SPECIAL CITY COUNCIL MEETING - NOVEMBER 10, 1988
MINUTES
A SpeclaJ Meeting of the Andover City Council was called to order by
Mayor Jerry Wlndschltl on November 10, 1988, 7:30 p.m., at the Andover
City HaJI, 1685 Crosstown Boulevard NW, Andover, Minnesota.
CouncIlmen present: ApeJ, Elling, Knight, Orttel
Councilmen absent: None
Also present: City Clerk, Victoria Volk and City Administrator,
James Schrantz
CANVASSING THE ELECTION RETURNS
Ms. Volk stated In Precinct 2 a husband and wife came In to vote but
were not registered. The wife had a drivers license, registered and
voted. The husband had lost his drivers license and was not al lowed
to vote. Ms. Volk stated he should have been allowed to vote because
the wife could have vouched for him. It was an error on the part of
the judges.
Ms. Volk stated there were quite a few people who were not registered
and who could not vote because they did not have proper proof of
residency. But none of the jUdges raised any issues. In Precinct 4 a
man called her all upset because he signed the register book, got his
receipt and stood In line for quite some time to get his ballot. When
he got to the front of the line, he was made to go to the back of the
line, so he left . As I t turned out, he never signed In or received his
receipt. Later that day the Chief Judge of Precinct 4 calJed the
gentleman at home, talked with him, and he came back to vote.
Ms. Volk stated there were compJalnts about not enough judges at the
church. She also felt there Is a need to have more precincts to
avoid the long Jines.
MOTION by Knight, Seconded by Apel, Introducing a Resolution
canvassing the returns of the Municipal eleGtlon held on the 8th Day
of November, 1988, In the City of Andover, Anoka County, Minnesota, as
presented. DISCUSSION: Councilman Orttel questioned the accuracy of
the percentages calcuJated for the Councilmen In Precinct 2. Action
on this motion was taken later In the meeting when the percentages
were recalculated.
APPOINTMENT OF NEW COUNCILMEMBER
Ms. Volk stated she called the State Ejection Department regarding
the opening on the Counc II as of the first of the year. The appointed
Counci1person cannot take office untl1 the first of the year.

According to the City Attorney, this Counci I can appoint someone now
so there is a fulJ Counc i I for the first meeting In 1989 or wait and
let the new Counc i I fill the position. The Counc i I can either appoint
someone or advertise for appl ications.
Counc i I discussed the two options, generally agreeing to advertise for
the positIon. There was a debate on whether this Council or the new
one should fl I I the position. Councilmen EJling and Knight felt the
new Counc I I should appoint the new CounciJmember since they wi I I be
working with him, that it should be done when there actualJy is an
opening after the first of the year. It would also al low the new
Counc i Imember, Don Jacobson, some Input into the process.
Councilmen ApeJ and Orttel argued that with a four-person Council, it
could result in the Mayor having to choose the new Councllmember.
That wouldn't happen i f the position were flJJed before the first of
the year. Then the new year could be opened with a ful I Councl I.
MOTION by Apel, Seconded by Orttel, that this Councl I as it sets
here advertise and select a CounciJman before the first of January so
that at the first meeting in January there would be a ful I and
complete CounciJ: that we advertise for people for the Counc i I vacancy
unt II the 9th of December, and that we Interview the applicants
sometime prior to the meeting on the 20th of December. We would set
the date for interviews If we wanted to on the 6th of December.
DISCUSSION: Councilman Orttel asked that Mr. Jacobson be invited to
the meeting and al low any questions he may have to be heard. He stated
his concern is getting the interview process started and to talk to
the Attorney at the next meeting, giving this further consideration In
the meantime. Councilmen Knight and EI ling both expressed disappoint-
ment at the point of view taken in this motion, feel ing It is
unnecessariJy politicizing.
VOTE ON THE MOTION: YES-Ape I , OrtteJ, Windschitl: NO-EI I lng, Knight
Motion carried.
CANVASSING ELECTION RETURNS. CONTINUED
Mr. Schrantz stated the correct percentages for the Council seats In
Precinct 2 are: Don Jacobson - 32.3, Bi I I LeFebvre - 28.8, Ken Orttel
- 38.8. (See Resolution R261-88) Motion carried unanimously.
MOTION by Apel, Seconded by Knight. to adjourn. Moti on carr led
unanimously. Meeting adjourned at 7:56 p.m.
