Councilpersons present: Lachinski, 0rttel, "anderLaan Councilpersons absent: None Also present: City Clerk, P, K, Lindquist, persons to be interviewed, and other interested residents The nomination process to be used after the interviewin!~ was discussed. The letter addressed to the City Council from Hayor Winds chi tl regarding this process and the interviewing process, was reviewed, (s~ AI1W.~"o) 'nTIO~ by Orttel, Seconded hy VanderLaan, to apnrove the agenda as 1'fitten, Carried un~~imously, The fol101~ing persons applied for the position of City Councilnerson: d'Arcy Bosell Arthur .Taworski .Tan Pasche Terry Reuther I The interview of each of the above in attendance was by questions asked of the candidate by each COU:1cilperson and the 'Iayor in rotaÚorì, until all questions had heen answered. 'Iavor Windschi t again reviewed his letter to the City Council on the voting process, The fol101áng p ocess will he used: A person 1~ill be nominated, this nomination will be secondeù; it "ould then he possible to nominate another nerson, with another second, until a MOtion s made to close the nominations, At that til"e it would take a I"a.iority vote on one of he candidates nominated to place this person in the open position. If a nomination is not seconded, the motion dies and also i"' there is a tie vote on one candidate, he motion dies. The motion must he carried bv a majority vote. As I understand, the law ~n filling this position, the Council can vote on any motions made, however, if a tie vote exists or if each motion dies for the lack of a second, the Mayor then has the duty by State Law to appoint someone. If the Council cannot get at least a 3 x 1 vote or hopefully a 4 x 0 vote for someone we have interviewed tonight, I will not appoint from this group of peoplefJ51 feel it would be a major handicap for the individual and the Council to háve someone that was appointed knowing that he or she did not have the support of a majority on the Council. I would attempt to appoint either Don Jacobson or Larry Retzlaff to the vacant seat. Both of these individuals have city experience and based upon past votes on each of theee individuals, it would appear that either one would be acceptable to everyone on the Council. It should be pointed out that neither of these individuals supported me in the last election, in fact one of the persons was Mr. Arntzen's Precinct 2 chairman. I make this statement because the State Law gives the Mayor a lot of power in filling a vacant council position and I want the Council to know my feelings on the entire issue and who I would appoint if a majority agreement cannot be reached here tonight."
