HomeMy WebLinkAboutSP January 13, 1981 - ANDOVER ~ 01 SPECIAL CITY COUNCIL MEETING - JANUARY 13, 1981 MINUTES A Special Meeting of the Andover City Council was called to order by ~.fuyor Jerry Windschitl on January 13, 1981, 7:35 p.m., at the Andover City Hall, 1685 Crosstown Blvd. N.W. Councilmen present: Jacobson, Lachinski, Orttel Councilman absent: Peach Also present: City Clerk, P.K. Lindquist; City Engineer, Larry Winner; Ray Sowada and Winslow Holasek Mayor Windschitl stated the purpose of the meeting was to start updating the capital improvement program with regard to roads. He then turned the meeting over to Coucilman Lachinski, Chairman of the Road Improvement Committee. Councilman Lachinski advised the Road Improvement Committee should set up meetings to provide input in the form of recommendations for road improvement, new roads and related subjects. He suggested to hire someone to develop the plan. Mayor Windschitl asked when the updated plan had to be submitted. Ms. Lindquist stated she would call and find out what the final date is. Councilman Jacobson commented he was unaware there was a past capital improvement program and asked that he be furnished a copy. He then stated sanitary sewer would also have to be included in the updated program. AIT; Winner then presented a map on which was marked existing MSA roads. He stated the City's designated MSA streets are 5.7 miles less than the maxiumum allowed. It was generally agreed that for the most part there were sufficient north/south streets, the need is for east/west streets. The exceptions would be possibly extending Hanson Blvd. from Co. 20 to Ward Lake Drive and University Ave. Councilman Jacobson commented if the need for east/west streets was mainly for the fire department, he felt it would be less expensive to build more fire stations. IAayor Windschitl agreed adding that, with the addition of a few more vehicles, there were would be enough equipment for three stations. Possible priorities were then set. IÆr. Winner was directed to investigate the feasibility of: l. Constructing a road from north Co. 20 to l65th and and Valley Drive. Winslow Holasek remarked this road should by-pass Royce Bennett's farm. 2. Extend Hanson Blvd. from north Co. 20 to Ward Lake Drive and extend 165th Ave. 3. Delete the proposed l45th Ave. from Road Lake Blvd. to 7th Ave. 4. Designate Verdin as an ~ASA road and extend l74th La. thereby connecting Verdin and Round Lake Blvd. 5. Extend l77th Ave. to connect with Ward Lake Drive. 6. Extend University Ave. to Crosstown Blvd. 7. Construct a road along the high ground north of Coon Creek and designate South Coon Creek Drive as a parkway. 8. Extend l52nd La. east of Round Lake Blvd. to l52nd Ave. in Andover West to connect Round Lake Blvd. and 7th Ave. Also mentioned was blacktopping Prairie Road south of the bridge. Noted was some of the above might not be feasible due to soil conditions, ie., wetlands and peat. Mr. Winner was also directed to obtain MSA assessment policies from other cities and prepare a policy based on zoning and percentage of cost assessed. Due to the fact the building department's workload is down, I~yor Windschitl felt the Building Inspector, Dave Almgren, ~ould inventory City streets where right-of-way is needed and that this right-of-way should be acquired as soon as possible. Any discrepancies would have to be straightened out by the City Attorney. --->-- -- .. .,. Page #2. - Minutes February 13, 1981 Also, Mayor Windschitl stated some though should be given to installing sanitary sewer pipe along Hanson Blvd. at the time of street construction as it would be less costly to do it now than in the future. Mr. Winner is to check on the feasibility of laying sewer pipe and have this incorporated into the capital improvement program. The Acting Recording Secretary was excused at this time - 9:00 p.m. In the discussion that followed ~I~. Winner was requested to prepare cost estimates for paving streets built to gravel street standards and prepare information and mileage for implementing this program. Councilman Lachinski felt the City should start initiating improvements rather than waiting for petitions. Mr. Winner is to check on minumum right-of-way requirements for MSA roads and check to see what width is being used in Ramsey. He is also to complete the map of road inventory and road mileage summary. On the subject of mass transit, Mr. Winner is to inquire if it would be possible to get an MTC bus route in the City and prepare proposals for park and ride lots such as buying four 1/2 acre parcels or renting existing lots in the City. Suggested were lots at the shopping center, City Hall or church lots. Mr. Winner is to obtain a copy of the Light Rail Transit Committee's report as it pertains to the future use of the Burlington Northern Railroad. In one month, Mr. Winner is to have recommendations on sanitary sewer assessments and reimbursement of old connection charges overcharged. The City Clerk was asked to prepare an assessment policy for sewer trunks. Councilman Lachinski stated the Council should check with all departments involved in updating the capital improvement program to see how much progress is being made each month. It was suggested to hire Marcie Peach, or a person mentioned by Councilman Jacobson, to compile the information and do a narrative on the updated capital improvement program. MOTION by Jacobson, seconded by Orttel, to authorize the expense of $1,000.00 for someone to develop the capital improvement program at a rate of pay of up to $5.00 per hour.
