SPECIAL CITY COUNCIL MEETING - FEBRUARY 24, 1977
MINUTES
The Special Meeting of the Andover City Council was called to order by Mayor Jerry
Windechitl on February 24, 1977, 7:30 p,m" at the Andover City Hall, 1685 Crosstown
Boulevard NW, for the purpose of interviewing applicants for appointment to the
Andover Park/Recreation Commission and to the Planning/Zoning Commission,
Councilpersons present: Lachinski, McClure, Orttel, VanderLaan
Councilpersons absent: None
Also present: City Clerk, p, K, Lindquist and interested citizens

MOTION by Orttel, Seconded by VanderLaan, to approve the agenda as written,
MOTION AMENDED by Lachinski, Seconded by Orttel, to include Item 8, Discussion on
Current Road Conditions,

Park/Recreation Commission Interviews
Mayor Windschitl informed the Council that Glen Rogers had called saying his son had
just been in an accident, and he wasn't sure whether or not he would be able to come
in for his interview, Mr, Roger's did arrive at 9 o'clock for his interview,
The following persons were scheduled for interviews commending at 7:30 p,m, and
allowing 15 minutes per interview:
1, Monico Ancheta 5, Glen Rogers
2, D'Arcy Bosell 6, Bob Rylander
3, Rodney Durre 7, Bob Snyder
4, Tom Pahl 8, Judy Strandmark

Applicant Rodney Durre did not appear for the interview, He didn't call nor could he
be reached to find out why he wasn't there, All other applicants were interviewed and
asked the following questions:

1, Have y~u read and become familiar with the City of Andover Ordinances
pertaining to Parks and Recreation, 10, lOA and lOB?

2, What are the duties of the Parks and Recreation Commission?

3, What is the purpose of the Community Development Plan?

4, What is the purpose of the Comprehensive Park Plan?
I
5, What is the purpose of Ordinance 10 as it pertains to Parks and
Recreation?

Based on what you know about the past history of Andover and its present
conditions, what programs, if any, in terms of community development or
refinement, should be initiated for residents of Andover relative to
Parks and Recreation?

Interviews (continued)
7, What do you feel is the Parks and Recreation Commission's responsibility
to the residents?
8, In handling a particular situation such as park land dedication, what
criteria would be used in order to arrive at a recommendation which would
ultimately be acted upon by the City Council?
9, As the City of Andover grows, the Parks and Recreation Commission will be
required to devote an increasing amount of time to park development and
recreation programs in the City, With this in mind, would you be able to
devote a minimum of one meeting night per month, and would you also have
additional time available during other periods to review documents, reports,
plats, or serve on subcommittees of the Commission? Would you also have time
to attend Public Hearings conducted by other governmental units which would
have a direct bearing on the Parks and Recreat~on Commission's policies
established by Andover? Would you have time to attend meetings of other
municipalities in order to gain some insight into a part1cular issue which
might possibly come before the Andover Commission?
Other questions relative to individual work and municipal experience were asked of
the applicants, They were also informed that shortly the City will be seeking applicants
to fill various committees being formed should anyone be interested, There were also
several questions asked of the Council by several of the applicants pertaining to
Ordinance 10 regarding parks and recreation,
There was Some discussion as to what to do about those people who did not appear for
the interviews this evening, The procedure of the Old Council on first-time interviews
was to allow a second interview, In one case, no appointments were made that evening;
and in another case, two appointments were made with one held over, Given the condition
of the Park Board tonight, at the minimum two appointments should be made because they
are operating without a quorum most of the time. In discussing how valid Park Board
decisions were when made without a quorum, Councilperson VanderLaan noted that the
League advised that inasmuch as they are not the governing body in the City and their
decisions are n~t binding, when they are without a quorum, the Council can accept or
reject their recommendations,

There was some question as to what should be done with the Planning/Zoning Commission
interview of Gary Schwendinger, Several days ago he called to advise the Council he
would not be able to make his interview until after March 3, Due to the urgency of
making a selection to the P & Z, the Council felt they could not wait until then before
making a selection, Councilperson McClure also didn't feel competent to vote on the
selection for the P & Z since he was not on the Council when the remaining applicants
were interviewed: in January. Therefore, he elected to abstain from that vote, The
applicants interviewed previously for the P & Z Commission were:

