HomeMy WebLinkAboutPH October 18, 1978 · ~ 01 ANDOVER CAPITAL IMPROVEMENT FIVE YEAR PROGRAM PUBLIC HEARING - OCTOBER 18, 1978 MINUTES Pursuant to notice published thereof, a Public Hearing on the City of Andover's Five Year Capital Improvement Program was called to order by Mayor Windschitl on October 18, 1978, 7:35 p.m., at the Andover City Hall, 1685 Crosstown Blvd. N.W. Council and Cap. Imp. Comm. Members Present: Lachinski, Orttel, Lindquist, Mend & Rogers Council and Cap. Imp. Connn. Members Absent: McClure, VanderLaan, Cherney, Green, Kishel & Stapek Also Present: Fire Chief Evans & Ass't. Fire Chief Peach Mayor Windschitl stated the purpose of the Public Hearing was to go over the Five Year Capital Improvement Program from a Council standpoint and invited anyone else who was interested to make connnents. He then turned the meeting over to Councilperson Orttel, Chairman of the Capital Improvement Committee. Chairman Orttel briefly went over the contents of the Five Year Capital Improvement Program until he reached Sections 5 and 6. 78-8 - Fire Department Under comments regarding the fire department, Chairman Orttel suggested some sort of a survey of desirable well sites be made and noted so when areas are platted the City would try to obtain public land from the developer which would eliminate the need for funds to purchase property. 78-9 - City Hall Expansion The Committee felt with the new Public Works building to be constructed west of City Hall, some of the City staff could be moved which would increase the office space at City Hall. Some adjustments and corrections were made on the other requests. The Committee then went into what type of funding was available. The project requests were then prioritized. It was felt sealcoating should be the number 1 priority in order to protect the City's current investments. Chairman Orttel then went on to explain the reasoning behind the other priorities. Whether or not CETA funding would be available next year was discussed at length. Chair- man Orttel said the five year program can be adjusted at any time to take advantage of CETA funding and any 1977 surplus. On the other hand, he read No.8 under the Committee's guidelines, "The above guidelines are not intended to prevent the Council from acting on emergency issues." A question arose as to how much money will be received in tax revenues next year. Pat Lindquist stated the actual figures should be known by the end of November. By the middle of January, we should know if there is any 1977 surplus and whether or not CETA funding will be available for 1979. Wes Mend asked if it wouldn't be wise to set up an emergency fund to take advantage of items that come up, this fund would be in addition to the monies budgeted to tide the City over until tax revenues, etc. are received. Mayor Windschitl stated current residents and now the State Legislature object to this type of "sinking" fund in that they shouldn't be providing something now for future residents. Councilperson Lachinski felt there should be a line item in the budget for capital purchases. Pat Lindquist thought whatever surplus funds in a previous year could be Public Hearing ,ctober _, 1978 Nlnutes - Page #2 designated for capital improvements the following year. Mr. Evans and Mr. Peach commented the August 30th minutes were half right. Royce Bennett has a well but it is inaccessible, and the power company charges $150.00 to start it up. Lester Hughes has a well but the controls and valves are locked up. ~Ær. Hughes stated the fire department could use it but he has to be home to unlock it. Also, the well has the wrong kind of fittings. The County has a 6" well with a low capacity pump. Mayor Windschitl thought possibly a smaller expenditure on that well would make it usable. If the City were willing to replace the pump, he didn't think the County would complain. Mr. Peach stated he has talked to the County Engineer and he didn't seem tÅ“anxious as he keeps telling him he is going to look into it. Mentioned was possibly the County Comm- issioners could be contacted regarding this subject. ~Ær. Peach remarked there is a well on railroad property but it hasn't been used since 1920. The railroad said the City could have it but its condition hasn't been checked yet. There'is water available in 3/4's of the City but there is no water in the north-east quarter, according to Mr. Peach. The fire department needs 150-200 gallons of water pumped per minute. Their capacity now is approximately 4,000 gallons. Chairman Orttel stated the most damage in a house fire is done by water; it is his understanding that you limit your water on a structure fire to under 2,000 gallons. Mr. Evans said it is true you try to keep the amount of water down but last year the Anoka Fire Department used 6,000 gallons on a fire. A detached garage caught on fire and the infrared radiation caused the house to catch on fire. Mr. Peach commented most house fires are put out on less than 2,000 gallons. There was some discussion on pumping time, travel time, number of hoses used, etc. Chairman Orttel mentioned there are two high capacity wells in Cedar, one at the creamery and one at the old train station which might be worth looking into. Wes Mand stated maybe deep wells are not needed. Perhaps by placing six sandpoints in an area near existing water could possibly pull 150-200 gallons a minute. Mr. Evans said a lot of air had to be sucked out of the pipes which is time consuming. They have centrifugal pumps which are not self- priming . They have a small electrically driven rotary gear pump to suck 10 ft. of air out of 4 inch pipes. If you start tying pipes together, the more air has to be sucked out Mayor Windschitl suggested the fire department locate desirable well sites as soon as possible so that when a new plat comes in, in that section, public land could then be obtained for well purposes. By using the aerial maps and topogs, a site could be chosen very rapidly. Chairman Orttel asked if there were any further comments. There were none. MOTION by Orttel, seconded by Lachinski, to approve the Five Year Capital Improvement program as presented by the Capital Improvement Committee at the Public Hearing held on October 18, 1978. Vote on Motion: Yes - Lachinski, Orttel, Windschitl - No - None. Motion carried unanimously. MOTION by Orttel, seconded by Lachinski, to adjourn.
