HomeMy WebLinkAboutBOR April 10, 1985 ~ 01 ANDOVER BOARD OF REVIEW - APRIL 10, 1985 MINUTES The Regular Board of Review for the Ci ty of Andover was called to order by Mayor Jerry Windschitl on April 10, 1985, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmen present: Elling, Knight, Lachinski, Orttel Councilmen absent: None A I so presen t: County Assessor, Bob Weisbrich; City Clerk/A. Administrator, P. K. Lindquist The following residents presen"IEd their cases: Mark Smith, PIN 28 32 24 34 0032, 2939 142nd Avenue NW ~1r. Smith stated in checking with his neighbors, all their houses are valued less than his. He stated no one has looked at the house to his knowledge. Mr. Weisbrich stated the las t time someone was out 10 the house was in 1983, but they did not go inside the house. He reviewed the dimensions of the house, which included a 384-square-foot addition to the hOllse. Mr. Smith said po addition 8xists. Ray Skotke, PIN 33 32 24 12 0017, 2718 NW 140 th Lane Mr. Skotke stated his statement shows an estimated market value of $66,100; however, he purchased the property in November, 1984, for under $64,000. He didn't 1hink the value had raised that much in two months. Mr. Skotke stated the total purchase price was approximately $67,000; however, about $3,000 of that was for closing fees. Mr. Weisbrich reviewed the breakdown of the dimensions, noting the house is graded a 6-. He informed the Council the percentage of estimated market value for Andover was around 93. They use 1he selling prices as a guide for determining estimated marke t value throughout the City. Mayor Windschitl felt at 93 percent, a valuation of $66,100 is rather high. It was agreed 1hat Mr. Weisbrich will view the parcel, especially looking for structural damages or depreciation, and make a recommendation. Karen Siefer t, PIN R17 32 24 44 0005, 4045 165ttJ Avenue Mr. Weisbrich stated he has spoken with Ms. Siefert previously. He stated there has been an error in the valuation of the land, and the paperwork is being done to get the 1985, 1984, and 1983 taxes adjusted. She h as been paying on overvalued property for quite some time, and he stated he will make the maximum reduction allowed in this instance. No action was taken by the Council at this time. Council asked if the valuation of vacant land in the City was adjusted since the cost per acre has gone down. Mr. Weisbrich explained Anoka County has always valued vacant land quite low, so the reduction in actual sales price has not been reflected in the estimated market value. The vacan t land is valued at $l,OOO/acre in the upper 11'10 tiers of the City, going up to $1,300/acre in the southern por tion of the City. This is only on tillable land and buildable lots. Board of Revi ew April 10, 1985 - Minutes Page 2 Mr. Weisbrich explained the difficulty of placing market value on vacant land is that they can get the cer ti fi ca te of real es tate va 1 ue three or four years after it takes place. Council nOTed it i, not uncommon for dry land to be selling for under $1,OOO/acre in the northern par t of the City. There is also the problem of the scenic river restrictions on a portion of the City, and these things are afifecting the valuation. Mr. Weisbrich s tat-ed the best thing to do would be to go over and check the vacant land valuations in the entire City to determine where they are for acreaqe valuations. MOTION by Lachinski, Seconded by Orttel, to continue the Local Board of Review to Tüesaay, the 16th of April. Motion carried unanimously.
