SPECIAL CITY COUNCIL MEETING - DECEMBER 8, 1983
MINUTES
A Special Meeting of the Andover City Council was called to order by Mayor Jerry
Windschitl on December 8, 1983, 7:34 p.m., at the Andover City Hall, 1685 Crosstown
Boulevard NW, Anoka, Minnesota, for the purpose of discussing the 1984 budget,and
a private enterprise request.
Councilmen present: Elling, Knight, Lachinski, Orttel
Councilmen absent: None
A 1 so present: Fire Chief Frank Stone; Assistant Chief, Bill Bush; Building
Inspector, David Almgren; City Engineer, James Schrantz; and
City Clerk/A. Administrator, P. .K. Lindquist
1984 PROPOSED BUDGET
The Clerk reviewed the changes made to the budget since August as noted in her
December 5, 1983, memo to the Mayor and Council. If no changes are made to the
budget, it would balance with a $14,553 surplus.
Maýor Windschitl felt that at some point in time the Council should address the law
enforcement question for the City. Because the City is growing, it makes it very
difficult for the Deputies to cover all areas of the City effectively and efficiently.
He felt consideration could be given to requesting additional hours of protection.
Council generally felt that the issue should be addressed by the Crime Prevention
Committee. Later in the meeting Councilman Knight also suggested the possibility
of organizing neighborhood crime watch groups in the City, which has been successfully
developed in 'other communities. The Mayor suggested Councilman Knight pursue that
possibility further.
Chief Stone stated in reviewing the proposed 1984 budget, the totals for the Fire
Station, Fire Protection, and Rescue Service remains the same, but he would suggest
shifting the amounts for various line items. He made the following proposals:

Chief Stone also reviewed the items included in the Capital Outlay - Equipment for
Fire Protection, which includes a new Chief's vehicle because the present one is
rusting and not functioning properly. It would be his idea to get a smaller vehicle
so it can be parked inside of the firefighters' garages and one that will save on gas.
In discussing the purchase of this vehicle and one for the Building Inspector, Council
felt that the various options should be looked at such as going through the joint
purchasing agreements, local bids, trade-in, or selling the used vehicles.
MOTION by Orttel, Seconded by Lachinski, that we approve the 1984 budget as follows:
Revenues of $928,460, Expenditures of $913,907, and a Surplus of $14,553. Mot i on
carried unanimously.
POLICE PROTECTION CONTRACT
MOTION by Elling, Seconded by Orttel, that we authorize the Mayor and Clerk to sign
the police contract in the amount of $134,313 for 16 hours of police protection per
day. Motion carried unanimously.
PRIVATE ENTERPRISE VENTURE
Mayor Windschitl stated he has been approached by Mr. Nesbit about the possibility of
moving his operation to repair locomotives to the west side of the railroad tracks
just south of Andover Boulévard. Council generally wanted more information on the
operation and agreed to ask a representative of the business to attend a Council
meeting.
MOTION by Knight, Seconded by Elling, to adjourn. Motion carried unanimously.
Meeting adjourned at 8:16 p.m.
