I. COMPREHENSIVE PLANNING No comments or changes. CHAPTER I I . BACKGROUND INFORMATION Page II-4. FIgure II-B. PopulatIon Trend for Andover: Mr. Wuornos explaIned the graph represents 10-year Increments based on the number of unIts brought on lIne as determined by TKDA. It also Incorporates the population per household tor those years that the MetropolItan CounclJ provIdes. Page II-13. Second paragraph: Mr. Wuornos explained the paragraph means those areas already developed in 2 1/2-acre lots will not likely be subdIvided Into smaller lots. whIch Is the reason they are beIng ca]led severely or moderately restrIctIve areas. CHAPTER III. GOALS STATEMENT No comments or changes. CHAPTER IV. UTILITIES PLAN Page IV-ll. 15. PotentIal Sewer ExpansIon Area: Mr. Wuornos stated the use of the term "Future Urban ServIce Area" refers to that area whIch can potentlaJly be served by gravIty fJow as determined by the TKDA study. - -- - - ~ -0-"-" _ Special City CounclJ Meet! ng MInutes - November 14. 1991 Page 2 FIgure IV-F. Land Use Plan: Jerry WlndschItl expressed concern over the classification of Open Space on 160 acres east of the CIty Hal] site off Hanson Boulevard. He owns a portion of that property and was not sure what Is goIng to be done In that area. The City does not currently have such a zone; and If It Is going to be only for open space. it is cJearly a taking of his property. If I t Is stI J J being consIdered for a golf course or some other recreational facilIty. he would like to get It defined. Mr. Wuornos referenced Item 4. Page VIII-18. whIch outJIned the proposed use for that property. The Intent was to allow a PUD development with a densIty trade-off of about 2.1 units per acre. The total number of units would remain the same but the open space area would have to be maintained as well. DIscussIon noted that gravIty flow sanItary sewer servIce can be provided up to the ditch. and possIbly to a portion of the property beyond the dItch. Counc I J agreed with some type of PUD or cluster housing or senior cItIzen housing In that area. though that type of deveJopment has not been done In Andover before. Mr. WIndschl t J stated he would work with the City on a development of that type. Counc II and Mr. WIndschItl agreed to the followIng change In Item 4. Page VIII-18: "A 160-acre site along the east side of Hanson Boulevard and northeast of City Hall Is set aside for future deyelopment. The Intent Is to encourage a planned unit development with housing clustered In the developable areas while utlJlzlng the remaining areas for parks. traIls, public recreational development. and/or wlldJlfe areas." It was also agreed to asterisk that open space designatIon <OS*) to separate It from the other parks because a PUD development will be alJowed with open spaces remaining for publIc recreatIonal development. Page IV-17 and Figure IV-G. Phasing of Urban ExpansIons: There was a lengthy discussion on the proposal. The CounclJ was leary of being so specific In proposing which properties will have sanitary sewer expansion In a specific time period. The ComprehensIve Plan Is only a guIde; and by beIng so specific. they feared some landowners will be forced to deveJop when they don't want to. and others who want to develop wIll be forced to walt. They also did not want to be so InflexlbJe that every expansIon wouJd require an amendment to the Plan. Mr. Schrantz explained the specific properties were calculated by Staff and TKDA from the map of Phasing of Urban Expansion and the comments of property owners made at the 1987 publIc hearIngs regarding utiJltles expansion. Mayor Orttel Indicated there are areas beIng proposed for expansIon where property owners have specifically asked not to be Included. - .,__h _. Special City Council MeetIng MInutes - November 14, 1991 Page 3 CouncIlmember McKelvey was particularly concerned wIth bypassing properties to provide service beyond. makIng specIal reference to the property north of CIty Hall. The area Immediately north of City Hall is not slated for development untIl beyond 2005. yet the two areas further north are shown as developIng In 1996 through 2000 and 2000 through 2005. Mr. Wuornos suggested a summary table replace Page IV-17 whIch shows the total acres. total unIts. and units per acre for each phase of expansion. Council agreed. Mayor Orttel poInted out as the number of avaIlable buIldIng sItes In Coon Rapids dlmlshes. there will be pressure for expansion In Andover In the 1990s. Though he didn't feel the CIty wants such rapId development to throwaway all Its plannIng. he did think It Is something that should be addressed. There was some discussIon on what to do about those areas that have been allotted capacIty but which are not developIng such as HartfIel's AddItion and Watt's Garden Acres. Because It ties up capacIty for areas whIch want to develop. the Counc II suggested that that polIcy. whIch Is outsIde of thIs Plan. be researched further to consIder alJocatIng that capacity elsewhere untIl those areas petition for It. Mr. Car]berg stated the Metropolitan Council Staff has saId that a 10-acre parcel Inside the MUSA which has a house on It Is considered fu I J y deve loped. In light of that. he felt the total unIts allocated in the MUSA should be recalculated. Counc I I agreed. It was also agreed that the map Is the CIty's "best guess" of where development will occur withIn specifIc time frames. and there will probably be trade-offs where some areas wlJI want servIce before others. This shouJd be noted In the Plan. MOTION by Jacobson. Seconded by SmIth. to remove the sIte-specIfIc list on Page IV-17 and Include the summary chart presented thIs eyenlng. DISCUSSION: The Counc I I also agreed to the folJowIng changes In Figure IV-G: The hatched area Just north of City Hall to be served In 2005-2010 to be changed to Phase 2. 