ANDOVER, MINNESOTA 55304' (612) 755-5100 SPECIAL CITY COUNCIL MEETING - APRIL 26, 1988 MINUTES A Special Meeti ng of the Andover City Counci] was called to order by Mayor Jerry Windschitl on Apri I 26, 1988, 7:30 p.m., at the Andover Ci ty Hal 1, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmen present: Apel, EI I ing, Knight (arrived at 7:58 p.m.), Orttel Councilmen absent: None Also present: City Administrator, James Schrantz RURAL STREETS/STORM DRAINAGE M.. Schrantz explained the staff is recommending approval the Offset Catch Basin Inlet as a standard for the City in rura] areas. They ]ooked at the catch basins, which are used in Ham Lake, and found them to be beneficial. He reviewed the problems with the existing catch basIns, notIng the proposed basins wi I I solve the problem where there is high ground on one sIde and low ground on the other, and it wi I ] solve the inlet and erosion problem now found In the bituminous fJumes. Councilman Elling didn't agree with the staff recommendation, feel ing the addItIonal cost does not JustIfy the results. He also had a problem running the ditch to the back of the property I ine and fel t it wi 1 I be a maintenance problem to clean them out. But he a]so realIzed that what Is being done right is not workIng either. Mr. Schrantz di dn' t feel it would be necessary to run the ditch to the back of the lots, that it would be sufficient to run i t to the LÍght of way line. AI I that is needed is to get the water down and slow it up so it doesn't erode. There was a lengthy discussion on some specific catch basin problems around the City and on various suggestions as to how the prob]em might be el iminated. Ideas that were discussed were ho]ding the developers' escrows for another year untIl the condition of the catch basins are known, finding ways to slow down the velocity going into the catch basin, requiring additional rip rap and/or additional bi tumi nous in the flumes, requiring concrete swa]es, or requiring the Offset Catch Basin In]et as proposed. MOTION by Elling, Seconded by Apel, that we would temporarily suspend the standard that we have for the City; and the next plat that comes in, al low the Engineering Department to allow the next developer to come up with different ideas to make the problem work. DISCUSSION: Councilman EI ling stated the Intent would be the Council would approve the template of the proposed storm draInage standard at the tIme of the preliminary plat. Motion carried on a 4-Yes, I-Absent (Knight> vote. SpecIal City Council Meeting April 26, 1988 - Minutes Page 2 DNR FLOOD DAMAGE REDUCTION GRANT Given the budget constraints and other priorities, Council generally agreed not to participate In the matching grant from the DNR. MOTION by EI ling, Seconded by Apel, that we decline the gracious offer of the DNR for the $5,000 grant for flood study. DISCUSSION: (Councilman Knight arrived at this time; 7:58 p.m.) Jack McKelvey - asked the Council to consider thIs as the initial step with the possibility of receiving grants up to $75,000 for storm drainage problems, etc., in the future. The Council IndIcated they were unaware of any flooding problems in the City and that there are other priorities at this time. Also, they didn't think the funds could be used on the City's storm sewer system. Motion carrIed unanimously. APPROVE MINING PERMIT FORM MOTION by Orttel, Seconded by Apel, approval of the Mining Permit ApplIcatIon form as presented by Staff. Motion carrIed unanimously. ANDOVER VOLUNTEER FIRE DEPARTMENT/BID FOR EQUIPMENT VAN CONVERSION Mayor WIndschitl explaIned the bId awarded on AprIl 19 to L.A.W. MachInIng and Mfg. for the conversion of the FIre Department equipment van was contingent upon $12,000 up-front monel' to purchase the steel. He dIdn't think the Council was aware of that stIpulation. But he also noted there is no provision under which the City is allowed to advance monel' to do something. After some discussion, it was proposed the City obtain quotes to be able to purchase the materials dIrectly. MOTION by Orttel, Seconded by Apel, that we direct the City Staff to request bids at the earliest possible time for the purchase of steel In the quantities and types described in the bid by Mr. Walkner for the alteratIon of the fire equipment van. Councilmen Apel and Orttel WITHDREW the Second and the Motion. MOTION by Orttel, Seconded by Apel, to dIrect Staff to solIcit quotations from steel suppliers based on the types and quantities outlined in the bid by L.A.W. for the modification of the