Councilmen present: Jacobson, Lachinski, Orttel, Peach Councilmen absent: None Also present: City Clerk, P.K. Lindquist; and Planninr, and Zoning Chairperson, d'Arcy Bosell Agenda A.pproval !10TIO'T by .Jacobson, Seconded by Peach, for approval of the Agenda with the addition of Item 5a, Claims. ~otion carried unanimously. Plannin~ and Zonin~ Commission Interviews The followin~ persons were schedulrofor interviews commencin~ at 7:30 p.m. and allowin~ 15 minutes per interview: 1. Sharon A.nderson 4. Jim 'lane 2. Patrick Collier 5. Gary Lon~bella 3. .T. Byron Cope ly , 6. Richard Okerlund All applicants were asked the followin~ pre-determined questions alternately by the r':ouncil : 1. Have you read and become familiar with City of Andover Ordinances? 2. ~hat are the duties of the Plannin~ and Zonin~ Commission? 'J. "'ha t is the purpose of rt community development plan? 4. What is the purvose of Ordinance No. 10? 5. Based on what you know about the past history of Andover and its present condition, what programs, if any, in terms of community development or refinement, should be initiated for the residents of Andover? 6. What do you feel is Andover's responsibility to nei~hboring communities? 7. What is the purpose of Ordinance No.8? 8. In handling a particular situation such as rezoning, special use permit, or variance request, what criteria would be used in order to arrive at a recommendation which would ultimately be acted upon by the City Council? 9. V'hat role shoUll the City of Andover play in the implementation of the !1etropolitan Council Re~ional Development Plan? 10. As the City of Andover grows, the Planning and Zonin~ Commission will be required to devote an increasin~ amount of time to the developmental affairs of the City. ~ith this in mind, would you be able to devote a minimum of one meetinp, ni~ht per week, and would you also have additional time available durin~ otber periods to review documents, reports, plats, or to serve on sub- committees of the Commission? Would you also have time to attend public hearinp,s conducted by other ~overnmental units which would have a direct bearinr, on policies established by Andover? ~ould you have time to attend meetin~s of other municipalities in order to ~ain some insight into a particular issue which mi~bt possibly come before the Andover Planning and Zoning Commission? In addition, the applicants were asked whether or not there was anything that would put them in conflict with the City of Andover þosition on the Planning Commission; whether or not they would be interested in applying for appointment on the Park/Recreation Gommission in the event they are not chosen for the P & Z; whether or not they have --- .--- Sueci~l r-ity Council Meetin~ ,TarJ11:ö1ry 11, lq7q - Minutes Page 2 the time reauired to study material ~rior to each Commission meeting; what they feel hetter Qualifies them for the uosition over the other applicants; their opinion and recommendations relative to the urban and rural areas of the City; and other questions relative to individual work and municipal experience. AUTIointment of Commission Member Mayor "findschitl noted that because of his health, Mr. Dick has been unable to attend ~ommission meetings the past several months. Ms. Bosell agreed to ask Mr. Dick if he would be willin~ to resi~n his position until such time that he would be able to come back, with the understandin~ that he would then be appointed to the next vacancy on the Commission. Council discussion was on the qualifications of the applicants interviewed, as well as noting in which area of the City they live and on whether or not being in real estate would be a conflict of interest with the Planning and Zoning Commission, MO'l'IO'! by Peach, Seconded by Lachinski, that the City Council appoint Dick Okerlund to the Planning and Zoning r-ommission for a term expiring 12/31/80. 'Discussion: ~hrou~h the TIrOCeS8 of elimination, the choice was generally narrowed between Mr. 0kerlund ~nd Mr. Conely. Council discussion was also on the possibility of appointing an Alternate member who would automatically be a~pointed to the Commission should a vaCrtTICY arise. Councilman Lachinsk:l withdrew the Second. Motion dies for lack of a second. MO~In~ by Jacobson, Seconded by Peach, that the Andover Gity Council appoint !~. J. Byron Conely, Jr., to the Andover Planning and Zoning Commission to a term which will exuire 12/31/Ro. Motion carried unanimously. MO~ION by Orttel, Seconded by Jßchinski, that Richard Okerlund be appointed as an Alternate Member to the ~lanning and Zoning Commission to fill any unexpired terms which should become open within the next 60 days. Motion carried unanimously. Rec ess; reconvene at 9:30 p.m. Gouncil Discussion/Muscovitz The following staff members were also present: Bob Muscovitz, Ray Sowada, Dave Almgren. Discussion was on the necessity of having the Public Works people holding a Ghauffeur's License and being able to plow roads in the City, and that it should be the function of the immediate supervisor or administrator to make the decision when Mr. Muscovitz would be used to plow snow. It was also suggested there be an adjustment of hours so overtime wouldn't have to be paid. Mr. Muscovitz stated that his job description does not state he must hold a Chauffeur's License and that he hasn't ~otten his license because it was never a requirement of the nosition. He Asked what is expected of him in this position and stated he is willin~ to get the Ghauffeur's License. However, this is an additional duty which he has never done before in the City and felt that he should get additianalcompensation for it. Mr. !~Iscovitz also asked how his duties were to be divided between Public Works nerson and Parkkeeper, notin~ he would prefer to be a Parkkeeper. He is also afraid snow plowin~ would conflict with his personal outside interests. General consensus of the Council was that the job descriptions written be followed and that the person perform the job functions within that description. With the small staff of the r-ity, Mr. Muscovitz's duties are whatever is requested of him to do. rt ~necial 8ity 80uncil Heeting Januarv 11, lq7Q - }~inutes Prt~e ~ was hoped that the supervisor could work out some deal for after hours plowing where, for the next one or two years until his salary comes up to the equivalent of that type of position, Hr. Huscovitz wouldn't be called to plow on Friday or Saturday nights . unless an emer~ency situation arose. However, there may be a time when he would have to ~ake a decision between his City position and an outside activity. Discussion was on what is involved in obtaining the license. Mr. Muscovitz committed himself to getting a Chauffeur's License and would attempt to get it within the next 30 calendar days. He again stated that it is an additional duty and requires some additional monetary value added. Consensus of the 80uncil was that they would like to see ~T. Muscovitz obtain his Chauffeur's License prior to considering any increase in salary. Hn~Tn~ by Jacobson, Seconded by Lachinski, that the City Council pay the license fee for Mr. Robert Muscovitz to obtain a Chauffeur's License; and that he also be authorized, if needed, use of the City vehicle to take the driving test. Hotion carried unanimously. Mr. Muscovitz asked when he would be receiving his merit raise retroactive to July. 1978. It was noted that he had >,een asked to obtain his Chauffeur's License several times since last summer, and the feeling is that no increase would be considered until the license is obtained. The Council is desirous of seeing Borne willingness on his ~art to solve some of the nroblems relative to the Chauffeur's LicenseJ cooneration with other staff membersJ and attitude. If there~ cooperation on Mr. Muscovitz's part, in all likelihood there will be cooperation on the Council's part ~elative to a nay increase. The Council also complimented Mr. Muscovitz on the lmnlementation and the handling of the sil':ning pror,ram this last year. ATIProval of Claims MO~Tn~ by Orttel, Seconded by Lachinski, for approval of Claims 2295 through 2297 in the amount of 't2,075.38. Motion carried unanimously.
