SPECIAL CITY COUNCIL MEETING-SEPTEMBER 8, 1980
MINUTES
A Special Meeting of the Andover City Council was called to order by Mayor Windschit1
on 110nday, September 8, 1980, 7:35 P.M., at the Andover City Hall for the purpose of
changing the date scheduled for the Assessment Hearing for Improvement Projects
1979-2, 1980-1, 1980-2.
Councilpersons Present: Jacobson, Lachinski, Orttel Peach
Councilpersons Absent: None
Also Present: City C1erk/A.Adm., Patricia K. Lindquist; City Engineer,
Larry Winner.
Mayor Windschit1 explained the need for the date change for the Assessment Hearing
for Improvement Projects 1979-2, 1980-1, and 1980-2; that bein9 the requirement
under Minnesota Statutes, Chapter 429, for two-weeks publication of the notice.
The date set under Resolution No. 10 -80 was one-day short to meeting these
requirements. MOTION by Counci1person Jacobson, seconded by Counci1person Lachinski,
to adopt Reso1ut1on No. 110-80, setting the date for the public hearing to adopt
the assessment for Street Improvement Projects No. 1979-2, 1980-1 and 1980-2.
Motion carried unanimously.
Field Party/Jay Street
Mayor Windschit1 explained he had spoken to the Anoka County Sheriff who had informed
him that due to a manpower situation, the event on which numerous complaints were
received, could not be broken up. He requested the Council thoroughly review the
recommended "Party Ordinance" in order that it can be acted upon at the next Re9ular
City Council Meeting.
Noxious Weed Problem
Mayor Windschitl stated that he had received a very obstreperous telephone call
from an individual relative to the cutting of marijuana plants on some property
in the northern part of the City. Discussion with the other Counci1persons
indicated the caller was simply looking for a location at which he was requested
by the property owner to cut the weeds. Ms. Lindquist reported the matter had
been handled.
Improvement Project No. 1980-1, 1980-2
Several problems were discussed relating to these two projects as follows:
1. Grass seed vs. sod. Numerous residents had contacted the City Hall and
the Counc11 expressing their displeasure with the restoration procedure.
Mayor Windschit1 noted he had driven through the project and could not
understand why some residents received sod, while others only seed.
Mr. Winner pointed out it would cost an additional 40¢ per front foot to
sod everything; and the project costs were below the figures given out at
the public hearing, so even with sod, the cost would still be less. The
Council felt that if the costs for cleaning up the hay were added, it could
amount to more. The majority also felt that our current standards called
for seed, so a change should not be made now.

2. Cover straw blowing allover yards. As with the sod/seed, there were many
complaints from area residents on the cover straw blowing all through existing
yards. Ms. Lindquist noted Mr. Sowada was very concerned over the possibility
of the straw causing problems in the storm drains. No action.
3. Standing water/134th & Eidelweiss
Mr. Winner informed the Council that he had checked this and there was a catch
basin on the corner of 134th & Eide1wei~ so there should be no problem.
He also stated that a ditch was not dug through the easement inasmuch as
several trees would be destroyed. No further action.
MOTION by Councilperson Jacobson, seconded by Councilperson Peach to adjourn.
Motion carried unanimously.
