APRIL 11. 1990 - MINUTES
A !-lee tI ng of the Andover Home Rule Charter Commission was called to
order by Acting Chairperson d'Arcy Bose]] on April 11, 1990. 7:50
p.m. . at the Andover City HaJI, 1685 Crosstown Boulevard NW. Andover,
Minnesota.
Present: d'Arcy Bosell, Lyle Bradley, Mike Knight, Bob Peach.
CharJes Veiman
Absent: Gretchen Sabel, Jerry Wlndschltl
Also present: Rosella Sonsteby
APPROVAL OF MINUTES
October 12, 1989 - Correct as written.
MOTION by Knight. Seconded by Velman, approva J . Motion carried on a
3-Yes, 2-Present <Bradl ey, Peach) vote.
Ms. Bosell stated she did not research the process for conducting a
primary ejection for city offlcla]s. Discussion noted the State
Legis]ature may approve some changes regarding local elections. Ms.
Bosel! stated she wl!1 gather additional Information on that Item.
Ms. Sonsteby Informed the Commission of her efforts to put the
formation of a Charter Commission before the voters. claiming the
Council's action to form this Commission was unethical. The
Commissioners explained they were appointed by a Judge to serve on the
Commission: and If I t is determined there Is a need for a Home RuJe
Charter, that Item would be put on a referendum. Ms. Sonsteby stated
at this time she felt things were more out In the open, whereas there
were a ] ot of things that happened in the past that she felt the
people were not aware of. She stated she was not advocating a change
at this time.
Ms. Bosell informed the Commission of the meeting being hosted by
Andover with the DNR pertaining to the Rum River and the uses along
the Rum. There was a brief discussion on the problem of water
skiing and Jet skis being used on the river. They cause high wakes
which erode the banks.
Ms. Bosell asked if there were any Issues to consider regarding the
City that could be handled differently, that is Home Rule versus the
current statuatory City. None of the Commissioners had a problem nor

had heard of any problems or issues. The issue of a ward system
versus the current at-large method of electing Councilmembers was
discussed. Though it was recognized that at the present time the
maJority of the Councilmembers are from the rural area, I t was noted
that there have been other times when the majority were from the urban
area. It was fe It that the Counc i I on the whole has and does
represent the City equally, noting that the ward system often
politicizes people rather than works for the benefit of all. The
general consensus was that they would have to see a real benefit of a
ward system to offset the fractionalizing that wouId result before
they would consider It.
Ms. Bosell noted an article in the League of Minnesota Cities magazine
which places Andover ninth In the State with population over 10,000
as far as growth. The City has grown 39.4 percent since 1982. The
Commission asked for copies of that article.
There being no further items, Ms. Bosel] declared the meeting
adJourned. Meeting adJourned at 8:26 p.m.
