3. Authorization for Review of Plans/Specs (Public Services Bldg.)
A motion is needed to authorize T. K. D. A. to proceed with
the review of plans and specifications for the public services
building as prepared by Bloomquist, Inc.; and to make their
comments to the City Council on Or before October 24, 1978,
at a cost not to exceed $1,250, said cost to also include assist
ance in adve rtising for bids, analysis of bids when received,
and recommendation for award.
4. Regional Meeting - Additional Authorization
There was some question at the October 17 Meeting on the need
for any other staff people to attend in addition to the Clerk/A. Adm.
Attached is a letter covering discussion items at this meeting. You
will note a large portion involves the Building Official; therefore, I
would recommend that he also be given authorization to attend.
5. Payment of Claims
Three (3) claims require approval.

MINUTES
A Special Meeting of the Andover City Council was called to order byt~yor Jerry
Windschitl at 8:50 p.m., October 18, 1978, at the Andover City Hall, 1685 Crosstown
Blvd. N.W.
Councilpersons present: Lachinski and Orttel
Councilpersons absent: McClure and Vanderlaan
Also present: City Clerk, Pat Lindquist, Wes t~d, Glen Rogers, Bob Peach,
Bob Dillon, Vie Evans
Agenda Approval
MOTION by Lachinski, seconded by Orttel, to approve the agenda. Motion carried unanimously.
Authorization for Review of Plans/Specs (Public Services Bldg. )
Mayor Windschitl stated apparently now Bloomberg, Inc. is taking the position, contrary
to what he understood, that none of the mechanical, electrical, heating, air conditioning,
etc., they are not going to provide certified plans for bidding purposes. Councilperson
lachinski asked when that changed. 1layor Windschitl said at the last meeting 1~. Herr
stated he wasn't going to provide certified plans. Pat Lindquist stated Mr. Herr had
stated he had a certified registered architect that he works with. She had checked with
John Davidson of T.K.D.A. whð tdld her you had to have certified plans and specs for bidding
purposes. Mr. Evans said he believed the wording 1œ. Herr used was that the State requires
architectural certification. Mayor Windschitl stated the Statute says a registered arch-
itect or engineer has to certify the plans. Councilperson lachinski commented there was a
checklist given to t!r. Herr and certified plans and specs were on that list. Councilperson
Orttel thought the entire package was certified by an architect or an engineer and didn't
think internal specs were needed. M~yor Windschitl said no, take the electrical for instance,
the plans say 400 !UIlp. service. How do we know how to compare the bids? There is no detail
whatsoever on the mechanical, electrical or heating. Glen Rogers stated usually the specs
contain trade names and code number or its equivalent. The electrical doesn't even show
overhead or underground wiring. By City Ordinance, underground wiring is required. Pat
Lindquist checked the plans for the City Hall building and stated there is no certification
shown on the mechanical, plumbing and electric. However, she knew nothing of subsequent law
changes. Mayor Windschitl said the City Attorney, Bill Hawkins, told him the mechanical,
electrical, heating and plumbing has to be certified before it goes out for bids. t!r. Evans
stated what upset 1~. Dillon was that the 400 amp. service doesn't specify the number of
circuit breakers, but it has to meet code. He honestly didn't know if this was a problem.
In response to a question, t!r. Evans thought Mr. Dillon was a wiring electrician by trade.
Pat Lindquist stated Mr. Herr said he would not certify whoever gets the bid, ie., he will
not put on the certification stamp. Further, the contract Bloomberg and the City signed
said in part "the said amount shall include expense that may be incurred by the architect
and shall be paid upon receipt and acceptance by the City of completed plans and specif-
ications." If every sheet isn't certified, does this mean it is not done? Mayor Windschitl
said the key word is biddable drawings; the City Attorney said they are not biddable unless
they are certified. Councilperson Orttel stated the only way to solve the problem is to
submit them to T.K.D.A. and ask' if they are biddable specs. Councilperson Lachinski agreed
but thought they were getting into a gray area, the City Hall building wasn't certified on
the internal specs. Mayor Windschitl stated the question the Council has is Just to make

sure they don't put something out for bids that is illegal.
MOTION by Orttel, seconded by Lachinski, to authorize T.K.D.A. to proceed with the review
of plans and specifications for the public services building as prepared by Bloomberg, Inc.;
and to make their comments to the City Council on or before October 24, 1978, at a cost
not to exceed $1,250, said cost to also include assistance in advertising for bids, analysis
of bids when received and a recommendation for award. Motion carried unanimously.
Discussion: The October 19, 1978 Building Committee meeting was cancelled in order to give
T.K.D.A. time to review the plans. 1~. Dillon was in the building and was asked to explain
his objections to the drawings presented by Bloomberg, Inc. }~. Dillon stated there wasn't
anything there to bid on, no detail. There is no catalog number, what is a Type A fixture?
No one can take this plan and determine if someone else's shop drawing is equal to it.
There is nothing to reference it to. Mayor Windschitl commented on the fire truck bids each
item had a brand name or its equivalent. Mr. Dillon stated an architect is only a part of
it, the architect drew the picture. The rest of it is designed by engineers and Bloomberg
has no engineering staff. What we are looking at is a draftsman's layout. Mayor Windschitl
Mr. Herr stated he had connections with an engineering firm on a contract basis. It was
discovered the mechanical seemed to be much more complete than the electrical, they have
specified fixtures or their equivalent. No electrical outlets on the north wall was then
discussed. Mr. Evans stated they were not needed now because they don't have enough vehicles
to fill up the north side. As the north side is filled up, they can be added later. At
this time they are trying to get the most building with the funds available now.
League of Minnesota Cities Regional Meeting
MOTION by Orttel, seconded by Lachinski, to authorize the Building Official to attend
the meeting regarding new energy requirements for city owned buildings and buildings within
the city sponsored by the League of Minnesota Cities on November 1, 1978. Motion carried
unanimously.
Payment of Claims
MOTION by Orttel, seconded by Lachinski, to approve Claims #2094, #2095 and #2096 totalling
$115.37. Motion carried unanimously.
MOTION by Orttel, seconded by Lachinski, to adjourn. Meeting adjourned 9:37 p.m.
