The Special !·;eetin:i of the Andover City Council \'las called to order 'by l·:ayor
Jerold ~indschitl on Ja~uary 31, 1977, 7:30 p,m, at the Andover City Eall, 1685
Crosstown 30ulevard 1~7J .'\noka, Hinnesota. The Special Heetins was held to
interview applicants for the position o?en on the City Council.

and othe~ interested residents

The follo~ing persons applied for the positio~ of City Councilperson:

The intervierr of each of the above ~as by questions asked of the candidate by each
Councilperson and the !:Ð.yor in rotation for about 20-25 !Ünutes, Residents were
then allo~ed to ask questions of each ca~didate, a~d then the candidate was allowed
to r.1ake a statet1ent at that t5..:'!Ic.

Council recessed at 9:25 ~fter all c~ndidates had been intervie~ed.

Hayor ':.Iindschitl referred to his state!:18:1t to the Council at the January 17 Meeting
,
sayinG if the pajority of the Council could not reach an a~ree!:1ent, the decision
to appoint a Councilþerson reve~ts to the !:ayor. He would not appoint GO:-Jeone froa
the croup alretdY intervie~ed because it ~ould be a handicap for someone to be
appointed with ut the surrart of the T:!ajority of the Council. Tho r;ayor had previously
nat'lcd Larry TIe zlaff and Don Jacobson, but ".'ill take !1r. Jacobson's na:r.w off and
put do~n LarrY~;¡etzlaff or SO'Cle other sÜIiliarly qualified perso~, ~he ;¡ayor hOlOed
that the Counc'l could reach a decision tonight, but if one could not be reached, he
will appoint s ~eone. In order to Give the Council latitude and in an atte~pt to

tell the Council his position, the ¡'layor said he could accept the followinG people
for Councilper' on: :·Iarl: .llrnold, d'Arcy Bosell, Don Jacobson, and 30b r.:cClure.
There VIas a di cussio~ on the no~inating procedure as to what would ha~pen in event
of a tie. r~.:lY r ~7indschitl said that in case of a deadlock, there was no procedure
for goinG bac}~ over the vote and that the ;·:ayor would have to a?point someone to the
positio~ of Co !lcilperson. Also, the final vote ~ill be by paper ballot ~ith the
Councilperson' na~e on it so that anyone doesn't influence another's vote. A

norÜnation--ju t a ~otion and a second.

:provision to 11 Id the vote o:pen for a change in CO-se of a 2-2 split. The only ì'lé1Y
to ~revent a t~e is if the !'ayor abstains, !:r, Jacobson and 1!r, !!cClure \'lere asked
if one vlQnted 0 withdraw their noni!1ation. 30th declined.
