existinr, status of the Prairie Road bridçe replacement proßram (approval received from the
Hinnesot~ Department of Transportation for the construction of a prestresGed concrete
brid~e and the ~}2 per~it for construction has been received) and the recommendation of
action necessary at this ti~e. !:r, Stoclmell explained that the ')3,500 charge includes
both t'he South Coon !';ree:-: Drive and Prairie ::?oad '9ridge, including plans for roadway
construction on South Goon Creek Drive ~~d approach fill needed to build the abutments
on TTairie Road, ~lus rig~t of way acquisitions. Also, two sets of riGht of way plans are
needed for South Coon Creek Drive. This ')3,500 charße by TKDA would not have chanßed had
t'18 Council ordered the culvert bridGe.

nro~ram and the action necessary at this ti~e. In sUr.1r.1ary, the culvert bridge has been
an~roved by the Hinnesota Department of Transportation and funds have been allocated under
t'1e ~ridge Pe~laceMent Proßram. Based on the Council's decision to construct a prestressed
canc~ete bri~Ge, a letter must be sub~itted requesting allocation for the culvert bridGe
be removed from their approved list, and re-apply for permits for a prestressed concrete
brid~e. Anticipated approval for the prestressed bridße is Ifovember 30, 1977, as we 'would
be !;iven priority, on the new bridge plan. !~. Stockwell felt it vias not likely that the
prestressed concrete bridge would not be approved. He also revie':.red the investigation
of a sidev¡alk on South Coon Creek Drive Bridce. In summary, the proposed bridGe is 44
feet wide, which is wide enough to provide a 10-foot width on either side of the bridGe for
bikeway or walkw~y travel. Future plans for the 2re3. ~ay dictate a separated bikeway/
walk\'.ray trail sys tern. !!r. Stoc!;;:':lell ex:plained this was done in FerGus Falls at a cost of
arproximately ~25OOO. The addition of a side\'!al~: would call for tho cor.:.plete renovation
of the existinß blidge plan, which would cost an additional j2,OOO of engineerinß fees,
these bein~ eliGible fro~ State Aid FUnds, If this were done, about a I-month delay in
receiving approv~l of the bridse is anticipated.

r~r. Stoc~:'..:ell felt confident the :prestressed bridge vrold be approved. Discussion v:as the
concern of as1':.in,:; Ifor the re~oval of the authorization for the culvert bridGe and re-
applyiTI~ for a ~!"c8tressed bridGe. Councilpason Lachinski stated if there is any possibility

the prestressed brid~e would be rejected, the City would want to keep the culvert-type
brid~e on South Ijo'on Creel: Drive. 1-:. Stocl-':.well was directed to tê1.ko care of this,
possibly submittin~ a letter to the D3þartment of Transportation requesting the allocation
for the three-barrel culvert ~e re~aved from the approved list and that ITe be placed on the
list for a nrestreksect brid~e. -

;':r. Stncl-:well stated as far as the Andover state Aid Account is concerned, the riC!'1t of way
acquisitions were ~nClUded; but the additional ")2,000 enGineering fee a if a sidewalk is
electl'Jd VIaS not inpluded. In s?ea:-:ing \':ith t~e State Aid Department ;resterday, Hr. Stoclnr.rell
stated they have re-evalnated Andover's needs on roadway construction, which is the
basis for t~e allotment, and at this ti~e they anticipate a very large increase in the City's

final cover.
I'".. Stock::ell alGa felt that to excavate that particular pond would aid the storm sewer
system considerably, but stated the City would not have to excavate. The result v~uld
~oan in a bad year, the storm sewer syste~ would be partly submerged, Councilperson
Ù1c"hin31:i C!ueGtioned the practice of givinG the dirt from the project in Red Oaks to I-:r.
Conroy; couldn't the City use that dirt either to develop the pondinr, site areas or to be
used elsewhere in the City rather t!1an Gi~ply r,ivinr, it away? rœ. Stockwell stated there
nhO\llrt be no need to be tauli~~ dirt into the pondin~ site in the future to complete
V1e final development of the pond. ~inal development plans for the pond call for one deep
portion for the ~ond itself with the surroundin8 area filled in and sloped to~ard that deep
portion, possibly to be tlBed as a par:\: a!'ea in the dry years.
. ~~yor ~indschitl also expressed concern over the amount of dirt that has been given avay
that could haveEÐssibly òeon Gold by the City or for use by the City itself, 1;3-'. Stockwell
exrylained there is nOu~ere else to put that dirt. :Ie also stated that in writing speci-
fications for the street þro~r~m, t~e contractor has to be told exactly where he can put
tr.e excess dirt. I :r, on future projects, the Council ';,r3.nts to retain pOGses.ai:::m of the dirt
and can sUyyly the contractor a ~lace to put it until it is used, this could be done. The
~olicy has been ~o ,ut t~c dirt in tta nearest place and to a resident beinG affected by
the project. At ;this time, the Conroy pro~erty waG the only place to put the dirt. It
also ~a1:cs a difference in the contractor's bid as to how far he has to hai the dirt fro~
the !1roject. I
