SPECIAL CITY COUNCIL MEETING - SEPTEMBER 29, 1977
MINUTES
A Special Meeting of the Andover City Council was called to order by Mayor Windschitl
on September 29, 1977, 7:15 p.m., at the Andover City Hall, 1685 Crosstown Blvd. N.W.
Anoka, Minnesota.
Councilpersons present: Lachinski, McClure, Orttel, Vanderlaan
Councilpersons absent: None
Also present: City Attorney, William G. Hawkins; City Engineer, Rex Stockwell;
City Clerk, P.K, Lindquist; and interested residents,
The purpose for this meeting was to set a date between the City Council to review the
Mayo-Bankey lawsuit with the City Attorney. Attorney Hawkins stated he would like this
meeting held as soon as possible, no later than next Thursday, October 6th. Mayor
Windschitl expressed the desire he would like to have the full council present at the
meeting. Councilperson VanderLaan brought up the fact they could operate with a quorum
if necessary. Full council attendance was not possible before October 6th. It was
suggested the~ hold the meeting after tonight's assessment hearing. Attorney Hawkins
stated he wasXprepared at this time as he brought no information with him on this subject.
MOTION by Vanderlaan, seconded by Orttel, that the City Council meet at 6:30 p.m., October
4, 1977, at the Andover City Hall for purposes of discussing the lawsuit regarding Horace
Mayo and Charles Bankey and the City of Andover. Motion carried unanimously.
Discussion: Councilperson Lachinski stated he would be unable to attend but had sufficient
time to document any concern before that time. Councilperson Vanderlaan asked Attorney
Hawkins to be prepared to advise the council of the proper parliamentary procedure, if need
be, at the meeting next Tuesday.

Meeting adjourned 7:25 p.m.
