ANDOVER, MINNESOTA 55304· (612) 755-5100 """, C"" '>'~-_tt:l':~ SPECIAL CITY COUNCIL MEETING - FEBRUARY 9, 1988 MINUTES A Special Meeting of the Andover City Council was cal led to order by Mayor Jerry Windschitl on February 9, 1988, 7:30 p.m., at the Andover City Hal I. 1685 Crosstown Bou]evard NW, Andover, Minnesota. Councilmen present: Ape1, Ell ing, Knight, OrtteJ Councilmen absent: None Also present: Building Official, Dave Almgren; Pub 1 i c Works Supervisor, Frank Stone; City AdmInistrator, James Schrantz WATER AND SEWER OPERATING AND MAINTENANCE BUDGET Counc i I reviewed the proposed 1988 Enterprise Funds for water and sewer, questioning why the expenditures for water increased so much. M.. Schrantz expJained they are spending a lot of hours on water and sewer hookups, which wasn't budgeted for in 1987. But the fees for those permits go into the General Fund, not the Enterprise Fund. He would like to take the time to compare the hours spent on hookups wi th what is being charged for the permi ts. Mr. Schrantz also noted another wel I wiJ] be on line, which is the reason for the big Increase in electrIc (49400.381 Water Expenditures). The onJy other maJor increase Is for 49440.570, Water, Equipment/Office, for a P.C. Meter Reader. Counc i I discussed the number of water connections and anticipated increase in 1988. M.. Schrantz also pointed out the water user rates have not been Increased in three years. M.. Schrantz also noted the $27,250 transfer from the bond fund to pal' for Sewer Fund A. That area is getting reduced sewer usage rates because they paid a higher connection charge than the other areas in the City. Counc i I general II' agreed with that concept, but asked that the Attorney review the bond fund as to whether it can sustain such a transfer. MOTION by Orttel, Seconded by Elling, to approve the Enterprise Budget for Water and Sewer as presented and ask that BiJI (Hawkins) investigate that bond fund to make sure that it is supporting itself. Motion carried unanimously. ASSESSMENT MANUAL Counc i I expressed concern over the legal ramifications of providing such legal detai I on assessments, asking why the existing policies can't simpJy be continued. Mr. Schrantz explained the document provides the staff with specific guidelInes for assessments. - - Special Ci ty Counci I Meeting February 9, 1988 - Minutes Page 2 (Assessment Manual, Continued) Mr. Schrantz also noted the procedures section wlJI be ready for the next work session. Counc i I had no problem with keeping such a detailed manual for staff use, but asked that it be condensed and generalized for the public. It was agreed to hold this item until the next work session to dIscuss the procedures section as wel I. Mayor Wlndschitl suggested funds be authorized to have someone go through a I I assessed areas to be sure all parcels have been assessed, as there have been instances where parcels have been missed. He suggested It eIther be a temporary person, someone from the auditor's office or present staff if anyone has the time. There was a brief discussion on staffing needs. MOTION by Orttel, Seconded by Apel, that we authorize a budget up to $2,000 for extra help to prepare a log showing that all properties assessed for sewer and water and, where sewer and water has been assessed, storm water drainage, and streets to confirm that each lot has paid its fair share of the assessments. DISCUSSION: Counci Iman Ell ing thought It should be done for the entire City. CouncIlman Orttel CHANGED THE MOTION to read: $2,500 expenditure and to include city improved streets In the rural part of the City also. Second stands. Motion carried unanimously. CODE ENFORCEMENT REVIEW Mr. Schrantz explained the City has not been agressive in Its code enforcement, that no action is taken until a complaint is received. Counc 11 noted the Increasing number of Junk cars In yards around the CI ty, feel ing It has gotten to the point where the City should be taking a more aggressive approach to gettIng rId of that problem. d/Arcy Bosel I , Zoning Administrator, revIewed the requirements of the ordinance and method of enforcement. Counc II discussed ways of informing residents of the ordinance and ways to encourage them to do so such as a spring c]ean-up. Counc I ] a]so asked to be provIded copies of Junk car ordinances from other cities such as Coon Rapids or Fridley for Ideas on what can be done to strenghten Andover's ordinance. It was agreed the Zoning AdminIstrator should begin enforcement against on junk car vIolations. Special City Counci I Meeting February 9, 1988 - Minutes Page 3 GRADING AND FILLING PERMIT Ms. Bosel explained the permit is only needed for Ordinances 50. the Floodplain Ordinance; Ordinance 52, Scenic River; and Ordinance 71, Shoreline Management, and reviewed the instances under which this permit would be needed. The permIt would not be required In any other Instances of grading or filling, only In the sensitive areas as specified in those ordinances. She also noted the two other pages are for clarification for the applicant as to criteria and information to be submitted with the permit. It Is a summary of what is stated In those ordinances and wI I I be requIred when applicable. The Counc i I was concerned some of the requirements mal' be too technical causing undue expenses on the part of the residents. Ms. Bosell stated these permits must be approved by the DNR as wel I. who wi II require the items as I isted in the ordinance. Also, the work must be done any way if a permi t is required by the DNR or Corps of Engineers. She stated the Staff will work with the applicant regarding specific requirements, that the criteria and information to be submitted are intended to help the applicant. After further discussion, the Counc II agreed the items listed on the last sheet, "Information to be submitted with application". shou I d indicate to which ordinance they are applicable. For example, Item 6 would state "Vegetative screening plan as required in the Scenic River Ordinance". Counc i I a]so agreed to de]ete Item 7 which would have required a surety for uncompleted work and suggested the staff condense the last two information pages to one page. Counc i I also recommended the permit form itself indicate i t is for Ordinances 50, 52, and 71. And it was also suggested the Staff research the grading and filling permits of other cities such as Anoka, Ramsey and Coon Rapids. No Counc i I action was taken.
