A meeting of the Andover Home Rule Charter CommIssIon was called to
order by Jerry Wlndschitl on January 27, 1988, 7:40 p.m., at the
Andover CIty Hall, 1685 Crosstown BouJevard NW, Andover, MInnesota.
Present: d'Arcy Bosell, Lyle Bradley, MIke KnIght, Bob Peach,
Gretchen Sabel, Charles Velman, and Jerry Wlndschltl
Absent: None
Also present: CIty Attorney, WIllIam G. HawkIns
APPOINTMENT OF CHAIR AND VICE-CHAIR
MOTION by Velman, Seconded by KnIght, to nomInate the Mayor as ChaIr
of the CommIssIon. MotIon carrIed unanlmousJy.
MOTION by Velman, Seconded by Bradley, to nomInate d'Arcy Bosell as
VIce-ChaIr. MotIon carrIed unanlmousJy.
DISCUSSION OF HOME RULE VERSUS STATUTORY CITY
Attorney HawkIns answered questIons of the CommIssIoners regardIng the
dIfferences between home rule and statutory forms of government. He
explaIned the CommIssIon Is charged wIth determInIng whether or not It
Is necessary or practIcal to have a charter, to Jook at any problems
In the present form of government that need to be addressed or
changed. Mr. HawkIns stated there are basIcally three areas that can
be addressed by a CIty charter: 1) The area of assessements where the
resIdents could have a more dIrect vote, 2) InItIatIve or referendum
of ordInances, and 3) recall of elected offIcIals.
Mr. HawkIns went on to explaIn the CommIssIon can also consIder
changes In the organIzatIon of the cIty government such as a four-year
term for Mayor, IncreasIng the size of the Counc I I , estabJ Ishlng
wards, a strong-mayor form of government or a commIslson form of
government. He also stated thIs Is a permanent charter commission and
can convene whenever It feels necessary whether a charter Is approved
or voted down or I f It Is determIned there Is no need for a change at
thIs time.
DIscussion continued on the advantages and disadvantages of a
charter, how it is functionIng In other cItIes, and what benefIt It
could have over Andover's present government. The CommIssion
questIoned why the Issue was brought up by some residents in the City,
suggesting a pubJlc hearing be held to gaIn Input on the matter.

SCHEDULE MEETINGS
It was agreed to hold the next CommIssion meeting on March 23, 1988,
7:30 p.m. to compare the model charter wIth the statutory cIty code
under whIch Andover now functIons. Each CommIssIoner wIll be provIded
a copy of the statutes prIor to that meeting.
The CommIssIoners also agreed to talk wIth admInIstrators of citIes
who now functIon under a charter to fInd out the advantages and
dIsadvantages. Mr. Bradley agreed to research the CIty of Anoka. Mr.
Wlndschltl agreed to research Coon Rapids. Mr. Peach agreed to look
at Ham Lake's charter. Ms. Sabel agreed to Investigate the Moundsvlew
charter.
It was also agreed to hold a publIc hearing on Tuesday, March 29, 7:30
p.m.. for publIc Input on a charter form of government. It was
suggested the meetIng be pubJlclzed for two weeks, and those resIdents
who InItIally started the petItion for a home rule charter should
receIve written notice of that hearIng.
MOTION by Bradley, Seconded by Peach, to adjourn. Motion carrIed
unanImously.
MeetIng was adjourned at 9:00 p.m.
