SPECIAL CITY COUNCIL MEETING - MAY 30, 1979
MINUTES
A Special Meeting of the Andover City Council was called to order by Mayor Jerry
Windschitl on May 30, 1979, 7:33 p.m., at the Andover City Hall, 1685 Crosstown
Boulevard NW, for the purpose of interviewing applicants for appointment as
Public Works Maintenance Person.
Councilmen present: Jacobson, Lachinski, Orttel, Peach
Councilmen absent: None
Also present: City Clerk, P. K. Lindquist; Senior Public Works Person,
Ray Sowada; and Building Official, Dave Almgren
The following persons were interviewed for the position of Public Works Maintenance
Person:

At each interview, Mayor Windschitl reviewed the procedure to be followed; afterwards
the Councilmen asked questions alternately relative to the applicant's likes and dis-
likes of his present position; what he hopes to be doing five years from now; how he
feels about overtime and working flexible hours; how the applicant feels his experience
relates to this position; on the applicant's experiences in supervising, sewer
- maintenance, recordkeeping, and equipment operation, particularly a grader; how the
applicant would handle a difference of opinion with his supervisor; salary expectations;
willingness to join the Volunteer Fire Department; willingness to do a variety of jobs,
both indoor and outdoor; any programs he may have instituted or initiated for his present
employer that would save time and/or money; if anything in his background would present
a conflict of interest to the City of Andover; and whether the applicant would consider
moving to Andover in the event he was hired.
Doug Bo 11 es
* Likes the activity and outside work of his present job (maintains pump and sewer
lift stations), and dislikes punching a clock. He also works a lot of hours both for
the City itself and for the Fire Department.
* Would have no problem working overtime, as he does a considerable amount of
overtime work now.
* Goals for five years from now would be to keep food on the table for himself
and his family, to keep his family together, and to be able to pay the bills.
* Felt he has a broad knowledge of maintenance in a city to qualify him for this
position, especially in maintenance, carpentry, and plumbing. Is also willing to go
to school to learn, if necessary.
* Has not operated a grader, but has operated heavy equipment (922 and 944,
backhoes) and would be willing to learn to operate a road grader.
* In handling a difference of opinion with a supervisor, would first listen to
supervisor and talk to him about his idea. If supervisor does not agree with him, he
would follow orders of supervisor.
* Is presently making about $1,300 a month ($7.65 an hour) plus $100 to $150 a
month in the Fire Department (does standby and spends time at the fire barn) plus quite
a bit of overtime. (He explained the work he does in water and sewer) He wasn't sure

exactly what pay he would need to work for Andover, but felt it would have to be
comparatively close to what he is presently making.
* Would be willing to join the Volunteer Fire Department.
* Felt he could do just about any of the variety of jobs that would come up in
this position. And would be willing to do jobs that are not desirable jobs. Didn't
think he would have a problem with being a "jack-of-all-trades" in this position. Felt
he would be able to handle a supervisory position in the future.
* Holds a Collective System SD License and a National Registry EMT Certificate.
* Has experience with mechanics, as he used to be a mechanic. Rebuilds his own
cars and still enjoys it. Has done welding although hasn't done it in awhile. Felt
he would be able to do it again.
* Didn't know of anything that would put him in conflict with the City of Andover.
* Would definitely consider moving to the City of Andover if hired.
* Has approximately four winters of plowing snow, starting with a four-wheel
drive bronco plowing alleys and graduating to dump trucks. (He reviewed the procedure
used in Columbia Heights for calling out men for snowplowing.)
Dale Mashuga
* Explained he is a machinest, the leadman, group leader, and setup foreman at
Northwest Automatic Products.
* Didn't really know what he liked about his job except he has been there awhile
and is used to it. Doesn't like working indoors all of the time and would like to work
outside more. He is also getting tired of working on machines, as it isn't much of a
challenge anymore.
* Working overtime or having flexible hours wouldn't make any difference to him
as he has been working 10 hours a day for 10 years now.
* Future goals, if working for the City, would be to move and grow with the City.
* Wants to leave his present position to work for Andover because of the Fire
Department (more daytime coverage needed). Dislikes the long drive into the City and
this would be close to home. Would like to grow with Andover.
* Feels qualified for the position because he has some experience in heavy
equipment (bobcats). Has had very little snowplowing experience, but would be willing
to learn. Felt the variety of jobs this position offers would be interesting and "would
be great", as he is presently on a very routine job.
* If he had a difference of opinion with his supervisor, he would talk to the
supervisor about it to try to come to some understanding and to try to work it out.
* Presently makes $8.09 an hour, but would be willing to accept this position
for $7.25 to $7.50 because he wouldn't have so far to drive and less driving time would
be required. Felt he would be satisfied with that wage.
* Is presently a member of the AVFD.
* Wouldn't have any trouble doing jobs he doesn't particularly like.
* Is presently a supervisor and felt he can handle that responsibility well.
* Has done welding in high school. Does all of his own machine repair at his
present job.
* Presently holds a regular drivers license.

