MINUTES
A Special Meeting of the Andover City Council was called to order by
Mayor Ken Orttel on January 29, 1991, 7:30 p.m., at the Andover City
Hal I, 1685 Ceosstown Boulevard NW, Andover, Minnesota.
Councilmembers present: Jacobson, McKelvey, Percy, Smith
Councilmembers absent: None
Also peesent: City Administrator/ Engineer, James Schrantz
SWEARING-IN CEREMONY
Todd Smith was sworn in as Councilmembee by Mr. Schrantz.
PARK BOARD AND P & Z COMMISSION INTERVIEWS
The fol lowing applicants tor the Park and Recration Commission were
interviewed:
David Woods
Mike Auger
The following applicants for the Planning and Zoning Commission were
scheduled tor inteeviews:
Michael Granberg
Wayne Vistad
Maynard Apel
James Lewis
Mr. Granberg and Mr. Lewis did not appear for their scheduled
interviews and, therefore, weee not considered for the positions.
AI I applicants wece asked questions alternately by the Councilmembers
as to their views on the needs of the City, what qualiticatlons and/or
experience they would bring to the Commissions, theic positions on
various issues, and others. Those applying for the Park Board were
also asked theic preteeence of developing passive vecsus active parks,
the development of parks in view ot the budget cutbacks, etc. Those
applying for the P & Z were asked their views on the future
development of the City, the Metropolitan Council's 4/40 Rural
Development Guideline, etc.
David Woods *appJlcant for re-appolntment to the Park and
Recreation Commission. *feels it is a good idea for the Councj to
meet jolnt1y with the Park Board periodically. *sees the tinancial

situation as a problem tor future development of parks and for the
continued maintenance of the parks already In place. He preters
completing and upgrading the development of those parks already
started and leaving the undeveloped parks alone tor now. ¡¡definiteJy
feels a flve-yeae pJan of development Is needed, though it has to be
within the limited tunding available. ¡¡looks toward developing parks
foe the younger population that is in the City. ¡¡would love to see a
swimming pool bui It in the City but knows the funds are not availabJe
and other areas should be deveJoped first. ¡¡agrees with the concept of
passive actlvites for Kelsey Park. ¡¡is doing a video inventory of the
City's park system which Is intended to be updated yearly. ¡¡would
approach cutbacks in a business-like manner. Hhought it might be
possib1e to collect a user fee in Kelsey Park; but the economics must
be deteemined before doing it In other parks. He didn't think Andovee
has enough park development to waerant charging a user tee.
Mike Auaer ¡¡appl icant for Park and Recreation Commission. ¡¡has
heard that the residents of Andovee don't know where the parks are.
¡¡whi Ie in Coon Rapids, the philosophy was I t Is better to acquire
parkland even If i t isn't developed right away; but theee should be a
ba]anced program between acquiring land and deve10ping the parks.
¡¡has Jived in Andover 1 1/2 years. ¡¡realized there is a need for tot
lots accessible to the residential aeeas, but athletic fields are a
great asset to the City. ¡¡Coon Rapids had litt1e interest in passive
parks. but he fe]t there is a need for them. Demographics determines
the use of the pack facilities. ¡¡believes there is a need tor youth
athJetlc programs and park programs. ¡¡would also be inteeested in
serving on the Economic Development Committee. ¡¡Is very impressed
with the oeganlzatlon at the Counc iI, stating their inteeest In the
kind of people who serve on the Commissions is commendable.
Wayne Vlstad ¡¡applicant tor ee-appointment to Planning and Zoning
Commission. ¡¡feels his abi]ity to get things done on the Commission
is very good. They 100k at the ordinance very caretu1]y and make a
recommendation, but the Counc i I makes the finaJ decision. He doesn't
believe the Zoning Commission should set policy. ¡¡recommends the City
have a weitten handout for residents on the most common requests of
setbacks and other requirements rather than Staft answering questions
over the phone. ¡¡feels the Interests at the three areas in the City
must be protected, those of the urban, the rural and the large-lot
aeeas. ¡¡sees the center of the City developing around the City HalJ
area as Is being proposed In the Comprehensive Plan and feels more
commercial areas shou1d be allowed as development occurs. ¡¡cited
controlled development as the number one issue over the next five
years: establish bufter zones and control what wi I ] be allowed to
develop. ¡¡would like to see more clean Industry such as offIce
buildings and restaurants. ¡¡suggests the screening around the
junkyards be reviewed as I t impacts surrounding neighborhoods, but

