HomeMy WebLinkAboutSP April 17, 1986 CITY of ANDOVER SPECIAL CITY COUNCIL MEETING - APRIL 17, 1986 MINUTES A Special Meeting of the Andover City Council was called to order by Mayor Jerry Windschitl on April 17, 1986, 8:20 p.m., at the Andover City Hall, 1685 Crosstown - Boulevard NW, Andover, Minnesota. Councilmen present: Elling, Knight, Lachinski Councilman absent: Ortte 1 Also present: City Administrator/Engineer, James Schrantz APPROVE CLAIM MOTION by Elling, Seconded by Knight, that we approve Check 11006 for a sum of $353.70 to Menards. Motion carried unanimously. ORDINANCE AMENDMENT/TRANSITION ZONE Council discussed the defeat of the ordinance amendment to create a transition zone along Hanson Boulevard north to the City Hall site (See Minutes of the Regular City Council Meeting, April 15, 1986). Mayor Windschit1 indicated the developer of Mr. Schneider's property just north of Hartfiel's Estates has come into the office asking for a special use permit to develop one-acre lots under the density zoning provision of the ordinance. He talked to the Metropolitan Council today, and he felt they would be receptive to changing the 1990 MUSA line to include this area if the Council so chose. He felt the Council needs to determine which properties should be included in that 1990 MUSA line. Discussion was on what would be the best way to have this area develop. Counci 1man Lachinski stated he would rather not see the development done under a special use permit, as that would be setting a precedent for other such development throughout the remaining rural portion of the community. Councilman Elling felt the area should be rezoned to R-4 right now -- do the development right to begin with. Mayor Windschit1 replied, that would bring utilities to that area right now, which is what the people were arguing against at the April 15 meeting. Also, there wouldn't be enough of an assessment area to just bring utilities to the Andover Boulevard area which has just requested figures for city sewer and water, especially since a lift station will probably be needed to cross the creek. Councilman Lachinski didn't feel sanitary sewer could be made available to the Andover Boulevard area for at least five years. I At this point it was generally agreed that the report for the May 6 meeting on sewer and water to the Andover Boulevard area just east of Crosstown Boulevard should note costs. Also, it should be noted the availability of sewer is not immediate because a larger assessment area is needed to justify the expenses of crossing Coon Creek. Regarding the special use permit request for one-acre lots on the R. Schneider property, it was agreed to first get the Attorney's opinion on whether or not it is allowed under the ordinance. I I Council continued to debate the differing views of how that area Shou1dldeve10p -- leave it at 2\ acres and never allow sanitary sewer and water beyond the present MUSA line or allow for some transition zoning to provide for easier subdivision of the parcels when those utilities are available. No consensus was reached and no action was taken. Special City Council Meeting April 17, 1986 - Minutes Page 2 BOISCLAIR/MEETING Council generally agreed to meet with the representatives of the Boisclair Corporation and members of the Community Development Committee on May 1, 7:30 p.m. Mayor Windschitl asked for a motion setting the meeting date. MOTION by Knight, Seconded by Lachinski, to so move. Motion carried unanimously. RECOMMEND NAMES/COON CREEK WATERSHED BOARD It was agreed to recommend to the County Commissioners the names of Karen Peterson, Andover, Jack McKelvy, Andover, and Councilman Ken Orttel for the Coon Creek Watershed Board. If it would be a conflict for Councilman Ortte1 to serve on the Board, it was agreed to submit the name of Doug Lawrence, Coon Rapids, as an alternate. Mayor Windschitl asked for a motion to recommend those individuals. MOTION by Elling, Seconded by Lachinski, to so move. Motion carried unanimously. APPOINT COUNCIL REPS/ANOKA-ANDOVER STORM DRAINAGE MOTION by Knight, Seconded by Lachinski, that Ted (Lachinski) and Jim (Elling) be the Clty representatives at a meeting with the Anoka City Council, re: 116. Motion carried unanimously. MOTION by Knight, Seconded by Elling, to adjourn. Motion carried unanimously. Meeting adjourned at 9:41 p.m. Respectfully submitted, ~~~~l Recording Secretary CITY of ANDOVER BOARD OF REVIEW - APRIL 17, 1986 MINUTES The Board of Review for the City of Andover was called to order by Mayor Jerry Windschit1 on April 17, 1986, 