HomeMy WebLinkAboutSP February 8, 1982 ~ o¿ ANDOVER SPECIAL CITY COUNCIL MEETING - FEBRUARY 8, 1982 MINUTES A Special Meeting of the Andover City Council was called to order by Mayor Jerry Windschitl on February 8, 1982, 7:35 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW for the purpose of interviewing applicants for appointment to the Planning and Zoning Commission and other miscellaneous business. Councilmen present: Jacobson, Orttel, Peach Councilman absent: Lachinski Also present: City Clerk, P. K. Lindquist, and Planning and Zoning Chairman, d'Arcy Bosell APPROVAL OF CLAIM MOTION by Jacobson, Seconded by Peach, that we approve Check 4700 to Prudential Insurance for $114.50. Motion carried unanimously. PLANNING AND ZONING COMMISSION INTERVIEWS The following persons were scheduled for interviews commencing at 7:30 p.m. and allowing 15 minutes per interview: 1. Don Cann 2. Chester Conger 3. Francis McGannon 4. Marjorie Perry 5. Cheryl Randklev 6. Richard Slay ten 7. Donald Spotts 8. Mi chae 1 Kn i ght In addition, Ralph Kishel, a current Commissioner, applied for reappointment; although the Counci 1 pre-vi'oosly elected not to re-interview him. And James Elling withdrew his application for the Commission. However, several of the applicants did not appear and only the following people were interviewed: 1. Marjorie Perry 2. Cheryl Radklev 3. Don Spotts 4. r~i ke Kn i ght Each applicant was asked predetermined questions alternately by the Council plus additional questions of conflict of interest, the course of action one would take if he disagreed with the ordinances, the applicant's priorities for the City, what special skills or abilities the applicant brings to the Planning Commission, why the applicant is applying for the Commission at this time, what would be the reaction of the applicant if some major proposal he had been working on would ultimately be rejected by the Council; what is the relationship between the Council and the Commission, and the applicant's abilities to work with the existing Commissioners. Council discussion was then on what course of action to take in view of the fact that four of the applicants did not appear this evening. Council agreed to have the City Clerk contact those people to determine if they received the proper notice for the interview and their reasons for not appearing this evening. The Council will then determine at the Tuesday, February 16, meeting as to whether to schedule another date for interviews or to make a selection from those already interviewed. The terms to be filled are one 2-year term and two 3-year terms. Special City Council Meeting February 8, 1982 - Minutes Page 2 PUBLIC HEARING PROCEDURE/FIRE FIGHTER DISCIPLINARY ACTION Council discussed a procedure for the public hearing scheduled for 9 o'clock, February 16, on the disciplinary action of a fire fighter. It was agreed that each side will be given time to present their statements, then allow questions of both sides, of the Council, and of the audience. The Clerk stated that after the presentations, the Council can legally meet with the Attorney in a closed session immediately following the public hearing. It was again noted that because Council- man Peach was a witness in the event, that he would abstain from voting on the issue. MOTION by Orttel, Seconded by Jacobson, to adjourn.