fire equipment van, and to have those quotatIons on the next regular CIty Council meeting for approval of purchase. Motion carried unanimously. Special City Council Meeting ApLII 26, 1988 - MInutes Page 3 POLICE LEVEL OF SERVICE MayoL Winds chit I reviewed his memorandum LegaLdlng police seLvlce with cost compaLisons. He deteLmlned it would cost approximately $400,000 to establish a City police depaLtment. That would provide 24-hour coveLage and would consist of a working chief and six officeLs. To obtain equivalent coveLage undeL the county sheLlff's contLact, it would cost $341,248. TheLe Is a thiLd pLoposal fLom BLuce WebeL fOL contLactuLal police pLotection which the MayoL felt was well done. The MayoL noted one otheL possibility, that of hlLing an investigatoL to wOLk solely for the City of AndoveL fOL investigative pULposes, which would cost about $59,000 If provided by the county. M.. Wlndschltl stated theLe Is apPLoxlmately $80,000 remaining in the 1988 budget which can be used to incLease police pLotectlon fOL this yeaL, such as an additional contLact with the county OL hiLe a chief and begin the capital pULchases fOL the establishment of a City police depaLtment. TheLe was a Jengthy discussion LegaLding the estimated costs, the needs of the City, and advantages and disadvantages of each of the proposals fOL increasing police protection. Jack McKelvey - thought having an InvestigatoL would impLove the situation LegaLdlng the Investigation of bULglaLies, but he didn't think It should be thLough the county. He recommended the City hlLe such an InvestigatoL Independently as a staff member, thinking it would be less costly than going thLough the county. He thought there weLe many expeLlenced people who would be inteLested in such a position. It was also suggested mOLe emphasis should be placed on oLganizing the NelghboLhood CLime Watch progLam, feeling that is the most effective means by which to deteL burglaries, etc. Councilman Knight Lecommended some of the funds be used to pLomote a mOLe aggressive Neighborhood CLime Watch pLogLam. MayoL Windschitl stated theLe aLe no statistics available as to the numbeL of bULglaLles peL capita compaLed to that in other cities, though he thought the county Is In the pLocess of obtaining that type of infoLmation. AfteL fULtheL discussion, it was agLeed mOLe LeseaLch is needed befoLe making a decision. It was suggested to meet with Roy WiJkinson, BusteL LaTuff, and,'oL the police chief of SpLing Lake Park, eitheL individually OL at a Council meeting. McKelvey stated the AdvlsOLY BoaLd at CLooked Lake School is in the process of cLeating an informational booklet to be given to new Lesidents In the City. The BuIlding Official has agLeed to leave the booklet in al I new homes at the time of the final inspection. The AdvisoLY BoaLd has put aside $400 to put the booklet together, estimating the need for 1,500 booklets at 50 cents each. Because the City of AndoveL logo is being used and it will contain information about AndoveL, he asked if the City would be wi I ling to pal' fOL the otheL half of the cost. If it wanted, he thought the City could incLease the cost of the buildIng peLmit to cover that cost. Counc I I geneLally fel t it was a good idea, aSking ML. INFORMATIONAL SIGNS MayoL Windschitl LepoLted one of the banks has committed to paying fOL the cost of instaJJing an infoLmationaJ sign at CLooked Lake school. The final design of the sign is being dLafted at this time. The sign will be on a bLick base, as the school board would not allow it to be up on a post. To date, the otheL bank that had been approached LegaLdlng the installation of a slmiliaL sign In the vicinity of the CI ty Hall and new school has not Lesponded. NEGOTIATIONS FOR DNR MITIGATION PROPERTIES/A. RAUDIO The Counc i I briefly Leviewed the wLitten outline fOL negotiation and settlement. AndoveL taking of land fOL DNR mitigation, dated ApLil 26, 1988, from Arthur Raudlo and NOLman Holm. It was then agLeed the pLoposal shouJd be Leviewed by the City AttoLney. PLANNING COMMISSION & PARK BOARD SALARIES The Council diLected the Staff to reseaLch the salaLies paid both CommissIons and when the last incLeases weLe given. ANDOVER ATHLETIC ASSOCIATION/EQUIPMENT STORAGE Counc i I noted the Andover Athletic Association stoLes some of its equipment in the Public WOLks DepaLtment. It was Lecommended fiLst that the AthletIc Association attempt to obtain its own insuLance to coveL it. OtherwIse, the City would have it listed as an additIonal named insuLed on Its pol icy.
