MINUTES
A SpecIal WOLk SessIon of the AndoveL CIty Council was called to oLdeL
by Mayor JerLY Wlndschltl on May 10, 1988, 7:30 p.m., at the Andover
CI ty Hall, 1685 CLosstown Boulevard NW, AndoveL' Minnesota.
Councilmen present: Apel, Elling, KnIght, OLttel
Councilmen absent: None
Also pLesent: PublIc WOLks SupervIsor, FLank Stone; and City
AdmInistrator, James Schrantz
GIS COMPUTER SYSTEM JOINT POWERS AGREEMENT
Mr. Schrantz reviewed the InfoLmatlon on the Geographic Information
Systems task fOLce to study whetheL or not the county needs such a
system. The $36,000 fOL estImated consultant expense would be spilt
among the cities paLticipatlng. The most It would cost the CIty fOL
the study would be $2,000
Council was unsure of how much it would cost, what benefit It would be
to the City, and whether this Is a commItment should such a system be
recommended. It was then agreed to table the matteL to deteLmlne
whether OL not otheL cIties In the county wIll be paLtlclpatlng.
MOTION by Ape], Seconded by OLttel, to table this untIl furtheL
InfoLmatlon develops. Motion caLrled unanimously.

POLICY DISCUSSION
Mr. Schrantz explained the fILst development contracts weLe sIlent on
the Issue of Interest to be paId on the eSCLOW funds. He asked
whetheL Andover should pal' that Interest; and If so, at what Late. He
also noted the Impact to Andover if Interest were paid.
Counc II thought there may be a State Jaw requiLlng the payment of
Interest, askIng that the City AttoLney revIew the matter and pLovide
counse I .
MOTION by Ape I , Seconded by Elling, that we have Bill (Hawkins)
check out the law Lelatlng to thIs and tell us what the minimum amount .
of inteLest Is that we can pay legally on escrow accounts. Motion
carried unanimously.

ENGINEERING - WATER TREATMENT
John Davidson and Tom KiLk of TKDA dIscussed the pLoblem of Ladium in
the drinking wateL. Radium in amounts exceeding the state guIde] Ines
have been found in the AndoveL wateL system and in otheL water systems
throughout the State. One of the wells tested was pLivate, whIch also
showed high concentLates of Ladium. The State BoaLd of Health is
starting with an educational campaign.
Mr. KiLk Leviewed the PLopertles of Ladium and Ladon, explaining the
maxImum contaminate levels fOL health weLe arbItrarIly set, but
munIcIpalIties and the State Health Department need to be concerned
fOL the consumers of municipal wateL. TheLe are thLee methods of
dealIng wIth the radium problem. One Is to find anotheL source of
wateL, whIch Is not practical fOL Andover because theLe Is no other
aqul feL In this aLea to draw fLom. AnotheL is to blend the
contaminated water with non-Ladlum contaminated wateL, whIch is also
not practIcal since AndoveL does not have another SOULce of water.
ML. Kirk felt the only solution would be to remove It with water
treatment facilitIes, though the iLon and manganese must be Lemoved
f 1 LSt. If the Lesidue is kept in a I iquid state, it can be dlschaLged
thLough the sanitaLY seweL system. He also explained if a homeowner
has a wateL softeneL' the Ladium expOSULe is veLY negligIble because
the wateL softeneL Lemoves it.
M.. KILk estimated a cost of close to one mi]]lon dollaLs in tLeatment
plant facilities to take the Ladium out of the City's wateL, plus
maIntenance of 25 cents peL 1,000 gallons. He also LepoLted the
Health DepaLtment will make thLee mOLe tests of the City's wateL
supply. If high concentLates of Ladlum aLe found in those tests, the
Ci ty wi I I be required to tell the consumer of the pLoblem and to
resolve the problem immediately. The thiLd pumphouse has been
designed to provide fOL any wateL tLeatment facilities needed.
After dIscussing the the pLoblem, potential dangeLs, and possible
solutions, it was agreed the City should first take steps to enSULe
the accuracy of the water tests for Ladlum concentLates by having the
wells tested Independent of that being done by the State Health
Department. The EngIneers weLe also asked to have the new well tested,
and to submit a proposal as to the costs associated with wateL
tLeatment should It be necessary.
ENGINEERING - WELL NO. 4 AND ELEVATED STORAGE NO. 2
Mr. DavIdson asked fOL diLectlon on the dLilling of another well
versus anotheL elevated stoLage tank. MayoL Wlndschitl stated theiL
computer models should be able to project when another well and
storage tank aLe needed. Because It takes about 18 to 24 months
before a water tank Is on lIne, It was felt that should be looked at
Light now.

