Mr. Clough commenced employment with the City in July, 1976. He was
paid less than an, average starting salary inasmuch as he lacked experience
in the building inspection field and was not certified as an assessor; he had
received his Building Official's Certification at that time. He did receive
the customary 10% probationary increase after 90 days. The July 1, 1977
increase 'would include consideration of the I-year experience. This salary

Mr. Muscovitz commenced employment with the City in June, 1976. He was
started at a salary commensurate with the work for which he was hired, that
being un- skilled park and building maintenance. He received the customary
10% probationary increase after 90 days. In early 1977, he was assigned
additional duties in such fields as Weed Inspection, Signing Program, and'
foreman for the summer youth employees. The 7/1/77 increase would
include an adjustment for the higher classification of duties, and for the
manner in which they were performed, and would equalize him to employees
with equal service time and with similar classification of duties in comparable
cities.

Additional duties were assigned in April, 1976. The salary paid at that time
covered merit for the previous six months and the additional duties; they
being 1) Road/ Building/ Park Supervisor, Zoning Administrator, 3) Building
Official and 4)General Administration for Building and Public Works.
Correspondence has been received since that time that Mr. Thurston has
found it impossible to handle completely some of the assignments due to a
time problem; and in January, 1977, Mr. Thurston requested a staff re-
adjustment, with a corresponding adjustment in salaries. Although the
duties were not adjusted as requested, correspondence has been received
in 1977 from Mr. Thurston stating in part that he did not have time to perform
the required assignments, however, no salary adjustment was made. On
1/1/78, the duties will officially be removed. I am not recommending a
decrease in salary for the les ser paid classifications because of the
anticipated increase in the public works field, and the cost of living adjustment.
Ii duties in the public works field do not materialize due to lack of equipment
etc, an adjustment may have to be made.
