The City of Andover Charter Commission will hold a meeting
at 7:30 P.M., Wednesday, March 23, 1988 at the Andover City
Hall, 1685 Crosstown Boulevard N.W., Andover, Minnesota.

CHARTER COMMISSION MEETING - MARCH 23, 1988
A meeting of the Andover Charter Commission was called to order by Chair-
man Jerry Windschitl at 7:35 P.M., Wednesday, March 23, 1988 at the Andover
City Hall, 1685 Crosstown Boulevard N.W., Andover, MN.
Commissioners Present: Sabel, Bradley, Veiman, Bose11

Approval of Minutes - January 27, 1988
MOTION by Bradley, seconded by Veiman to approve the minutes of January 27,
1988 as written. Motion carried.
The Commissioners reviewed their findings on the other cities that operate
under a charter. Ms. Sabel reported that Moundsview has had problems in
the assessment area. Mr. Bradley noted that the person in Anoka he spoke
to said that their Charter commission didn't accomplish a lot: however, it
is necessary. Mr. Windschitl stated that Coon Rapids operates under a
charer and they have been the most aggressive as far as residential develop-
ment, apartment development, and other types of development. The staff in
Coon Rapids almost becomes part of the development process, reviewing plans
so that when they go to the City Council they are a finished product.
Mr. Windschitl questioned whether a statutory city can set up a ward system
for electing council members. Mr. Hawkins didn't think this would be
possible. He noted that sometimes it's hard to get things done with a ward
system in a smaller city.
Regarding the special assessment policy the city now has, Mr. Windschitl
stated that it is one we have been using for years. Several years ago, the
Council took the position that if you want something you should expect to
pay for it. Thirty-five percent of the land area would give us a public
hearing. At the public hearing the Council asks for a majority of the
residents (51%) to be in favor of the project. Mr. Windschitl fur1:!ier
explained that in 197C Good Value Homes petitioned for sewer and water on
the property at Round Lake Boulevard and Bunker Lake Boulevard. By the
end of that summer, we had petitions all the way to the south end of Round
Lake. We sent letters to the people in the central and east areas of the
city asking if they wanted sewer and we satisfied 25% of those requests.
Ms. Bosell asked if the city wants to look at a different approach to
development in the urban area. Mr. Windschitl didn't feel that we should
change anything. However, we need to be more aggressive in our development
of the Commercial Park.
Mr. Veiman asked if the landfill will have any affect on development. Mr.
Windschitl explained that a remedial investigation process has been done and
the EPA and PCA have told the generators what was found and that they want

to put in wells down to a certain depth. There will be a row of wells
that will be pumped up to a charcoal filtration system. They are also
building a barrier wall and putting a slurry pump system in. The landfill
will be sloped and shaped and 2 feet of impermeable material with a layer
of black dirt and seed will be put in. Regarding the South Andover Site,
Mr. Windschitl reported that there are no air quality problems, no methane
problems: however, there are a few hot spots.
Discussion centered on the different forms of government that could be
established through a Charter system, such as a strong mayor/Council form
which would enable the Mayor to veto decisions.
Ms. Sabel requested that copies of the Legislative Bulletin be made available
to the Commissioners.
MOTION by Bradley, seconded by Veiman to schedule the next meeting for
April 20, 1988 at 7:30 P.M. Motion carried.
MOTION by Sabel, seconded by Veiman to adjourn. Motion carried.