7~30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmen present: Elling, Knight, Lachinski, Ortte1 Councilmen absent: None Also present: County Assessors, Bob Weisbrich and Michael Reep The following residents presented their cases: Diane Kretsch, R34 32 24 24 0027 Ms. Kretsch stated their estimated market value is $69,000. They have just had an FHA appraisal done and found out yesterday that they appraised the house at $66,000. She asked what the estimated market value is based on. Their basement is unfinished. Mr. Weisbrich stated he was not able to get into the house last time he was there two years ago, so he placed an arbitrary appraisal on the property, and $5,000 value added because most of the neighbors in that area have completed basements. It was agreed that Mr. Reep will view the house and make a recommendation. Daniel and Janet Skwarch, 18017 Ward Lake Drive, 02 32 24 22 0003 Mr. Skwarch explained that Mr. Weisbrich had viewed their two-story house and told his wife that the taxes should be abated because it was appraised for more than its value. Also, the taxes would drop with the appraisal not going up for a few years. Mr. Skwarch stated they dropped the taxes about $100, but this year they came back at $150. Mr. Weisbrich explained the county adjusted the tables, and new houses show a higher increase than older houses. Andover 's ratio is approximately 94, which is very close to the county average of 93.8. They did a complete study on each area and ca1cuated a 3 percent increase on newer homes and a 2 percent increase on homes more than 3 years old. Mr. and Mrs. Skwarch also added a pole building on the property, plus taxes have increased allover this year. This is the first year they are paying taxes for the pole building. Mr. Skwarch stated he does not have municipal sewer and water, and this spring they were barely able to get in and out on Ward Lake Drive because of the mud and ruts. People even took out his rail fence to use for prying cars out of the rugs, leaving his place a mess. , It was agreed that Mr. Reep will view the house and make a recommendation. I Rosella Sonsteby, 29 32 24 34 0032 and 29 32 24 24 0005, Rosel1a's'Addition Ms. Sonsteby felt the taxes were rediculous when there are assessments to pay on top for these lots. Plus she had to add dirt to them because of the water. But more dirt needs to be put on them to make them buildable. ~1r. Wei sbri ch stated the value placed on them are half of what she is selling lots for in that addition, but if there is a fill problem, the value can be adjusted accord ing ly. It was agreed Mr. Reep will recheck the lots and make a recommendation. Board of Review April 17, 1986 - Minutes Page 2 Rosella Sonsteby, 29 32 24 31 0060, 29 32 24 31 0071, 29 32 24 31 0070, and 29 32 24 31 0072 Ms. Sonsteby explained she filled these four lots on Woodbine, but she hasn't been able to build on them because they are filled with water. She stated she will not be able to do anything until the water is taken care of. Mr. Weisbrich stated they were valued at a lower amount until she filled them. It was agreed Mr. Reep will recheck the lots and make a recommendation. Arden and Sandra Larson, 3157 170th Lane NW, 09 32 24 23 0020 Mr. Larson stated the estimated market value is $132,200, asking what is that based on. He didn't feel the house could be sold for that much. Mr. Weisbrich reviewed the dimensions of the house, noting an arbitrary assessment was given because he was not able to gain entrance to the house. The value also reflects the second garage of $4,000. Mr. Larson felt the tax amount was unusually high for that assessed valuation. Mr. Weisbrich explained the formula for determining taxes and homesteading, noting the substantial increase in the percentage of taxes for any value over $66,000. It was agreed Mr. Reep will recheck the property and make a recommendation. Council recessed at 8:03; reconvened at 8:18. (Councilman Orttel left the meeting at this time.) Mike Knight, 4692 175th Avenue NW, 16 32 24 33 0010 Mr. Knight asked what his assessed valuation was based on. Mr. Weisbrich reviewed the records with him. No Council action was taken. Jerry Windschitl, 3640 152nd Lane NW Mr. Windschit1 asked that the percentage of completion of the house be reviewed and questioned the value added on a storage area in the garage. It was agreed Mr. Reep will recheck the property and make a recommendation. Because Mr. Weisbrich resigned from the County Assessor's Office, Mayor Windschitl presented a plaque of appreciation on behalf of the City to him for his years of service to the City.
