SPECIAL CITY COUNCIL MEETING - DECEMBER 9, 1985 - MINUTES
A Special Andover City Ccuncil ræeting was called to order by Mayor Windschitl at 7:30
P.M., Monday, Decerrber 9, 1985 at the Andcver City Hall, l685 Crosstown Bculevard N.W.,
Andover, MN for the purpcse of interviewing candidates for the Clerk/Treasurer position
and also several city matters.

Ccuncilræn Absent: None
Also Present: Janes Schrantz, City Administrator
The following candidates were interviewed: Garrison Hale, Patrick Klaers, Larry Johnson,
Shirley Clinton, Joan Flavin. Council asked various questions regarding background,
=rk experience and goals.
Garrison Hale
Recent experience included working for Carver County full-tiræ and part-time for the City
of Carver simultaneously. At the present tiræ, Mr. Hale is an independent ccnsultant for
a firm in Shakopee. He has worked in all phases of CCXIputers, including setting up
programs.
"1r. Hale's position at Carver County was Administrative Manager, doing the sane types of
things as a clerk/treasurer. He also worked with the highway departIœnt for roads and
bridges. He was in that position for three and a half years.
Mr. Hale stated that he would be willing to be responsible for setting up a computer
system for the city but would like to have a backup for when he =uld not be available.
His experience includes supervisory, investrrents, insurance, state aid and limited experience
with zoning ordinances. Salary requirerænts would be negotiable, but he would expect
sorrething in the mid 20' s.
Mr. Hale's grade point at college was 3.76 for his M8A and 3.42 for his B.S. degree.
Patrick Klaers
Mr. Klaers noted that he was born and raised in Willmar, Minnesota; obtained his BA and
Masters degrees at Mankato and from college interned at Northfield in the Planning Depart-
rrent. He worked in all areas of the city - with the city engineer, and on CDBG. Fran
that position he rroved to the City Administrator position in Fairfax and Franklin. In
that position he worked with IffiA projects, senior citizens. He also worked out a budget
for one of the cities that had never had one. After two years, Hr. Klaers accepted a
position in Brooklyn Park where he worked with projects and with the City Clerk in
personnel matters. Mr. Klaers then accepted the Administrator's position in Lake ElnD.
He felt that one of the rrost challenging aspects of the Andover position is the accounting
part of the job.
Mr. Klaers' experience includes working with corrmunity Developrœnt Block Grants, saœ
computer experience in Brooklyn Park and limited experience with investrrents.

Mr. Klaers stated that his objective is to becaœ a City Administrator and would hope
to stay with Andover for a substantial period of tirre. He felt that he has sorre skills
that can match up with the needs of the comnunity.
Mr. Klaers' grade point average was 3.25 - 3.5 when he obtained his Masters degree in the
administrative area.
Larry Johnson
Mr. Johnson stated that he was with Benton County for 6 plus years as the County
Coordinator. His main responsibility was to rewrite everyone's job descriptions. He also
developed a system of reviewing jobs on an annual basis and was the Planning and Zoning
Administrator. The County's budget was $lO,OOO,OOO. He was also responsible for writing
grants in Benton County.
Worked for Mountain Iron for about 4 years, after graduating from U.M.D. with a Bachelor's
Degree in Political Science. He also received a Masters Degree in public administration.
The position in Mountain Iron was similar to what the City of Andover has available.
Experience includes working with tax increrrent financing, invest:rrents, and Planning and
Zoning and conputers.
Mr. Johnson's grade point average was 3.5 at Mesabi State College and 3.9 when he obtained
his Masters Degree.
3hirley Clinton
Mrs. Clinton worked for the City of Blaine as a GenE,ral Fund A=unting Clerk. She then
was prorroted to Senior Accounting Clerk, working" directly under the-Finance Director. Was
liaison for the other acccunting clerks.
Mrs. Clinton felt that there is a need for a =rputer in Andover, especially in the
utility billing area. Since Mrs. Lindquist left the city, Mrs. Clinton has been handling
the investrrents, which arrount to $7,950,000. She felt that she is doing a good job in
that area but would like to know rrore about it.
She stated that she really enjoys the treasurer's end of the job. Mrs. Clinton also stated
that if she was chosen for the position she would attend the Council rœetings.
Joan Flavin
Ms. Flavin is =rently employed with the Anoka County Auditor's office and is responsible
for calculating all mill rates, sending out tax statements, and doing property tax
settlerrents. Prior to that job she did tax abatements and was responsible for fish and
garœ licenses. She also works with elections.
Ms. Flavin has taken a Principles of Accounting course. Her experience with canputers
has been to set up the criteria, receive runs and verify them. She also stated that she
would be willing to becaœ familiar with the City's ordinances on her = t:ùœ.

Mayor Windschitl noted that sorœone called him last night who was unaware of the opening.
[f SOITeOne is not selected tonight, he would like to readvertise the position. He also
stated that if we are looking to fill a traditional Clerk/Treasurer position, ~.rs. Clinton
would be the best choice.
Ccuncil felt that the three top candidates are Hale, Johnson and Clinton. Councilman
Orttel thought that the Council should decide first what type of position we're trying
to fill.
The Administrator was directed to check the references of Mr. Hale and Mr. Johnson. The
Mayor will contact the person who oontacted him and ask him to send in his resume.
This discussion will be oontinued at the Deceni:>er l7th Ccuncil ¡œeting.
At this tiIre, the regular ¡œeting was closed and Council Iœt with the Attorney regarding
the Sonsteby Lawsuit. 9:50 P.M.
The regular ¡œeting reconvened at lO: 49 P.M.
LIBRARY BOARD MEETING DISCUSSION
Mayor Windschitl noted that Andover is on the Library Board's agenda on Deœnber l6th for
presentation of our site for a library. The Board is going to select one site, either in
Ramsey or Andover. He asked that everyone be present at the ¡œeting if possible. He
asked if the council would be willing to set aside $5,000 fran our block grant to offer
to the Library Board for Senior Citizen programs or for sorœ programs for the handicapped
or disadvantaged. Council agreed with the donation.
MJI'ION by OrUel, seoonded by Elling that the Ccuncil oonceptually agrees to carrnitting
$5,000 of the CDBG funds to aid the disadvantaged, disabled or elderly of the City should
the Library Board select Andover for a library site.

CROOKED LAKE RELOCATION/133RD AVEN!Æ/GOOD VALUE I S PROPERTY
The realigrurent of Crooked Lake Boulevard was discussed with it being noted that Good
Value Horœs does not have a problem with it if it divides the corrrærcial and the residential
properties.
Mayor Windschitl noted that the street will have to bend when it gets to Coon Rapids because
there is a house in the way. If we go to the East, the acquisition will be easy; ha.vever,
if we go to the west, there will be a problem.
HANSON BOULEVARD
Mayor Windschitl noted that this has been taken out of the oounty project but they will
put it back in if we are willing to gc with it. He suggested bringing the owners on the
south one half in for an infonnational hearing.
Mayor windschitl also noted that Crosstown to Highway 65 will be built this year.
