SPECIAL CITY COUNCIL MEETING - AUGUST 18, 1978
MINUTES
A Special Meeting of the Andover City Council was called to order by !ßyor Jerry
Windschitl on August 18, 1978, 4:15 p,m" at the Andover City Hall, 1685 Crosstown
Boulevard NW, for the purpose of canvassing the results of the Bond Issue Election and
to review architectural quotes,
Councilpersons present: Lachinski, Orttel, VanderLaan
Councilperson absent: McClure
Also present: City Clerk, P, K, Lindquist; Fire Chief, Vie Evans; and
Assistant Fire Chief, Bob Peach
Bond Issue Election Results
The Clerk testified there were no irregularities or infringements of the law and no
departures from the usual voting procedure during the election,

MOTION by Orttel, Seconded by Lachinski, introducing the following Resolution:
Resolution Canvassing Returns of Special Election, BE IT RESOLVED by the City Council
of the City of Andover, Minnesota, that the special election held in and for the City
on August 17, 1978, was in all respects duly and legally called and held and the returns
thereof have been duly canvassed, and the votes cast at the election for andágainst the
bond question submitted to'the electors were as follows: Shall the City Council of the
City of Andover, Minnesota, be authorized to issue general obligation bonds of the City
in an amount not exceeding 3430,000 to finance the acqusition and betterment of fire
fighting equipment and a pUblic services building to house this and other equipment of
the City?

The ballot question having received the approval of a majority of the votes cast, is
hereby declared to have carried, Motion carried unanimously,
Councilperson VanderLaan left the meeting at 4:20 p,m,
Discussion on Architectural Quotes,
Fire Chief Vie Evans reviewed the quotes for biddable plans for the pUblic services
building from five firms and discussed 'with the Council the"differences, advantages,
and 'disadvantages of each of the firms, ' Of all the firms Mr, EVans contacted, these
were the only five that were interested, Afterwards the Council directed Mr, Evans to
get the time it would take these architects tò complete the biddable plans'and
specifications; whether metal building-contractors could 'bid on those plans prepared
by Bloomberg, which specializes in pre-stressed concrete; what the time schedule would
be for building the building should they receive that bid; 'ánd to obtain samples of
their plans and specifications for the next meeting on Wednesday,

Fire Chief Evans also asked if the City wanted to participate in an educational pro-
gram for Fire Prevention Week; October 8 through 14. He felt it would cost about S120
for supplies, pamphlets, etc., to be given to students àt the grade schools. If so,
these supplies must be ordered by the end of this month. He will gather further in-
formation to be presented at the next meeting.
Fire Chief Evans also requested some direction about City employees joining the
Volunteer Fire Department. Counci1person Lachinski stated he will be calling"a meeting
of the Personnel Committee, hopefully this month, where this can be discussed.
MOTION by °rttel, Seconded by LachinSki, to schedule a meeting for 7 o'clock at the
City Hall on Wednesday, 23rd of August to discuss quotes on plans -and specs for the
building and other Fire Department related matters. Motion carried on a 3-0 vote.

Meeting adjourned at 4:55 p.m.
