SPECIAL CITY COUNCIL MEETING - APRIL 23, 1987
MINUTES
A Special Meeting of the Andover City Council was called to order by
Mayor Jerry Windschitl on Apri I 23, 1987, 8:28 p.m., at the Andover
C I t y Ha]], 1685 Crosstown Boulevard NW, Andover, Minnesota, for the
purpose of discussing the License Fee for Peddlers, Land Value for
Sale to School District, Personnel/Staffing, and Shopping Center
Accesses.
Councilmen present: Elling, Knight, Orttel
Councilman absent: Lachlnskl
Also present; City Administrator/Engineer, James Schrantz
LICENSE FEE FOR PEDDLERS
MOTION by Knight, Seconded by Elling, a Resolution establishing
license fees for transient merchants, peddlers, canvassers and
solicitors In the City of Andover, as presented. (See Resolution
R054-87) Motion carried unanimously.
LAND VALUE FOR SALE TO SCHOOL DISTRICT
Counc i I discussed setting a value on the land located just south of
the City Hall proposed to be sold to the school district for a new
elementary school. Mr. Schrantz suggested adding the sewer and water
area assessment charges to the price per acre.
MOTION by Orttel, Seconded by Knight, that the Counc II authorize the
sale of the city property to Anoka-Hennepln School District No. 11 In
the amount of $2,000 per acre plus area assessments for sewer and
water; and that the utilities will then be assessed on the regular
assessment policy beyond that. DISCUSSION:
Counc i I then felt more research should be done on surrounding property
vaJues and that It may be more appropriate to negotiate a sale price
wi th the school district rather than setting a per-acre cost at this
time.
Councilmen Knight and Orttel WITHDREW the Second and the Motion.
PERSONNEL/STAFFING
Counc I I reviewed the memo received from Mr. Schrantz regarding the
need for additional staffing due to the unexpected surge of growth In
the city. Mr. Schrantz explained the difficulty of getting all the
work completed with the limited office staff and his concern of
burnout among the employees as a result of the Increased workload,
pressures and frustrations.

Counc i I was concerned about budgeting another $95,000 for staffing at
this point, but agreed there Is a staff and space crises. There was a
lengthy discussion on the additional positions proposed by Mr.
Schrantz, qualifications and talents of existing staff, and the best
utilization of staffing qualifications.
It was finally agreed to advertise for a combined position of city
planner, engineering technician, administrative assistant, zoning
administrator, and for an employee with some computer experience
capable of helping in accounting and doing special assessments. It
was recognized Mr. Schrantz has already been authorized to hire an
engineering secretary, suggesting he advertise for that position again
as well.
MOTION by Orttel, Seconded by Elling, to advertise for a position
of planner, engineering tech, with some administrative assistant
capabilities, primarily zoning administration, and any other position
that can be filled for a sa]ary of up to $23,000 per year; and that we
advertise for one clerk who would work in both accounting and special
assessments as the need arises for an amount not to exceed $15,000 per
year. Motion carried unanimously.
Counc 11 noted job descriptions need to be written for both positions.
No action was takeri regarding additional staffing to take the Planning
and Zoning and Park Board Minutes. It was also felt once the computer
Is installed and operational, the staffing can be reviewed again.
Counc II suggested additional space for staffing can be made with
temporary dividers in the back of the Counc i 1 chambers.
ROUND LAKE BOULEVARD/BUNKER LAKE BOULEVARD ACCESS PLAN
Counc i I reviewed the proposals for accesses off of Round Lake
Boulevard and Bunker Lake Boulevard around the Downtown Shopping
Center. It was suggested an access be created going north from
Chapmans to Bunker Lake Boulevard or the frontage road. Concern was
also raised about utilizing so much land for stacking at lighted
intersections because it destroys the buildability of those lots
Involved.
Counc i I generally agreed to two exits off Bunker Lake Boulevard to the
shopping center site, signalizing the middle driveway (Just west of
Quay) . At thIs time, no decision was made for access onto Bunker Lake
Boulevard west of the Round Lake Boulevard intersection, though there
was general agreement the intersections should not be moved over as
proposed.

MOTION by Elling, Seconded by Orttel, that we extend Rose St.eet
northerly and construct a se.vice road from the existing church
driveway aJong the southerly side of Bunker Lake Boulevard, and
signalization of the middle (easterly) driveway of the shopping
center. Motion ca.ried unanimously.
MOTION by Orttel, Seconded by EllIng, that we approve the plan of
Round Lake Bouleva.d as regards to the proposed shopping cente. from
Bunker Lake Boulevard north to 140th as presented by Anoka County.
MotIon carried unanimously.
MOTION by Orttel, Seconded by KnIght, to adjourn. Motion car.led
unanimously,
