HomeMy WebLinkAboutSP December 12, 1984 ~ 01 ANDOVER SPECIAL CITY COUNCIL MEETING-DECEMBER 12,1984 MINUTES A Special Meeting of the Andover City Council was called to order at 7:30 P.M., Wednesday, December 12, 1984, by Mayor Windschitl, for the purpose of discussion on the progress of the study being conducted at the Waste Disposal Engineering site. Present: Elling, Knight, Lachinski, Orttel Absent: None Also Present: Clifford Anderson and Elizabeth Grebmann-MPCA¡ Bruce Borgerding, David Graves, and Susan Segal-SW28 (Generator Representatives); Dale Mark, Merlyn Procniak, and Richard Wollt-Hazardous Waste Committee. Mr. Anderson explained that the Work Plan was approved on August 8 for Conestoga-Rovers, Inc. to perform the Study, after which they immediately began work, i.e. , installed wells and completed first round of testing. It was at this time, apparent tha~ it was necessary to have the Quality Assurance-Quality Control Plan (QAQC) in place. He explained that even though the laboratory being used to perform the testing, uses accepted methods, all such methods do not necessarily meet EPA and PCA requirements; therefore, those first set of sample results were rejected. Mayor Windschitl inquired as to whether Hickock & Associates (first Contractor on-site) had a QAQC Plan accepted, to which Mr. Anderson responded that it was not entirely done. Mayor Windschitl also asked why the development of the QAQC Plan is taking so long. "Differences of opinion", was the response from Mr. Anderson, who also indicated the "differences" were both technical and political. After additional discussion between the Council and Mr. Anderson, it was determined that the QAQC Plan would probably be finalized by December 21. Mr. Borgerding informed those present that if the QAQC was approved on schedule, the testing would begin immediately and should take approximately 30 days. Inasmuch as there is a 60-day turn-a-round for the actual testing, the earliest any results would be in would be March 1 for the first tests, continuing through March for the rest of the tests. He also indicated that the two rounds of sampling would overlap. Mayor Windschitl requested dates for completion of the study for 1) the HI\' Pit, and 2)the landfill. Councilman Elling emphasized the fact that the Minnesota Health Department Well Advisory was still in place; and until some conclusive evidence is obtained on clean-up, ground water flow, and other hydrological data, this Advisory would not be lifted. Mr. Borgerding informed those in attendance that considerable work has been done on the site by CRA while waiting for completion of the QAQC and will be used in the final Study Report. After additional discussion on costs spent to-date on the Study and ultimate costs for clean-up and importance of QAQC on this site, Mr. Anderson advised that if the Remedial Investigation Feasibility Study (RIFS) proceeds smoothly, a report on the pit should be available by June 1, 1985, with the completed written Study finished on September 1 , 1985 on the pit, and December 1 , 1985 on the entire landfill. Special Council Meeting Minutes - 12/12/84 Page 2 Mr. Anderson advised that after the Studies were completed to include the recommended clean-up, it would be necessary to have hearings and allow reasonable time for comments, after which a "record of decision" would be filed, and clean-up could proceed. The Council questioned the PCA and generator representatives on the probability of using a laboratory larger than Velsco in an effort to hurry-up the report time. Mr. Borgerding informed the Council that the generators had checked with other laboratories and found their testing turn-a-round time was about the same as Velsco; and further that changing labs now would not only present a financial loss, but a time loss as well, inasmuch as a new QAQC would have to be negotiated. Discussion was had on why the "pitn simply was not emptied of the barrels as soon as the ground water wells surrounding such pit began showing infiltration from the contents of the barrels. Mr. Wollt expressed concern that if it is not done soon, all the contents could leak out and contaminate the ground water even more. Mr. Anderson acknowledged that the City was very concerned about the pit and he would try to establish a time frame in which the barrels could be removed without jeopardizing the study. Mr. Anderson also informed the Council that the MPCA would be willing to join the City in requesting that the well advisory be lifted by MDH as soon as the studies are completed, indicating that it might possibly be done in early spring. Mr. Anderson asked the Council and Committee Members if they would like a monthly status meeting on the disposition of the Study at the WDE site. It was agreed that some type of report should be made at least on a monthly basis, either written or with a meeting. MOTION by Lachinski, seconded by Knight to adjourn.
