(612) 755-5100 SPECIAL CITY COUNCIL MEETING - JULY 18, 1990 MINUTES A Special Mee ti ng of the Andover City Council was cal led to order by Mayor Jim Elling on July 18, 1990: 7:35 p.m., at the Andover City Hal] , 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers present: Jacobson, Knight, Orttel Councllmember absent: Perry A]so present: City Clerk, Vicki Volk: City Administrator, Jim Schrantz: and others ELECTION RESULTS/FIRE DEPARTMENT BOND ISSUE REFERENDUM Ms. Volk stated the only trouble was a hassle with some voters in Precinct 2 and some people trying to register with only a deed to their house. Either a driver's license or someone to vouch for them is needed to register. MOTION by Jacobson, Seconded by Knight, a Resolution dec1'"aring the results of a special election for a Fire Department bond issue as presented. (See Reso]ution R099-90 declaring the bond issue approved) Motion carried unanimously. Mayor El ling stated he heard rumors that someone may challenge the election of the bond issue. In talking with the Assistant County Attorney, he finds nothing that makes the election i I legal, though they must look into every allegation. KENSINGTON ESTATES 6TH ADDITION/90-16 Mr. Schrantz requested approval of the resolutions for the project to accept the feasibIlity and approve the final plans and specifications. MOTION by Orttel, Seconded by Knight, a Resolution accepting the feasibilIty study, waiving publIc hearing, ordering Improvement and directing preparation of plans and specifications for the improvement of Project 90-16 as presented. (See Resolution Rl00-90) Motion carried on a 3-Yes, l-Present (Ell ing), l-Absent (Perry) vote. MOTION by Jacobson, Seconded by Knight, a Resolution approving final plans and specifications and ordering advertisement for bids for Project No. 90-16, Kensington Estates 6th Addition for watermain, sanitary sewer, storm drain, and street with concrete curb and gutter construction as presented. Motion carried on a 3-Yes, l-Present (EI1ing), l-Absent (Perry) vote. Special City Counci I Meeting Minutes - July 18, 1990 Page 2 PROJECT 90-6/BUNKER LAKE BOULEVARD Mayor El ling stated he talked with Mr. Batson, owner of the property for Phase II. Mr. Batson stated he was not Interested In sewer and water and would not give any right of way for the project. The Mayor said he hasn't had a chance to talk with the Attorney regarding condemnation of the right of way. No action was taken by the Council at this time.