M.. Davidson stated they will do one LepoLt updating the April, 1987,
municipal wateL system report and proJecting the need and placement of
anotheL we II and elevated storage tank. He thought they could have
that Leport within several weeks.
POLICE DISCUSSION/SPRING LAKE PARK CHIEF
SpLlng Lake PaLk PolIce Chief PorteL addLessed the Council regaLdl ng
the establishment of a municipal police depaLtment. He Is a wOLklng
po] Ice chIef. and there are seven other officers plus an InvestIgator
and a secretaLY. Their population Is approximately 7,000, and they
responded to 4,963 calls in 1987. The investlgatoL was hlLed Just
this year; and in the past thLee months he has been assIgned about 40
cases and about 30 percent of them have resulted In arrests. It was
Chief POLter's opinion that the hiring of an InvestIgator has been a
Lea] asset to thelL depaLtment, thinkIng It Is a necessity to any
police department.
Chief POLter went on to explain the budget fOL thelL depaLtment Is
appLoximately one-half million dollaLs fOL 1988. A beginning
patLolman staLts at appLoxlmately $22,000, which Is somewhat higher
than the surLoundlng communities. But afteL five yeaLs, It is
compaLable. They also get a clothing al]owance of $450 a yeaL. The
City purchases the flLst unlfoLms; the deputies aLe Lesponslble for
them after that.
He also Leviewed the types of cal]s Lesponded to last yeaL, noting
many are the Lesults of the tLanslent population due to the maJoL
roadways thLough the City, the baLs, a lot of paLklng lots and
shopping centeLs. Discipline has not been a maJor pLoblem, as the
offlceLs in his department aLe a veLY high callbeL and aLe pLoud of
theiL Jobs. The deputies assist each otheL, and tLade shifts fOL
vacations, etc. They are unionized.
The Chief's philosophy Is to Lun a participant style of management in
the department. He reports directly to the MayoL and Councl], stating
theLe have been no political pLoblems regaLdlng the police department
at Spring Lake PaLk.
Chief POL teL felt that pride is a veLY Important factoL, as wel] as
visibIlity and accessibility; and those mal' be the most Important
Leasons fOL a cIty to establish its own depaLtment. The SheLl ff's
Deputies have no real comml tment to the City; whereas those on a city
police depaLtment are committed to taking caLe of the people. It was
also his opinion that at the minimum, Andover would need five
deputIes, which includes a working chief, and two caLS to estab] ish
Its own polIce department.

Chief POL teL theoLlzed the bULglaLies aLe rising in AndoveL because It
is a new aLea, It is vulneLable and theLe aLe many families wheLe the
husband and wife wOLk dULing the day. SpLing Lake PaLk is an aging
community, and theiL bULglaLies have been fal]lng. TheiL busiest time
is fLom 7 p.m. to 3 a.m. They aLe tLylng to keep two people on each
shift; he Is one of those people on the day shi ft. They also assist
and call fOL mutual aid with the sULLounding departments.
Chief POLteL also revIewed the duties of the investlgatoL, stating the
Job descLlptlon Is evolving as they see what can be done and what
there is time for. The posItion has provIded very good publIc
relatIons In the communIty. The Chief stated they do not have a
lIaison In the schools, though that Is one thing he would like to
establIsh. He has been wOLklng wIth the OEC pLogLam teaching self
defense In the high school, but has found he hasn't had much time for
that since becoming chIef.
Counc 11 discussion with Chief POLteL was on Andover's sItuation and
how a city police department mIght function. Chief POL teL also noted
consideLatlon must be given to settIng up a LecoLd system In a cIty
police department because many of the things that come thLough aLe
veLY peLsonal and pLlvate. They aLe computeLized on a totally
sepaLate system. To establish a depaLtment, ChIef POLter Lecommended
eitheL looking fOL an expeLlenced peLson as chief to set up the
guidelines, OL the Counc 11 set up the guIdelines and hILe a chief to
finalize them and caLLY them out. He also thought It mal' be effective
to hire a chief now to set up the depaLtment, which would In turn
begin coveLage the flLst of the yeaL.
Counc i I thanked Chief POLteL fOL hIs assistance. Chief Porter invited
the Counc 1 ] to visit his depaLtment at any tIme.
PERSONNEL POLICY - MATERNITY/SICK LEAVE
Counc II dIscussIon noted the Intent of the polIcy fOL payment of
unused sick leave at the termination of employment Is to remain
permanently at the 1988 calculatIons. In Item H, the Counc I ] felt the
Intent was to report because of Illness or other health reasons such
as dental appointments, InJuLY, etc. The Intent was not to a] low the
use of sick leave for personal Leasons, but that personal leaves would
be deducted from vacation allowances.
MOTION by Orttel, Seconded by Elling, undeL the PeLsonnel PolIcy
Sick Leave pLovlslon, Item H, the following wording be substituted fOL
the existing: Employees not reporting to work because of Illness or