* Has helped to get a training program started at his job and was the instructor
of it.
* Indicated he does not have anything that would put him in conflict with the City.
* Would be willing to attend schooling, etc., to obtain necessary licenses and
training needed for the job.
Joe Ocel
* Likes working in parks, street work, and enjoys outside work at his present job.
Dislikes the grind in the winter, the monotony of sweeping rinks, etc.
* Goals for five years would be to feel he is accomplishing something. Enjoys
the work he is doing now and would like to continue in the same line.
* Working overtime or flexible hours doesn't bother him, as he does that now.
Presently plows streets in the winter.
* Qualifications for this job are his experience in the parks department; has
driven dump truck hauling dirt into parks; has done a lot of construction when he first
began working in Columbia Heights.
* Felt he could handle the wide range of duties and responsibilities of this
position.
* If he didn't agree with his supervisor, he would speak to the supervisor to try
to solve it or get a third opinion. Try to work out a compromise.
* Present salary is $7.55 an hour plus five cents an hour for having a tree card.
Felt he would need $7.55 to $7.60 an hour to accept this position.
* Has had no experience as such as supervisor, but has had responsibility over
people on certain jobs. Would be willing to try being supervisor.
* Explained his job of sweeping rinks in the winter. Clarified that it isn't that
he dislikes it but that it is monotonous.
* Would be willing to consider joining the AVFD; but as long as he still lived in
Columbia Heights, it would only be for working hours until he moved to Andover.
* Has operated a grader but has not had a great deal of experience on it. Has
done snow removal with a dump truck. Drives trucks all the time, but not too often with
the plow on it.
* Considers himself somewhat of a "jack-of-all-trades" and felt he could handle
the jobs required of this position.
* Offhand, couldn't think of any programs he has developed or suggested in his
present position.
* Didn't have anything to put him in conflict with the City of Andover.
* Would be willing to move to the City of Andover if hired.
Bobby Ponder
* Enjoys working outside, with equipment, and meeting the people in the community.
Dislikes not being able to complete a job before going onto another.
* Goals for five years from now include working in public works as a foreman,
possibly higher -- superintendent or director of public works. He applied for this job
because there is a chance of growing into these positions.

* Has no qualms about working overtime, and has no problem with flexible hours in
case of emergency. Is currently called out for snow emergencies in Coon Rapids.
* Felt his background and experience would relate to this job in being able to
check roads and parks, help determine and plan the amount of parks needed, the
development of streets (sand, class 5, blacktop), and help in developing sewer and water
as the City grows.
* Has a small amount of grader experience maintaining roads in Alaska for six
years while in the service. Has done snow plowing in Coon Rapids.
* Understands that this position involves many different jobs and is looking forward
to the variety. Also has several years of experience as supervisor in the service,
including recordkeeping. Enjoyed being supervisor.
* If he had a difference of opinion with a supervisor, he'd first explain his
opinion to the supervisor, but in the end would do as he is told.
* Current hourly wage is $7.61. Receives overtime as well, but is not relying
on it. He'd like a small pay raise since the position requires being a supervisor
and felt he'd expect close to $8 an hour. He'd have to seriously consider anything
less than $7.61.
* Would be willing to join the AVFD.
* Also would have no problem doing the me,lial jobs that would need to be done.
* Hasn't been able to initiate any programs in Coon Rapids because his foreman
doesn't appreciate them.
* Has nothi ng that woul d put him in confl ict with the City of Andover.
* Would have no problem moving to Andover if it is required. Has recently put
his present home up for sale.
Short discussion with Mr. Ponder was on the chain of command in the City and who the
job reports to.
Frank "Frenchie" Stone
* When first started at Artic, he was in full maintenance. Has worked himself up
to a desk position. He engineers parts and sends them down on the floor, but then he
doesn't see them any more, so he's not getting the benefit of what he is trained to do.
Likes any type of maintenance work, redesigning, repairing, keeping equipment in shape.
* In five years, he'd like to be in the same trade and give himself a better
future in full maintenance.
* Applied for this job because he wants to get back into the operation of maintenance
himself rather than having someone else doing it for him.
* Overtime and flexible hours doesn't bother him, as he is on 24-hour call
constantly in his present position.
* Feels qualified for this position as he has operated equipment since he was 16
years old working summers for his Dad, who owned a construction company. Has worked
on just about every type of equipment. Has had seven years of sewer experience both in
business for himself for three years on a part-time basis and four years with Roto-Rooter.
Did tv inspections of sewer lines, rodding, assisted Hopkins many times with sewer
problems. Drove grader for the County in northern Minnesota. Used to be able to grade
to stakes and felt with a little practice he could do it again. Started as lubrication
inspector in 1972 for this company. Has 12 years of mechanical background and welding.

