HomeMy WebLinkAboutSP September 24, 1979 ~ o¡ ANDOVER SPECIAL CITY COUNCIL MEETING - SEPTEMBER 24, 1979 MINUTES A Special Meeting of the Andover City Council was called to order by Mayor Windschitl on Monday, September 24, 1979, at 5:00 P.M. on the corner of 161st Avenue Northwest and Potowatomi Street Northwest for the purpose of allowing the City Council the opportunity to review and inspect the numerous problems reported in the construction of bituminous streets under Improvement Project 1979-1. Councilmen Present: Jacobson, Lachinski, Orttel Councilmen Absent: Peach Also Present: City Attorney-Bill Hawkins, City Engineers-John Davidson and Mark Schumacher, Lino Contracting-Joe LaCasse, City Clerk/A.Adm.- Pat Lindquist and several residents from the construction area. Mayor Windsc~itl was quite concerned over the fact that additional road work had been done on 161st, noting he believed there would be a halt until after this" meeting. Mr. LaCasse reported the necessity for him to work this area;and that he could tie up his people for as long as the City wanted, however, the down costs would be at least $4,000"per day. After some discussion it was agreed to walk all the streets and come to agreement between all concerned, including the property owners, as to the means to resolve the problems. Councilman Peach arrived at 5:10 P.M. 162nd Lane east of Potowatomi Street - leave as now constructed. The culvert in question had been modified to solve all drainage problems anticipated. 162nd Lane west of Potowatomi Street - north side ditches to be left as constructed;: the ditch to be modi fled (less depth) in front of Parcel 3780; road to be cut to original elevation; ditch to be filled as much as possible along Parcel 3760. 161st Lane east of Potowatom; Street - minimum ditching; additional culvert for Parcel 3630; no ditch and no culvert in front of Parcel 3690. 161st Lane west of Potowatomi Street - minimum ditching along north side; culvert to be raised in front of Parcel 3710; road cut to be left as is with culvert across road approximately 1S0'west of corner; ditch to be narrowed and no culvert for Parcel 3660 and depth of ditch to be decreased; minimum ditch with no back- slope in front of Parcel 3650; very minimum ditch and gradual backsløpe in front of Parcel 3640. 160th Lane east of Potowatomi - urban street section; no ditching. 160th Lane west of Potowatomi - urban street section; no ditching; storm pipe across street to be left as shown in plans, however, both north and south ends to be flared; no manhole north of Parcel 5650 near corner; extend road to end of right-of-way as shown in plans ( abutting property owners had requested road terminate at driveways, however, City Council felt it in best interest of the City to construct the road at this time). Quapaw Street - fill to.07 on north end; no culverts for Parcels 5720, 5730, and 5740; culvert wanted for Parcel 5670; minimum ditching and only if required. Potowatomi Street - minimum ditching; no culvert under driveway of Parcel 5600; culvert under Potowatomi from Parcel 5880 to Parcel 4800,no culvert under driveway of Parcel 5650; drainage to by studied and reviewed with property owner of Parcel 5530; modify ditches to minimum requirement needed for drainage in front of Parcels 3700, 3750, and 3760. Minimum ditching in front of all other parcels along Potowatomi. Engineer Davidson explained to the City Council and the property owners that Plans and Specifications were prepared in conformance with the existing City Standards for a Rural Street Section. Discussed was the necessity to change those standards to allow for variances when streets are being constructed in fully developed areas inasmuch as yards have been landscaped, drainage patterns changed, homes built, etc. MOTION by Orttel, seconded by Peach to approve all changes discussed at this meeting. Motion carried unanimously. Fire Department Expenditure MOTION by Peach, seconded by Lachinski to approve the expenditure necessary to repair Fire Truck No.4892. Motion carried unanimously.