1995-2000 development. The 40 acres ImmediatelY west of City Hall. a portion of which Is In Ag Preserve. to remain In the 2005-2010 development period. The Truttle property both north and south of Andover Boulevard IndIcated In Phase 3 to be removed or IndIcated as deveJopment In 2005-2010 because It Is currently farmed and the owner has IndIcated he Is not Interested In developing. " The CouncIJ's posItIon baslcaJJy was to retaIn the present polIcy of not allowIng 11ft statIons. though they can be consIdered on an Individual basis. That policy may be reviewed If necessary. CHAPTER V. HOUSING AND RESIDENTIAL LAND USE FIgure V-A Land Use Map: Insert the asterIsk on the Open Space area north of CIty Hall (OS*) as previously agreed to. Page V-14, 14. First paragraph. correct last sentence: "The city with the least number of unIts Is Ramsey with 3.674." Page V-19. last paragraph: Mayor Orttel and Councilmember Jacobson objected to the restriction of limiting subdivisIon of property In the FUSA area to one for 40 acres. They argued that It Is too restrIctive. that most property owners wIll not develop theIr land If they know If and when utlltIes wllJ be available. that there are very few 40-acre parcels within the FU5A. Mayor Orttel stated It Is a perpetuaJ moratorIum to tell peopJe they cannot develop their property with no plan to provide sewer to that area. No assurance can be given those residents as to when they can develop. Councllmember Perry and Chairperson Peek explained the position of the Task Force was to lImIt development in the potentIal MU5A area so that It is possIble to develop when the utilItIes ace avaIlable. They argued restrIcting to 1/10 Is not feasible. because ten-acre parceJs are extremely difficult to subdivide. Also 2.5-acre developments basically stop any further urban development through that acea. which Is what has happened on the west side of the City. Mayor OrtteJ stated the area within the FUSA Is basIcally developed already. suggesting an Inventory would find very few developable 40-acre parcels. ThIs area Is projected for sewer service beyond the year 2010. 20 or more years from now. In the past ten years there has not been a problem with large-lot developments In areas that wllJ eventually be served with sewer, feelIng the 1/40 proposal is too restrIctIve and not necessary. Mr. WindschI t I agreed that owners of open land wIll walt for sewer if they know It is comIng. After further debate. CounclImember Jacobson suggested rather than beIng specific In the ~Ian. that the possIbIJlty of lot size restrIctIons In the FUSA be addressed at the time the Plan Is Implemented via the ordinances. Any ordinance change would be done by public hearing. which would allow further publIc Input. MOTION by Jacobson. Seconded by Smith. that we change the second sentence to "The plan requIres further restrictIon on the subdivIsIon of land withIn this dIstrict until such time that sanitary sewer can be extended In a cost effIcIent manner." The consensus was that shopping centers serve a larger radJus. It was agreed to delete "a 2 to 3 mile radJus of". CHAPTER V I r. AND OPEN SPACES Figure VIII-E. Trails Plan: There was some questJon as to how It Is planned to put trails through exIsting developments. Mayor Ortte] felt that It basically refers to sidewalks and along major thoroughfares. FJgure VIII-F, City Center Park Sketch Plan: It was agreed to delete the word "New" In front of "Elementary School SJ te". CHAPTER IX. TRANSPORTATION PLAN No changes. CHAPTER X. AVIATION No changes. CHAPTER XI. IMPLEMENTATION Page XI-3. e. Residential-Urban SIngle Family (RU): Change sentence referrIng to 40-acre Jot restrlctJon wJth the same language as moved In Chapter V. SpecIal CIty CouncIl MeetIng Minutes - November 14. 1991 Page 6 MOTION by Jacobson, Seconded by Smith, that with the changes that have been noted here thIs evenIng In the Comprehensive Plan Draft. that we approve the Plan and authorize the Mayor and anyone else who needs to sign off on It to have It delIvered to the MetropolItan CouncIl. MotIon carried unanImously. Mr. Wuornos stated he wIll leave the reference to D~aft and date on the pages In the copy submItted to the Metropolitan Council. They wI]] be deleted when the final approved copIes are prInted. Mr. Car]berg stated he wl]l update two copIes of the Plan wIth the changes made this evenIng for the CIty offIces and fIve other copIes to be submItted to the adjacent cIties.
