SPECIAL CITY COUNCIL MEETING - OCTOBER 17, 1984
MINUTES
A Special City Council Meeting was called to order by Mayor Windschitl
on Wednesday, October 17, 1984, at 7:35 P.M. for the purpose of
discussing the progress on the tire recycling operation and amending
the Special Use Permit to Schriptek, Inc.
Councilmembers Present: Elling, Knight, Lachinski
Councilmembers Absent : Orttel
Also Present: Robert Hutchinson-Environmental Services;
Colleen Herman - County Attorney's Office;
Norman Schiferel - County Administration;
Cecil and Patricia Heidelberger, Darrell
Chapman and Paul Sneider - Minnesota Recycling.
Mayor Windschitl briefly reviewed the discussions of the meeting held
this date at 5:30 P.M. between Anoka County Officials, Minnesota
Recycling principals and himself and Pat Lindquist, as they related
to the "option" of Minnesota Recycling taking over the tire recycling
operation formerly licensed by Schriptek. Also covered was the
insurance and bonding questions to cover the facility/operations.
It was noted by Mayor Windschitl that he was particularly concerned
about the fact that a spokesman carrying full partnership authority
for Minnesota Recycling had not been appointed.
It was explained by Mayor Windschitl that he had just become aware
of the County actually furnishing the funding to purchase the
"shredder" and other equipment from Schriptek, Inc.; :then immediately
leasing it to Minnesota Recycling.on an exclusive Contract. It was
explained to the Council by Anoka County Officials that the ability
to obtain funding from Waste Management, Inc. was that of governmental
enities only; thus the reason for proceeding in this manner, with the
primary objective being that of abateing the tire problem at the
Heidelberger site.
The Council questioned Mr. Heidelberger's involvement with the operation,
noting that the Special Use Permit from Andover and the License
Conditions from Anoka County specifically prohibited such involvement.
Mr. Chapman informed the Council that if Mr. Heidelberger is not a
part of the Minnesota Recycling Partnership, it cannot function at
this time on this property.
The insurance and bonding for Minnesota Recycling was discussed, with
Mr. Chapman indicating that if the insurance was not secured on
October 18, they would have to shut down production. He further stated
that should everything fall into place on the 18th, two production
shifts were necessary to fill existing orders.
The County was questioned on their willingness to allow North American
Tire Tech to function without a license since July 1, 1984. Ms.Herman
and Mr. Hutchinson both stated they "are not comfortable with the way
it is", however, added that the problem of the inability to secure the
insurance and bond was a "housekeeping obstacle", but did not
substantially affect the coverage.

MOTION by Lachinski, seconded by Knight, that subject to the license
requirements being met insofar as insurance and bond, North American
Tire Tech, Inc. be allowed to operate two shifts per day to midnight,
Monday through Friday through No~ember 8. Motion carried unanimously.
The Council informed the Minnesota Recycling Partnership that they
are requesting that MRP "spell-out who is in charge", noting they
would prefer that person not be Cecil Heidelberger.
MOTION by Lachinski, seconded by Elling to adjourn.
