HINUTES
A Special Meeting of tile Andover City Council was called to order by Mayor
windschi tl at 7: 35 P .:'1. , wednesday, October 30, 1985 at the Andover City
Hall, l685 Crosstown Boulevard N.W., Andover, 'elN.
Councilmen Present: Elling, Knight, Lachinski Orttel
Councilmen Absent: None
Also Present: Dave Almgren, James Schrantz, Shirley Clinton, Lola
Lindquist, Harcella Peach (arrived at 9:00 P.M.)
Mayor Windschitl informed the Council that a letter has been received
removing the well advisory in the city. The PCA has elected to rewrite
two sections of the report on the landfill.
Mayor Windschitl also noted thùt there is a problem with Woodland Terrace.
Mr. Carlson doesn't feel that the project is progressing as fast as he would
like to have it. He has the ponds landscaped and expects the rest of the
project to get done. Mr. WindscIÜtl felt that we should have Bill Hawkins
rewrite the contracts that we have with developers.
Also noted was the fact that the Sonsteby la\.¡sui t has been continued to

Agenda Approval
!1ayor winds chi tl asked that the following itens be added to the agenda:
I tern 2 f , Part-time employee; 2g, Sipe Water; Item 4 , Crooked Lake Cleanup.
MOTION by Orttel, seconded by Elling to approve the agenda as amended.
Motion carried.
Job Description - City Clerk/Treasurer
Mayor l-v1ndschi tl noted that after a previous meeting, two job descriptions
were written, one by James Schrantz and on" by 11arcie Peach.
The Council and staff went through the two job descriptions making several
changes. Several points of concern were whether the Clerk should be the
Office Manager and also be the Purchasing Agent. It was the concensus that
both duties should be included in the description.
A job description resolution will be typed for approval at the next regular
meeting.
Canvass Election
Lola Lindquist - stated that she had checked to see what would be involved
in getting a recount as the bond issue failed by only 4 votes. In order
to have a recount we '~ould have to get Court approval.
Marcie Peach didn't feel there "ould be a need for a recount because the

judges counted the ballots 4 separate times.
MOTION by Elling, seconded by Knight to adopt Resolution No. l32-85 as
presented deolaring t~e results of a special park bond election.
Motion carried unanimously.
Recess 8:55 - Reconvene 9:l3
City Administrator Job Description
Several changes were made to the job description that was in effect in 1978.
MOTION by Orttel, seconded by Lachinski to approve the job description
resolution dealing with the City Administrator function as amended.
Motion carried unanimously.
MOTION by Knight, seconded by Elling that we appoint James Schrantz as City
Administrator.
Motion carried unanimously.
1986 Salaries
Mayor noted that the proposed increases for the staff are 5% across the
board. He asked if the Council wanted to adopt the increases as presented.
Councilman Orttel didn't have a problem with t~e 5 percent. Councilman
Lachinski felt that 4% would be a fair figure. Councilman Elling noted
that there is an increase in insurance this year which would bring the 5%
up to 6.4% in some cases.
Councilman Knight stated that we have to show that we're making some progress
toward adjustment for comparable worth. Mr. Schrantz noted that he has
some disagreement with several of the job descriptions, specifically having
Vicki and Lola being called Clerk/Typists.
Discussion centered on the $l25.00 contribution that the City will make
towards the employees' health insurance, with it being noted that people
who have single coverage rather than dependent coverage are not receiving
the same benefit as those who have dependent coverage. Mrs. Clinton noted
that the premium for single coverage for PHP is $l04.34 and $l94.23 for
dependent coverage. Councilman Lachinski felt that maybe we could give
those employees who only carry single coverage the option of applying the
extra money to life insurance.
MOTION by Orttel, seconded by Elling that we increase the city's contribution
for employee health insurance to $l25.00 per month per employee. Motion
carried unanimously.
Councilman Knight felt that if we are going to do something with comparable
worth, we cannot give across the board increases. Councilman Elling suggested
that we go with 4% and make adjustments.

MOTION by Orttel, seconded by Elling to adjust salaries by an amount of 4%
across the board based on the employees' current base rate or salary with
the exception of Rita Pierce, the Engineering Technician and Marcella
Peach's position as recording secretary. Hotion carried unanimously.
MOTION by Orttel, seconded by Knight that the salary for the Council
recording secretary position be increased from $70/$lS to $73.50 and $l9.00
after ll:OO P.M. Motion carried unanimously.
Mrs. Peach stated that the concern with Rita pierce's position is that she
should be receiving some sort of sick leave benefit. The position should
be full time. Although Hs. Pierce was hired as a part-time employee, she
has been working 40 hours a week.
Councilman Orttel suggested that this item be discussed at the next
Personnel Committee meeting along with comparable worth and a memo received
from Lola Lindquist and one received from vicki Volk.
Vacation and Compo - Almgren & Schrantz
Mr. Schrantz noted that one of the problems he has is that he will have
$l,OOO of his time in the Russell/Stack project and he didn't know if he
should make it a personal sacrifice. He stated that we haven't been out of
a crises long enough to take any time off.
MOTION by Orttel, seconded by Knight that Dave Almgren be allowed to accrue
up to l80 hours of vacation tu}e to be used over the winter months. Hotion
carried unanimously.
MOTION by Orttel, seconded by Knight to allow Jim Schrantz to accrue up to
80 hours of compensatory time at straight time. Motion carried unanimously.
Overtime - Commission Heetings
Councilman Orttel explained that in 19S0 Council made a motion to hire
Vicki Volk to take Planning Commission minutes with her being paid a minimum
of 2 hours. According to a memo from Vicki, this was apparently rescinded
in January 1984 but she was never informed of that action.
Discussion was on whether the recording secretaries should be paid a minimum
two hours for each meeting or if they should be paid similar to the Council
recording secretary. Councilman Orttel suggested checking the minutes of
January 1984 to see what the intent of the Council was and refer this matter
to the Personnel Committee.
Sipe Water
~iayor Windschitl noted that the Sipe family at l4462 Round Lake Boulevard
is without water and have requested that they be allowed to connect to
City water along with city sewer.
Hr. Schrantz noted that we have a quote from Channel Construction to do
the work for $1~,300. The Sipes will be assessed $2,770 for sanitary sewer
and $3,l90 for water. We can only assess Sipe as we haven't received a

waiver from the Lawrence family, who had also requested to connect to sewer
and water. The money for the project can come from the source, storage and
trunk fund.
MOTION by Orttel, seconded by Knight to authorize Channel Construction to
provide sanitary sewer and water service to the Sipe residence at l4462
Round Lake Boulevard based on their bid of $l9,300.
Discussion: It was suggested that we only put the water 'across Round Lake
Boulevard and not the sewer. Mr. Schrantz felt that they should both be
done as it is our fault because of where we put the main.
Motion carried unanimously.
Tax Forfeit Land
MOTION by Lachinski, seconded by Elling that we direct the Park Commission
to consider the tax forfeit lot in the Russell/Stack Addition as park land.
Motion carried unanimously.
Crooked Lake Clean-Up
Councilman Elling stated that he was at the Coon Creek Watershed meeting
Monday and the clean-up of Crooked Lake was discussed. He asked if the
Council wanted to commit $lO-l2,000 for the study to clean the lake. He
~lso noted that the DNR has said it could cost $lOO,OOO to $l,OOO,OOO for
the actual cleanup. Councilman Lachinski didn't want to see Crooked Lake
getting to look like Bunker Lake. Council made no decision on this matter.
MOTION by Orttel, seconded by Knight to adjourn. Hotion carried unanimously.
