HomeMy WebLinkAboutSP July 22, 1982 ~ o¿ ANDOVER SPECIAL CITY COUNCIL MEETING - JULY 22,1982 MINUTES A Special Meeting of the Andover City Council was called to order by Mayor Windschitl, at 7:30 P.M., Thursday, July 22, 1982, at the Andover City Hall, for the purpose of acting on the disposition of the Andover Schoolhouse. Councilmembers Present: Orttel, Lachinski, Peach Councilmembers Absent: Jacobson Also Present: Park Board Members LeFebvre, Prochniak, and Zillhardt; Henry Hammer, Anoka County Fair Board; and City Clerk/ A.Adm. Lindquist. Andover Schoolhouse Mr. Hammer explained to those present that he had inadvertently forgotten to contact the City when the decision was made by the Fair Board to accept the Andover Schoolhouse. (Note: The City had informally contacted Anoka County to see if they might be interested in taking the Schoolhouse and moving it to the Historical Center at the Fairgrounds; nothing was heard from them until July 21, 1982, at which time a call was received from Ernst Movers relative to permits.) Mr. Hammer further iterated that the Fair Board had wanted the building since first being advised of its availability in 1981, however, budget constraints had prevented them from taking any action. It was not until approximately a week ago that the funds necessary for relocating the building were available. Inasmuch as the Fair Board wanted it on the grounds in time for 1982 Fair opening, quick action was required in securing a bid for moving, etc. , and in the rush, he had forgotten to contact the City for formal approval. He further explained that the building will be owned by Anoka County, and the actual restoration will be done with the assistance of the Historical Society. Mr. Hammer asked that the outdoor toilets, the hand pump, and the flagpole also be included as they were an important part of the history of the schoolhouse. Mayor Windschitl questioned Mr. Hammer on the Board's intentions for the actual restoration, to which Mr. Hammer informed the Council that the building would only be placed in 1982, with further restoration to be in future years. He went on to say that all restoration of the building would be done in a manner so as to keep it as authentic as possible. Mr. Hammer noted that he had called the Minneapolis Star and Tribune who would be doing a feature story on the Schoolhouse, to appear in the July 29, 1982 issue. Mr. Hammer assured the Council that the property would be cleaned up after the building was relocated. MOTION by Peach, seconded by Orttel, that the City Council adopt Resolution No. 66-82, A Resolution Authorizing the Donation of the Andover Schoolhouse to Anoka County for Permanent Display on the Anoka County Fairgrounds in the Historical Center. Motion carried unanimously. Special Council Meeting July 22, 1982 Minutes - Page 2 Monitor Senior Citizen Center Contractor MOTION by Lachinski, seconded by Peach, to appoint Jim Schrantz to monitor the Contractor on the Senior Citizen Center for compliance with Labor Standards and Regulations. Motion carried unanimously. City Hall Site Development Mayor Windschitl questioned the Park Board Members on their intentions for the development of the City Hall site, pointing out that there were considerable monies in the Park Fund; and that at least one site in the City should be developed completely for activities for persons of all ages. He further stated that inasmuch as this is the largest park site in the City, they should get going on the development as soon as possible; and mentioned such things as soccer fields, another softball field, playground equipment, etc. Park Board Chairman LeFebvre noted that Jim Schrantz is working on grading plans for the site and should have them back for the next Council Meeting. Councilman Lachinski questioned the Park Board on the amount of money that was intended to be spent this year. The Park Board did not have that information available. It was again emphasized by the Council the importance of getting development done on this site as soon as possible. Adjournment MOTION by Peach, seconded by Orttel to adjourn.