* If he had a difference of opinion with his supervisor, he'd discuss this with
the supervisor. Ultimately it is the supervisor's authority.
* Presently makes $8.70 an hour. Felt he could work for the City of Andover
at $8 to $8.05, justifying the decrease in pay in the price of gas and the time it takes
to drive to and from work. He would be open to negotiation if the wage was lower than
that.
* Is presently a member of the AVFD.
* Would have no problem doing the wide variety of jobs called for in this position.
* Has been a supervisor and is presently higher than supervisor in his position.
He would prefer to get back into the field and would have no problem working outside again.
* In his present position, all machinery is very old. He initiated the program
of rebuilding them so that now approximately 10 percent of the presses are fully
automatic , which has amounted to quite a savings for the company.
* Felt it would take him about two hours to safely operate a new piece of equipment
and would begin by looking at the manual. He's not afraid to tackle new things.
* Didn't feel there was anything that would put him in conflict with the City.
* Felt that 75 percent of his sewer training was on house lines coming into City
sewers. Other sewer experience has been on the chimney on the city sewers, tv inspections
of city sewers, and cleaning. Felt he would know how to fix a clogged sewer line for
the City. Has also worked on lift stations of sewers.
* Estimated he had four years of experience on equipment with his Dad, including
oiling, greasing, and repairs, except for diesels.
* Present position is salaried with many different hours of work. He has determined
that a decrease in his hourly wage would be no problem.
* Found out about the position through the Fire Department.
Brief Council discussion with Mr. Stone on some of the duties that could be expected
in this position.
Mike Verbrugge
* Explained that the blank periods of time in his work resùme were between jobs
when he was looking for new employment.
* In his present position, he enjoys meeting people and the public relations portion
of the job. There is nothing he dislikes about it.
* In five years, he hopes to possibly take over a department, staying in the same
field. To be able to give his opinions and try to help the community out.
* Overtime or flexible hours doesn't bother him too much.
* Feels qualified in almost every department, as he feels he has a good idea of
what is going on. Has worked in almost every public works department at one time or
another.
* If there was a difference of opinion with his supervisor, he would explain his
opinion to the supervisor and then leave it up to the supervisor to make the final decision.
* Presently makes $5 an hour and is on probation at Columbia Heights. In the
near future he hopes to advance to light equipment operator, which pays around $7 an
hour. Felt he'd need at least that much in this position.

* Has been approached by the fire department in Columbia Heights, but he is waiting
awhile before joining. He'd probably consider joining the AVFD if hired.
* Took general courses at Anoka Ramsey to find something he wanted to get into.
He never did find anything; and after getting a job, decided he wanted to stay with that.
* Has done menial jobs before. Likes the type of job where there is a lot of
variety.
* Has some supervisory experience with the County. Was in charge of a few guys,
showing them how to do a job. Felt he can do jobs without being told and didn't need
to be told what to do or supervised constantly.
* Holds no certificates or licenses, but has done water and sewer inspections
with the City Inspector.
* Has not done any snowplowing except some in the parks. Has no experience with
vehicle maintenance, as Columbia Heights has their own department for that.
* Constructed a machine for thawing out water services for the City to use. Didn't
know if they are still using it. It worked a couple of times.
* Has nothing that would put him in conflict with the City of Andover.
* Would definitely consider moving to Andover if hired.
* Holds a Chauffeur's License now.
Recess at 9:10; reconvene at 9:17 p.m.
Council Discussion
Council discussion was first on an appropriate wage for this position, noting the hourly
wages recommended by the applicants themselves. It was felt that there would be monies
in the budget for a wage of $8 for the new employee. It was also agreed that if that
was to be, that the Senior Public Works Person's salary should also be increased to
remain above this new position.
After discussion, the Council agreed that Frank Stone was the most qualified for the
position; that the salary would be set at $8 an hour; that there would be a 90-day
probationary period; however, the $8 an hour salary will be effective until January, 1980.
Ray Sowada's salary will also be increased to $8.10 per hour.
MOTION by Orttel, Seconded by Peach, that the salary of Ray Sowada be increased to $8.10
an hour effective June 1. Motion carried unanimously.
MOTION by Orttel, Seconded by Peach, that Francis O. Stone (Frenchie) be hired effective
June 18 as Public Works Maintenance Person for the City of Andover at the salary of $8
an hour. Motion carried unanimously.
The Personnel Committee is also to meet to discuss a possible pay increase for the
Building Official as well.
MOTION by Orttel, Seconded by Peach, to adjourn. Motion carried unanimously.
Meeting adjourned at 9:38 p.m.