otheL health Leasons should notify theIL supeLvisoL within one-half
hour followIng the begInning of theiL wOLk day. UndeL Item G, that
the schedule of dates shown on the old policy be removed and the
policy contain only the schedule shown fOL 1988, being 20 peLcent fOL
all employees with two through five yeaLs, 40 percent fOL all
employees with six thLough ten yeaLs, and 50 peLcent fOL all employees
wIth over ten yeaLs; and at no time wIll any employee be paId fOL mOLe
than 400 hours as a pay-off of accumulated sick leave. Motion carried
unanimously.
It was suggested the PeLsonnel Committee should discuss an Incentive
pLogLam to discouLage absenteeism. Some companIes have a program that
If absenteeIsm due to sickness is undeL a ceLtain peLcent, then
personal leave can be used up to that percent for other thIngs such as
dental appoIntments, etc.
PERSONNEL POLICY - SEXUAL HARASSMENT
It was agLeed the Attorney should be asked to revIew the Personnel
Policy to see that It confoLms with the State law and Lecommend the
wOLding to include a section on sexual haLassment.
MOTION by OLttel, Seconded by Apei, that we diLect the City Attorney
to dLaft the appLopLlate sexual haLassment pOlicy and proceduLes fOL
the City PeLsonnel Policy manual. Motion carLied unanimously.
PERSONNEL POLICY - PUBLIC WORKS/FIRE
Assistant FiLe Chief Glen SmIth and Mr. Stone Levlewed the pLoposed
po]lcy regaLding the duties and PLocedures fOL the Public WOLks and
FILe Departments and theiL peLsonnel relatIng to weekend duty, use of
public works equIpment, and Lesponsibi]ities of those peLsonne].
Council was conceLned about the item of a person not beIng on both
PublIc WOLks and Fire DepaLtment weekend duty at the same time. ML.
Stone and ML. Smith both stated that was agreed to by both
departments. The intent was that the peLson on weekend duty for
Public WOLks would not Lespond to any fiLe calls whIle on duty, though
that paLtlcu]ar statement dId not appear In the polIcy befoLe the
Council. If there Is a Leal emergency sItuation, the PLocedures
lIsted In the CIty's DlsasteL Plan would be used, overLldlng thIs
policy.
MOTION by OLtte], Seconded by Elling, thdt the Council approve the
Public WOLks/FILe Department polIcy Legarding conflIctIng duty
assIgnments and conflIcting equipment usage, and so on. MotIon carrIed
unanimously.

Mr. Schrantz then Levlewed the staffing problem, stating they aLe
getting mOLe and mOLe behind eveLY day. Counc I] asked that he pLovlde
an organizatIonal chaLt and make a recommendation on the staffing.
APPROVAL OF CLAIM
MOTION by Orttel, Seconded by Apel, appLoval of C]alm No. 14575 in
the amount of $10.91 for the Anoka County TLeasuLeL. Motion carried
unanImously.
MOTION by Orttel, Seconded by KnIght, to adJourn. MotIon carrIed
unanimously.
