SPECIAL CITY COUNCIL MEETING-MAY 10,1982
MINUTES
A Special Meeting of the Andover City Council was called to
order by Mayor Winds chit 1 on Monday, May 10, 1982, 5:35 P.M.
for the purpose of determining Municipal State Aid Projects
to be built in 1982 and 1983.
Councilmembers Present: Jacobson, Orttel, Peach
Councilmembers Absent: Lachinski
Also Present: Otto Bonestroo, Glen Cooke of Bonestroo,
Rosene, Anderlik & Associates; City
Engineer, Jim Schrantz, and City Clerk/
A.Adm. , Pat Lindquist.
Mayor Windschitl stated his displeasure with the B.R.A. firm for
the manner/time frame and quality of reports covering potential
Municipal State Aid Projects. Mr. Bonestroo reported that his
firm had assumed they were following Council directives and
wanted to do more in-depth reports than what it appeared was now
wanted.
A lengthy discussion was had on which specific projects should
be planned for construction in 1982 and the costs involved. The
Council agreed that all time should be consentrated on three or
four potential improvements, with reports being done sufficient
to carry us through a public hearing.
Of the list previously prepared by Mr. Cooke, there was agreement
on 157th between prairie Road and Holly Street; Prairie Road
between Andover Boulevard and the bridge approach and 173rd
between Round Lake Boulevard and Tulip Street. The only possible
problem with the 173rd construction was that of securing MSA
designation in time to allow work being done during the 1982 Year.
The Council felt it was somewhat difficult to make any definite
decisions until costs had been obtained so they would know which
projects would fit into the MSA Budget for 1982.
There were some questions on the manner in which the costs for
feasibility studies would be paid. It was the Council's intention
that the City should not be required to pay any more for the
reports until projects were ordered. Mr. Bonestroo agreed to
prepare the required reports and charge in 1982 only the projects
done in 1982; with the other projects being billed when they were
constructed.
MOTION by Orttel, seconded by Peach to authorize an amount of $2,000
for the firm of Bonestroo, Rosene, Anderlike & Associates to
prepare Feasibility Reports on 1)157th Avenue, 2)Prairie Road,
3)173rd Avenue, and 4)161st Avenue (See Resolution No. 24A, 24B,
24C and 24D). Motion carried unanimously.
It was emphasized by the City Council that all stúd1les/plans earlier,
done by other engineering firms for the City be utilized by B.R.A.

Lakeridge Stub Street
Jim Schrantz reported that he had spoken to Mr. Carlson, who had
informed him that there was agreement with the Planning and Zoning
Commission and T.K.D.A. on the construction of this street.
Mr. Carlson had requested time to check his files and would meet
again with Mr. Schrantz to discuss the matter.
Adjournment
MOTION by Peach, seconded by Orttel to adjourn. Motion carried
unanimously.
