SPECIAL CITY COUNCIL MEETING - JANUARY 10, 1977
MINUTES
A Special Meeting of the Andover City Council was called to order by Mayor
Jerry Windschitl on January 10, 1977, 7 :30 P, M, at the Andover City Hall,
1685 Crosstown Boulevard N, W.. for the purpose of interviewing applicants
for appointment to the Andover Planning and Zoning Cotnrrlission,
Councilpersons present: Lachinski, Orttel, VanderLaan,
Councilpersons absent: None
Also present: City Clerk, p, K. Lindquist and interested citizens,
Agenda Approval
MOTION by Orttel, seconded by Lachinski, to approve the agenda as written,
Councilperson VanderLaan questioned Item No, 6 (Selection of Sub-Committee
Chairman/Ordinance Review and Revisions), noting that City Ordinance No, 11
states that the Commission has the authority to set up a sub-committee and
designate the chairman if they feel such a committee is required; and that
the City Council cannot do this for them. It was agreed to discuss this item
further at the time that it was scheduled on the agenda. Vote: Unanimous,
Motion carried,
Planning and Zoning Commission Interviews
The following persons were scheduled for interviews commencing at 7:30 P. M.,
and allowing 15 minutes per interview:

Applicant No, 10, Rodney Johnson, presented a letter of withdrawal. All other
applicants appe~red at the scheduled times and were asked the following questions:
1. Have y¿u read and become familiar with City of Andover Ordinances?
2, What a5e the duties of the Planning and Zoning Commission?
3. What iSI the purpose of the Community Development Plan?
4, What is the purpose of Ordinance No. 10?
5. Based in what you know about the past history of Andover, and its present
conditi ns, what programss, if any, in terms of community development
or refiriement, should be initiated for the residents of Andover?
6, What dj you feel is Andover's responsibility to neighboring communities?
7, What is, the purpose of Ordinance No.8?
8, In hand ing a particular situation such as rezoning, special use permit,
or variance request, what criteria would be used in order to arrive at a
recommendation which would ultimately be acted upon by the City Council?

MOTION by VanderLaan to appoint d'Arcy Bosell to the Planning and L.oning
Commission for a 3-year term expiring December 31, 1979. Motion dies-
no second,
MOTION by Lachinski, seconded by Orttel, to appoint Robert McClure to the
Planning and Zoning Commission for a 3-year term, expiring December 31, 1979.
Vote: Yes - Lachinski, Orttel, Windschit1; No - VanderLaan. Motion carried.
MOTION by Orttel, seconded by Lachinski, to appoint Jim Elling to the Planning
and Zoning Commission for a 2-year term expiring December 31, 1978, Vote:
Yes _ Orttel, Lachinski, Windschitl; No - VanderLaan. Motion carried,
MOTION by VanderLaan to appoint Robert Rylander to the Planning and Zoning
Commission for a I-year term expiring December 31, 1977. No second - motion dies.
MOTION by Orttel, seconded by Lachinski, to appoint John Johanson to ~b.e Planning
and Zoning Commission for a I-year term expiring December 31, 197'1. Vote:
Yes _ Lachinski, Orttel, Windschit1; No - VanderLaan. Motion carried.
Synopsis of selection as follows:
John Johanson - 1 year term expiring 12/31/77
James Elling - 2 year term expiring 12/31/78
Walter Br.ms - 3 year term expiring 12/31/79
Robert McClure - 3 year term expiring 12/31/79
Planning and Zlning Commission Chairman

MOTION by Wmdschitl, seconded by VanderLaan, to appoint Donald Jacobson
as Chairman of the Planning and Zoning Commission for the 1977 Year. Motion
carried unanim'ously.
SUb-committej Chairman/Ordinance Review
Mayor Windschltl stated that his reason for requesting such a committee was
that it was essJntial that this work be done as soon as possible and a sub-committee

could devote additional time to this. Councilperson VanderLaan noted that she
did not object tb the sub-committee or Mr, Retzlaff as Chairman, however, it
could not be habdled by the City Council per Ordinance No, 11. Other possibilities
for disposition pf this sub-committee were discussed. MOTION by Lachinski,
seconded by Orf.tel, to recommend to the Plannmg and Zoning Commission that
a committee of three (3) Commission Members be set up to deal with the matter
of ordinance reÇiew and revisions; and that Larry Retzlaff be appointed chairman
of this committ~e, VanderLaan noted that this method would deprive the new
members of thd P&Z Commission the opportunity to work with the ordi!'lances,