The Counc11 thenlcontinued the discussion on the policy when someone does not attend
the original interview, Guidelines could be set so that everyone is treated fairly and
so people are aware of the Council's policy on second interviews, When an interview
schedule is established, if an applicant contacts the Council before the meeting that

he is unable to attend, another interview may be scheduled, If the applicant fails to
contact the Council by the initial interview, he would automatically be eliminated,
However, there may be certain situations that we can deviate from that norm; and rather
than set up rigid guidelines, the decision could be left to the discretion of the
current Council,
Another suggestion was if an applicant called and was unable to attend the scheduled
interview, another interview would be scheduled before the original interview date,
In that way, all applicants would be interviewed and final selections could be made
on the originally scheduled interview date, However, this procedure could be difficult
to adhere to and could cause scheduling problems,
MOTION by VanderLaan, Seconded by McClure, that the Council here and after will deal
with interview schedules for park/Recreation Commission, Planning/Zoning Commission,
and all Special Committees in the following manner: If applicant notifies the Council
of his inability to attend the scheduled interview prior to the calling of order of
the interview meeting, he will be assigned an alternate date or dates not longer than
seven (7) days from the meeting, If applicant fails to notify the Council in above
manner, Council will cease to consider him for membership on the Commission or Committee,
Discussion: When an application comes in, the applicant could be told the interview
date then, The motion becomes Council policy, Applicants should be treated on an
individual basis rather than having a rigid guideline applying to everyone, There is
merit to having a general policy, however, in that people in similiar circumstances
will be treated equally; and the general public is aware of the Council'. procedure
regarding interviews,
MOTION AMENDED by Windschitl, Seconded by VanderLaan, to say for all future interview
processes. Discussion: This gives the Clerk the opportunity to set up the alternate
interview dates ahead,

Zoning Commission for a three-year term expiring 12/31/79,

Selection of Park Board Members

Mayor Windschitl ,mentioned that in the future there may be another opening on Park/
Recreation Commission as Mr, Arntzen has been attending meetings sporadically, Mr,
,
Arntzen has been contacted by the City Clerk and by Mr, Lapham, but he gave no definite
answer as to whether or not he wants to remain on the Commission, Should an opening
,
on the Commission occur, another ad must be run for a week and other interviews
sCheduled, A suggestion was made that an Alternate be appointed for the Commission,
Such a person would serve as an alternate for one year, after which time another
Alternate would be appointed, In case a member of the Commission failed to complete

Park Board Selection (continued)
a termt the Alternate would fill the vacancy until the term expired,
MOTION by Windschitl, Seconded by Lachinski, that the City Clerk prepare a resolution
stating that the park/Recreation Commission procedure be amended to allow for an
Alternate to be selected during the normal selection process and that this Alternate
would fill the first available vacancy that would occur on the Park/Recreation
Commission, Discussion: A suggestion was made that possibly missing three meetings
in a row is not good criteria for dropping a member, It could be on a percentage of
the meetings he is attending, The problem with percentages is in the first few
months of a term, This policy should be decided by the Park Board itself,
Motion carried unanimously,
MOTION by VanderLaan, to appoint Bob Rylander for a term expiring December 31, 1979,
to the Park/Recreation Commission, Motion dies for lack of a second,
MOTION by McClure, Seconded by Lachinski, to appoint Mr, Glen Rogers for a three-year
term on the Park/Recreation Commission expiring 12/31/79, Motion carried unanimously,
MOTION by VanderLaan, to appoint Bob Snyder to a term expiring December 31, 1979, to
the park/Recreation Commission, Motion dies for lack of a second,
MOTION by Orttel, Seconded by Lachinski, to appoint Tom Pahl to the Park/Recreation
Commission for a term expiring 12/31/79,
VOTE: YES-Lachinski, McClure, Orttel, Windschitl; NO-VanderLaan, Motion carried,
MOTION by Orttel, Seconded by McClure, to appoint Judy Strandmark to the Park/Recreation
Commission for a term expiring 12/31/77. Motion carried unanimously.

MOTION by Lachinski, Seconded by Orttel, to appoint Phil Rzeszutek as the permanent
Chairman for the year 1977 for the Park/Recreation Commission, Motion carried unanimously,
Current Road Conditions
I
There are large ponding areas at certain intersections, especially in NorthwoodS and
in Red Oaks, which could be extremely dangerous when this water freezes. The Council
directed the Road Supervisor to inspect these ponds at the given intersections and to
put warning signs or devices where necessary,

Approval of Claims
MOTION by VanderLaan, Seconded by Orttel, to approve check numbers 154 through 158
for the 75-1 FHA Sewer Project for a total of $47,959.95, Motion carried unanimously.
MOTION by Orttel, Seconded by VanderLaan, to adjourn, Motion carried unanimously,
