SPECIAL CITY COUNCIL MEETING-MAY 1, 1982
MINUTES
Pursuant to City Council Minutes, dated the 19th of January, 1982,
a Special Meeting of the Andover City Council was called to order
by Mayor Windschitl on Saturday, May 1, 1982, at 9.05 A.M. on
Bunker Lake Boulevard and Hanson Boulevard for the purpose of
viewing the junkyards to ascertain their compliance with City
Ordinance.
Councilmembers Present: Lachinski, Jacobson, Peach, Orttel
, Councilmembers Absent: None
Also Present: City Clerk/A.Adm. Lindquist
Following are the findings of the City Council as a result of
their visual inspection of the area:
Rogers Auto Body This yard is not licensed as a junkyard,
3530 Hanson Blvd. however, as a result of the body shop
(Repair Shop) business, approximately 100 vehicles all
in need of repairs were being stored in
the open without the benefit of screening.
Andover Auto Parts
13526 Jay Street
(Licensed Junkyard) Various types of junk stored openly outside
fence. Approximately 25 vehicles in need of
repairs/junking parked "helter-skelter"
outside fenced area. No trees were planted
for screening. The fence on the south side
of the property was not completed to the
back; junk vehicles were very visible.
Parking lot not hard surfaced.
Commercial Auto Fence not of uniform color or height on
13576 Jay Street south side. Approximately 30 vehicles in
(Licensed Junkyard) need of repairs/junking parked outside the
fenced area in front of the buildings.
Some trees were planted but not of size
and number to meet ordinance requirements.
The parking lot was not completely hard
surfaced.
Wilbers Auto Body Some junk and junk vehicles were openly

(Licensed Junkyard) are not of sufficient size to meet the
ordinance requirements. The area to the
north of the main building was not enclosed
and considerable "junk-type" items and
vehicles exposed.
Commercial Truck Parts Before a license can be issued for the
Jay Street/Bunker Lake property, the owner must install fencing
(Special Use Permit- and gate to screen vehicles when they are
not licensed). placed on the property. No trees of
sufficient height are visible.

RiteWay Auto The planted trees do not meet ordinance
1856 Bunker Lake Blvd. requirements. Fencing is needed between
(Licensed Junkyard) this yard and the property to the east and
to the west (junk vehicles are visible from
the street). Numerous vehicles in need of
repairs parked in front of fencing and
buildings leased by Andover Electric and
Gordon Wilson.
K&K Auto Supply The fence needs painting very badly. The
2050 Bunker Lake Blvd. gate is not of solid material and junk is
(Licensed Junkyard) visible through it. The trees are not of
sufficient height and spacing.
Mom's Salvage More fencing is needed on the west side;
2052 Bunker Lake Blvd. junkyard is still visible from the street.
(Licensed Junkyard) More trees are needed on the berm. The
gate is not of solid material to cover junk.
Heidelberger Tires The existing gate is not of solid material
(not licensed) to cover tires. Fire lanes within yard are
being blocked by tires. This yard is under
Court action and is not to be receiving any
additional tires.
There being no further business the meeting was adjourned at 10:10 A.M.
