Martin Luther King Day 4. - - - - ---- CITY of ANDOVER SPECIAL CITY COUNCIL MEETING - JANUARY 9, 1986 MINUTES A Special City Council rreeting was called to order by Mayor Jerry windschitl at 7:40 P.M., Thursday, January 9, 1986, at the Andover City Hall, 1685 Crosstown Boulevard N. W., Andover, Hinnesota. Counci1lren Present: Elling, Knight, Lachinski, Orttel Counci1Jœn Absent: None Also Present: Jim Schrantz, City Administrator; Marcella Peach, City Clerk It was suggested that the following items be added to the agenda: CR 116/Joint Meeting with Anoka: Good Value's Preliminary Plat: Crooked Lake Cleanup Meeting. Organizational Structure Mayor windschi tl noted that the organizational chart as presented by Mr. Schrantz would make Shirley Clinton the Clerk/Treasurer with the utility billing clerk and deputy clerk under her. Under engineering there would be an engineering secretary who would also be the deputy clerk. The utility clerk would be a full tirœ position. Councilman Lachinski suggested that the billing clerk be a full tirœ position and when we get a computer system, that person oould begin putting rrore things on the oomputer . Mr. Schrantz explained that on the chart he did, the financial responsibilities would be Mrs. Clinton I s and sorre of the Clerk's responsibilities would be Vicki 's. Mayor Windschitl stated that there is rroney this year for a oomputer and he asked Councilman Lachinski to obtain sorœ infonnation to present to the Council. Discussion was on the position that d' Arcy Bosell has now (zoning) and how many hours she can work without having to pay PERA. The Mayor asked if she could work 20 hours a week so that people don't have to wait several days for an answer on zoning questions. It was noted that she cannot work rrore than she is now because she has other jobs. Mayor Windschitl noted that Dave Almgren has requested sorre help. There were 215 new houses in 1985 and rrore are expected to be built this year. Two suggestions would be to either hire a retired building inspector or hire sorœone who is working part-tirœ for a city nCM. The City of Ramsey recently hired a part tirœ inspector for 20 hours per week. Mr. Schrantz said that Dale Mashuga could do the sewer and water inspections for Dave. One problem with Dale doing the inspections would be how to cœpensate him for the work. It was suggested that it sllrply be made a part of his job description, similar to purrphouse duty. Mayor Windschitl asked Mr. Schrantz to put sorœthing together that won't cause a hassle and he would go along with it. Councilman Elling noted that Frank Stone's salary should be looked at. Mr. Schrantz said that he would like to have Frank take the City truck horœ so that he is on call and respond to an erœrgency faster, such as to the purrphouse. It was suggested that Frank's situation be reviewed by the Personnel Canmittee. Special city Council Meeting January 9, 1986 - Minutes Page 2 Mayor Windschitl didn't see any advantage in having Frank take a vehicle horœ. Regarding Dave Almgren's work week, the Mayor noted that he was hired for 43 hours a week and that was the basis for his salary. He SëM no problem with Dave going to Planning Corrrnission ¡œetings but they would not be in lieu of his working 43 hours a week. Mr. Windschitl felt that the real problem is the nurrber of ¡œetings that Jim attends. He suggested that we hire a young engineer and that person could attend sorœ of the ¡œetings, or we could hire a person like Iarry Johnson to fill the Clerk's position and go to ¡œetings. Mr. Schrantz noted that he would like to hire Mr. Johnson as Zoning Aðministrator and have a Clerk/Treasurer also. The Mayor suggested hiring Larry Johnson as Clerk/Treasurer/Zoning Aðministrator and then you could have a deputy clerk and a deputy treasurer. d 'Arcy would be left in the position she is in n=. Mr. Schrantz also stated that he wants to upgrade Shirley Clinton and Vicki Volk and to get someone to assemble packets, run =pies, etc. Councilman Lachinski stated that we should hire a billing clerk and then get sorœone from the OEA program. He asked Mr. Schrantz if he would rather have an engineering teclmician or Iarry