9. What role should the City of Andover play in the implementation of the
Metropolitan Council Regional Development Plan?
10, As the City of Andover grows, the Planning and Zoning Commission will
be required to devote an increasing amount of time to the development of
affairs of the City, With this in mind, would you be able to devote a
minimum of one meeting night per week, and would you also have additional
time available during other periods to review documents, reports, plats
or to serve on sub-committees of the Commission? Would you also have
time to attend public hearings conducted by other governmental units which
would have direct bearing on policies established by the City of Andover?
Would you have time to attend meetings of other municipalities in order
to gain some insight into a particular issue which might corne up before
the Andover Planning and Zoning Commission?
11. In the event you were not selected for the Planning and Zoning Commission,
would you be interested in serving on any other committees for the City of
Andover, i. e. , Park/Recreation Commission, Crime Prevention Committee,
Capital Improvements Committee, Historical Committee. Road Improvement
Committee, Fire Prevention Committee, and Resident Communication
Committee?
12. Have you followed the Metropolitan Land Use Planning legislation? If so,
how do you believe this affects the development of the City of Andover?

Other question~ relative to individual work and municipal experience were asked
of various applicants.

A discussion on information contained in the "Selection Process/Planning and
Zoning Commission Resolution" was had. MOTION by VanderLaan, seconded
by Windschitl,lto amend the resolution to have the "~Jot Appointed to Commission"
letter, second Isentence, changed to read as follows: Although you were not
appointed to the Commission at this time, the City Council wishes to thank you
for your inter~st in the operation of the City of Andover, and encourages your
efforts to conttbute to representative government. Note: It was felt that the
original letter as not clear as to whether or not the applicant had received
appointment to the Commission. Motion carried unanimously,
Selection of P/Z Members
MOTION by vJnderLaan to appoint Robert Snyer to the Planning and Zoning
Commission fdr a 3-year term, expiring December 31, 1979. Motion dies-
no second,
MOTION by Lachinski, seconded by Orttel, to appoint Walter Bruns to the
Planning and Zbning Commission for a 3-year term expiring December 31, 1979.
Vote: Yes - L1tchinski, Orttel, Windschitl; No - VanderLaan, Motion carried,

Commission Sub_Committee (continued)
MOTION by VanderLaan to inform the Planning and Zoning Commission that
City Ordinance No, 11 states the Planning and Zoning Commission may create
and fill such other offices as it may deem necessary for its own administration;
and that it shall adopt rules for the transaction of business and keep a record
of its resolutions, transactions and findings, No second - motion dies.
MOTION by Lachinski, seconded by Orttel, to recommend to the Planning
and Zoning Commission that they create a 3-member sub-committee to
work on revising and redrafting of new ordinances; and to recommend that
Larry Retzlaff be made Chairman of this sub-committee. Vote: Yes - Orttel,
Lachinski, Windschitl; No _ VanderLaan. Motion carried.
Councilperson VanderLaan stated for the record: "The Planning and ZDning
Commission has been given authority by Ordinance No. 11 to create and fill
such other offices as it may deem necessary for its own administration; and
in my opinion all Commission Members should be involved,"
Mayor Windschitl stated for the record: "The motion that was passed was a
recommendation and not a mandate, "
Park/Recreation Commission Liason

MOTION by Orttel, seconded by Lachinski, that Ralph Kishel be reappointed
as Park/Recrek.tion Commission Liason for the 1977 Year. VanderLaan noted
that this has al\vays been a rotating position, Motion withdrawn,
MOTION by vlderLaan, seconded by Windschitl, that Larry Retzlaff be
appointed as PÅrk/Recreation Commission Liason for the 1977 Year. Motion
carried unanirriously,
Adjournment
MOTION by VanderLaan, seconded by Orttel to adjourn, Motion carried
unanimously.