thinks the City should look at providing sewer and watee and/or
requieing removal of the hazardous waste from the area to clean up the
Junkyaed area. *seeks ee-appointment to the P & Z to be able to
finish the Comprehensive Plan and feels he brings a varied background
of experiences to the Commission which will be very valuable.
Mavnard Apel *appJlcant to the Planning Commission. *is satistled
wi th the way the City is being developed, but suggested a conservative
approach to the Comprehensive Plan to provide for slowee, more
carefully planned growth. *teels the biggest mistake made by the City
was in the extension of the sewer lines, though overa II he feels the
City has made few mistakes. *tavors planning over zoning. *does not
like the 4/40 Rural Development Guideline, nor does he I ike the
Metropolitan Council dictating zoning to the City. For now he would
ignore that policy. *expects the City would look northward along
Hanson BouJevard for future commercial development, possibly In the
vicinity of CoRd 20. *thlnks it Is In the City's best Interest to do
what It can to encourage business to the City, though care needs to be
taken In what incentives are given.
SELECTION OF COMMISSIONERS
The Counc i ] discussed the selection of Park and Recreation Commission
members including the two gentlemen Interviewed this evening and Roger
Paulson and Bonnie Dehn, both of whom had expressed an inteeest In the
Park Board when Interevlewed tor the City Council position at the
January 17 Special Meeting. It was also agreed to appoint an
Alternate, who would automatically be appointed Should a vacancy arise
on the Park Board within the year.
MOTION by Jacobson, Seconded by Perry, that we ee-appoint David
Woods for a term on the Park Commission that would run until December
31, 1993. Motion carried unanimously.
MOTION by Perry, Seconded by Smith, the appointment of Mike Auger to
the Park and Recreation Commission, term to expire December 31, 1993.
Motion caeried unanimousJy. Counc i J also agreed to ask Mr. Auger to
serve on the Economic Deve]opment Committee if he is sti II Interested.
MOTION by Jacobson, Seconded by McKelvey, to nominate Roger Paulson
as an alternate on the Park Commission In case of a resignation
creating an opening on the Park Commission, in which case he would be
asked to f i J I It. Motion caeried unanimously.

The Council then discussed the selection of Planning and Zoning
Commission members from among the two gentlemen interviewed this
evening and the following candidates who had applied tor the
Commission but were previously Interviewed on January 17 for the
vacant Council position:

Otto Pfeiffer
Bonnie Dehn
Marc McMullen (was not interviewed due to a p~ior commitment; and
was not scheduled this evening, also because of a
prior commitment)
MOTION by Jacobson, Seconded by Pe~ry, nominate Bonnie Dehn to be on
the P & Z tor a term to end December 31, 1993. Motion careled
unanimously.
Discussion ensued on the qualifications and location of residence of
the remaining candidates. The Counc I I desieed a balance of geographic
I ocatlon, demogeaphics, background, and interests on the Commission.
Each Councilmember Indicated their top choices and discussed the
qualifications of the candidates, though they were generally impressed
wi th al I of the applicants.
MOTION by Jacobson, Seconded by McKelvey, to appoint Maec McMullen
to the P & Z to December 31, 1993. Motion carried unanimously.
MOTION by Smi th, Seconded by McKelvey, foe Maynaed Apel to be
appointed as an Alternate to the Planning and Zoning Commission.
Motion careied unanimously.

Mayor Orttel asked the Staff to Invite Mr. Auger to serve on the
Community Development Committee. He suggested the considerations of a
CommunicatIons Committee and Budget Committee be discussed at a future
date. The Mayor then asked for a motion to approve the appointments
as recommended.
MOTION by Jacobson, Seconded by Smith, to so move. Mot! on carr I ed
unanimously.
MOTION by Perry, Seconded by Jacobson, to adjouen. Motion carried
unanImously.