Johnson. Mr. Schrantz noted that there is a lot of work for both of them. He asked \\hat he should do with Shirley and vicki. Mayor windschitl stated that we should hire Mr. Johnson and see what functions he would like to do. He also noted that the Personnel Corrrnittee should discuss \\hat Shirley and vicki are doing, and make re=nrrendations to the Council. MJI'ION by Orttel, seconded by Elling that the City offer to employ Iarry Johnson for the position of Clerk/Treasurer/Zoning Administrator as well as for overseeing grants, personnel policies, Comnunity Development Block Grants and econanic develoµœnt at a salary of $27,500 per year with a probationary period of six ITOnthS. The date of employrænt can be as early as January 13, 1986. M::Jtion carried unanbrously. MJI'ION by Knight, seconded by Orttel that Jim's (Schrantzr'reccmœndation in regard to Vicki volk and Shirley Clinton be referred to the Personnel Corrmittee. M::Jtion carried unani.rrously. MJI'ION by Orttel, seconded by Lachinski that we authorize Jim (Schrantz) to contact the high school serving our area to check with OEA in regard to hiring a person for clerical work. ArrendJrent to M::Jtion by Orttel, seconded by Lachinski that staff make a re=rnendation to Council regarding the position of Utility Billing Clerk. M::Jtion and ArrendJrent carried unanbrousl y. MJI'ION by Lachinski, seconded by Orttel to refer to the Personnel Corrmittee the rratter of Mr. Schrantz's salary. MJI'ION by Orttel, seconded by Elling that we direct the matter of a pay raise for cleaning service for City Hall to the Personnel Conrnittee. M::Jtion carried unanbrously. Special City Council Meeting January 9, 1986 - Minutes Page 3 Organizational O1art Mr. Schrantz stated that he would prefer to have vicki work for him and not for saræone else and have Lola work for Dave and not for saræone else to keep sCJIre =ntinuity in their jobs. Councilman Lachinski suggested trying the organizational chart the way it is drawn. Mr. Schrantz noted that Mrs. Clinton is not on the chart nCM; the position of Accountant should be added and the engineering technician and Cc:mnunity Development Director should be taken off. Mayor Windschitl stated that he would like to see job descriptions before he approves the chart. Administrative Policy Several changes were made in the administrative policy. Martin Luther King Day will be a holiday (the 3rd M:mday in January) and Columbus Day will no longer be a holiday. IDI'ION by Orttel, seconded by Lachinski to approve the Administrative Policy with changes. M:Jtion carried unaninously. Newsletter Mayor Windschitl stated that he spent a =nsiderable aITOunt of tirœ editing articles for the newsletter and none of the changes were I!\3.de. In addition to that, several articles were not published at all. Mr. Schrantz was directed to contact CSI to see what can be done so that the news- letter will be the way we want it. County Road ll6/Joint Meeting with Anoka Mr. Schrantz noted that this item will be on the council agenda for January 2l. The City of Anoka will be presenting it to their Council on the sane night. He stated that they would like a joint meeting on January 29th to discuss this. MJrION by Orttel, seconded by Elling that we set a joint neeting with Anoka City in the County Board R=m for January 29, 1986 at 7:30 P.M. M:Jtion carried unaninousl y. Good Value's Preliminary Plat Mr. Schrantz asked the Council if they would accept a prel:iminary plat on the western part of the property rather than all of the property. Mayor windschitl stated that he and Mr. Schrantz will be meeting with Coon Rapids on M:Jnday to discuss the relocation of Crooked Lake Boulevard. They said they can have their piece of the road built by June. Council agreed to allCM Good Value to prel:iminary plat only the western portion of their property. Crooked Lake Cleanup Mr. Schrantz noted that there is a neeting scheduled for January 16th to discuss the cleanup of the lake with the residents. !1ayor windschitl will welcaæ the residents. Council did not want a cabinet. Mr. Schrantz then asked how they felt about having their agenda naterial bound. Council agreed that would be a gcxxì idea.
