HomeMy WebLinkAboutBOR April 23, 1987 CITY of ANDOVER BOARD OF REVIEW - APRIL 23, 1987 MINUTES The Regular Board of Review for the CIty of Andover was cal led to order by Mayor Jerry Wlndschltl on Apri] 23, 1987, 7:35 p.m., at the Andover CIty Hal], 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmen present: Ell ing, Kn i gh t , Orttel CouncIlman absent: Lachlnski Also present: County Assessor, Scott Varner; CIty AdmInIstrator/EngIneer, James Schrantz; and others The fol lowing residents presented theIr cases: Stanlev Hocks. 14732 Butternut. PIN R25 32 24 11 0010 Mr. Hocks stated the value of his house Increased over $11,000. He stated he cannot afford that much of an Increase. He has gone over the books wIth Mr. Varner and some of the items in his house had been missed by the previous assessor. He said that doesn't seem logical, askIng how the value could Increase by that much. Mr. Varner exp1ained the walkout, finished basement, and fireplace were not shown. ThIs Is an area he re-evaluated thIs year. One of the biggest diffe~ences is he Increased the land value from $7,500 to $11,000. Mr. Varner explained he has found overa I I that 1and is valued for I ess than i t is actually worth In Andover. He wi II be correcting that as he re-evaluates an area. Council raised some concern over the change In policy concerning land values, with the Mayor fearing many of the resIdents could see large increases in the valuatIons because of a Jump in land valuatIons. Mr. Varner felt it would not adversely affect very many, feeling in most cases where the land is undervalued, the structures are overvalued; so the two adjustments should equal ize. He stated Andover's valuation was about 95 percent, wi th the overa I I county ratio beIng 96 percent. Mr. Varner also explained land values are going up, and he bel ¡eves the land values should more accurately reflect the market value. He acknowledged that because of the way the property tax laws read, those ownIng vacant lots wIll see increased taxes because these inequities wi I I be adjusted. In discussing Mr. Hock's question, Counc i I determined that the assessed valuation was stilI below what he paid for it two years ago. Also, no errors were dIscovered in the records. No action was taken by the City Council. Board of Review April 23, 1987 - Minutes Page 2 Counc il discussion with Mr. Varner was on platted property that continues to qualify for Green Acres. The Council was concerned that the City's assessments are not jeopardized in those cases. Mr. Varner agreed to check further into the matter of platted property quaJifying for Green Acres.
