Adjournment .-- "',~~ -,' "()\ CITY of ANDOVER ' . i ~ ,{ i;, "<, "," '.,,~ Special City Council Meeting - August 25, 1988 - Minutes A Special Meeting of the Andover City Council was called to order by Mayor Windschitl at 5:40 p.m., Thursday, August 25, 1988 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andove r , MN. Councilmen Present: Knight, Orttel Councilmen Absent: Elling, Apel Also present: City Administrator, Jim Schrantz; Norm Holm; Art Raudio Settlement Agreement/Red Oaks Manor 5th Addition Mayor Windschitl explained that there are levied assessments of $133,386 on this property, of which $37,000 relate to the area that is no longer in the plat. The city is responsible for $10,910 of those assessments. The assessments on Outlot A are being abated and if that property is ever platted, the developers would then have to pay assessments on it. Councilman Orttel agreed that the city will pay the money to the county so that this plat can be recorded. Mayor Windschitl noted that had this property not been in the original roll, the square footage price for everyone else would have been higher. He also noted that $20,000 is the amount that we will have to pay to settle the land issue. The real cost is $11,260. It will cost the city a total of $31,076. MOTION by Orttel, seconded by Knight to approve the settlement agreement between the City of Andover and the Menkveld Company, Norm Holm and Art Raudio as prepared by the City Attorney and note that the city is paying $20,000 for purchase of the property as shown as Outlots A and C on the developer's plat and note that in addition to the monies being paid directly by the city, the city will assume the storm water assessments on the area being deeded to the city and other areas on the plat that were assessed that were later noted to be unbuildable properties. Council also authorizes city staff to make payment to the County in the amount of $10,910.64 for 1987 and 1988 interest due on the assessments - --. Special City Council Meeting August 25, 1988 Page 2 that were levied in 1987 and allow the Mayor to sign the check so that the deeds and the plat can be recorded. The $10,910.64 is money that will be returned to the city from the County of Anoka after the city pays the County. Motion carried unanimously. Hire City Planner Council tabled this item until a full Council is present. Anoka County Va~iance/salt Shed Mayor Windschitl stated that he is pleased to see thi s building in the fill area. MOTION by Knight, seconded by orttel introducing a resolution approving the variance requested by Anoka County to allow a structure to exceed the maximum height of 35 feet on the proper- ty at 1440 Bunker Lake Boulevard (See Resolution No. R196-88).
