MINUTES
A Special Meeting of the Andover City Counci 1 was called to order by Mayor Jerry
Windschit1 on November 20, 1986, 7:35 p.m., at the Andover City Hall, 1685
Crosstown Boulevard NW to discuss the extension of sanitary sewer.
Councilmen present: Elling, Knight, Lachinski, Ortte1
Councilmen absent: None
Also present: TKDA Engineers John Davidson and John Rodeberg; and
City Administrator/Engineer, James E. Schrantz
Mr. Davidson noted the five alternates proposed to service the area east of
Hanson Boulevard. In their meeting with MPCA, MPCA opposed Alternate 5 which
was to run the line east from Crosstown Boulevard between the landfill and Red
Oaks Manor. The PCA preferred Alternate 4 instead, that is running the line
along Coon Creek on the north side, rather than running the line along Andover
Boulevard, thinking dewatering by the creek would force the leachate away from
the wells along Andover Boulevard. Based on their preliminary studies, Alternate 4
along Coon Creek is feasible. Also, the MWCC has indicated they would have no
problem in revising the City's comprehensive sewer plan. H a.-¡ever, th e approach
isn't necessarily to define a MUSA boundary for 1990-2000 by doing a major com-
prehensive plan revision. They felt a letter-type revision would be appropriate.
Also, they were not concerned with leapfrogging the line providing the subsequent
use of the line doesn't exceed the normal growth patterns.
It was Mr. Davidson's opinion, based on the MWCC response, that they could show
the school location off Hanson Boulevard on the Laptuda/City property is a logical
part of the development process and that there would be no problem bringing the
sewer line to service that property.
Mr. Davidson also noted the map prepared showing certain growth patterns they
think relates to what has been happening within the City. The map designated
certain areas within the proposed MUSA that would develop within certain time
frames, noting the dates suggested are open to Council revision. They woul d
have to show the MWCC and MPCA that the rate of flow is commensurate with the
growth projections. This is a definite change in the City's policy for sanitary
sewer extension. i

Mr. Davidson continued that the hand auger borings done along the creek for
Alternate 4 indicated not more than a few feet of peat, plus sand underneath
everything. They were generally pleased with the results of those boring tests.
The depth of the hole along the creek would be 8 to 10 feet. The pipe would be
at least 75 feet away from the creek bed on the north side, and the top of the pipe
would be about where the bottom of the creek is proposed after cleaning.

Mayor Windschit1 asked if the siphon under the creek will definitely work. Mr.
Davidson stated yes. It will be designed to work. They have prepared a schedule
for the project assuming Alternate 4 is used. If the feasibi lity report is approved
at the December 2 meeting and if everything goes smoothly, they anticipate
construction beginning next April.

Mr. Davidson also reported on their study to service the school if it is placed
on the County property off Hanson on the southern corporate boundary. There is
a ri dge that runs di agona 11y across th e prcperty. If the building is located
north of that ridge. it could be served by Andover. If it is south of that ridge,
it would be better served through the City of Coon Rapids system.
Discussion was then on the staged growth concept of extending the line, assuming
Alternate 4 is ordered. The.concept would be to indicate a year after which
specific properties could develop. Those prcperties would not be assessed until
that year, but the City then guarantees it will provide services to that property
at that time.
Council questioned running only a 12-inch line up Hanson Boulevard to serve the
Laptuda/City prcperty should the school be located there, thinking a larger
trunk line would be needed to service the area further north. The Engineers noted
other trunk lines could be run parallel to Hanson Boulevared between this and
the railroad tracks to service other areas to the east.
Another concern of the Council was getting approval from the Metropolitan Council
to be able to service the Laptuda/City prcperty should the school be located
there, noting that timing is a critical factor. Mr. Davidson didn't think the
City could receive an answer before the end of the year, though possibly a
staff response could be received by then. Council asked that the answer be in
writing.
At this point, the general consensus of the Counci 1 was the most feasib le route
for the extension of the sewer to service the Hills of Bunker Lake Estates
develcpment east of Hanson Boulevard was Alternate 4. It was then agreed to hold
public hearings for the sewer extension of Alternate 4 and for the staged growth
concept. Property owners would be given a map showing which areas are prcposed
to be provided service and in which years. At the hearing, property owners wou ld
have the abi 1ity to either agree with the date proposed, ask for the utilities
sooner, or ask that the date be extended further. Once the dates are agreed to,
the understanding would be that develcpment could not occur on the property
until that date, but the City agrees to provide those utilities and assessments
would be levied at that time. The bond for the improvement would be structured
to coincide when the assessments would be payable. This concept a llows those
with larger acres within the MUSA to remain undevelcped for longer periods of
time but lets them know development is close by.
Discussion returned to the siting of a school location, reviewing many of the
points made at the November 18 meeting regarding the southern site on County
prcperty and the northern site on the City property. Council reiterated its
position,ofstrongly supporting the southern site but sti 11 pursuing approval from
the ~1etropolitan Counc and MWCC to provide sanitary sewer to the nothern site if
it is needed.
There was then considerable discussion on the map and proposed timetables for
develcpment of certain prcperti es within the ~1USA search area. The map was
revised to include the following areas in the public hearings: south of
Andover Boulevard would remain basically as shown; north of Andover Boulevard would
be bounded on the west by Crosstown Boulevard north to Nightengale, then eastward
along the 80 line north of the City Hall as originally proposed by the Engineers,
with the eastern boundary being the railroad tracks. There is another area
to the east and north that had been included in the expanded MUSA search area
which is felt could be served by gravity feet but is not to be included in these
public hearings. It was agreed that area would be designated for development in the
vpar 7000 or beyond.

The Engi neers were directed to revi se the map acc ord ing to the deci s ions mad e
this evening, and the public hearings and proposed development dates will be
acted upon by the Council at the December 2 meeting.
MOTION by Orttel, Seconded by Lachinski, that we direct the firm of TKDA to
prepare a feasibility report for Alternate 4 shown on the map dated 11-20-86
for sewer and water projects to the Hills of Bunker Lake Estates and along
Bunekr Lake Boulevard. (See Resolution R198-86) DISCUSS ION: Counci 1 and
the Engineers discussed the extension of municipal water to the Hills of Bunker
Lake Estates and to the proposed northern school site. The Engineers were asked
to prepare a plan and separate maps indicating how those areas will be served.
VOTE ON MOTION: YES-Elling, Knight, Lachinski, Ortte1; ABSTAIN-Windschitl, as he
owns property within the proposed project area. Moti on carri ed.
Discussion was again on the proposed school location. It was agreed that everything
possible should be done to encourage the location to be on the southern site on the
County property, agreeing the Mayor should offer the school district the incentive
of waiving some assessments minus the costs of actual construction. Mayor
Windschitl also suggested if possible, the other Councilmen should also attend
the meetings where negotiations are taking place on this matter.
