CITY of ANDOVER SPECIAL COUNCIL MEETING - DECEMBER 3, 1977 MINUTES A Special Meeting of the Andover City Council was called to order by Mayor Windschitl on December 3, 1977, 9:30 A.M. at the Sanitary Landfill Site, 14435 Crc3stown Boulevard Northwest for the purpose of determining the area abutting Crosstown Boulevard where dumping activities would be prohibited. Councilpersons Present: McClure, Lachinski, Orttel CounciJpersons Absent: VanderLaan Also Present: P&Z Members Retzlaff, Kishel, Bosell; Robert Hutchinson of the Anoka County Environmental Services Department; Ronald Roth representing the Landfill owners; Gerald Sunde, Enginee r / Landfill; P.K. Lindquist, City Clerk; and Richard Schneider, Mayor Windschitl briefly outlined the reasons for meeting at the site and for a determination of the northwest fill area limits, i. e., the Landfill permit was up for renewal and prior to the MPCA approving same the question of the amendment for the over-height in the southeast corner of the landfill must be settled. To compensate for the over-height, the City felt that Mr. Roth should relinquish filling in another area (northwest corner). All persons present were given the opportunity to thoroughly view the site as to topography, trees, etc. in the northwest corner, Due to the cold weather, the meeting was continued at the City Hall. Aerial maps of the site were used to determine the outside boundaries of the landfill area. It was noted that the original contract with the City (Grow Township) permitted filling to within 300' of Crosstown Boulevard and PCA requirements established the northerly limits to 300' from Coon Creek, Mr, Sunde stated, in answer to a 'question from Mayor Windschitl, that the ultimate fill in the area in question woJld be approximately 20' above what it is now (884 to 902). I On the basis of the topography and tree lines in the area the Council agreed on a fill limit linel starting at a point on Crosstown Boulevard 300' southwest of Coon Creek extendin~ approximately 1000' southeast and parallel with the Creek, thence approximately 600' southwesterly,with said line bei.ng somewhat convex, and extending to a point appr¿'ximately 100' east of west boundary of landfill, thence south I approximately 400', thence 100' westerly to west boundary line of landfill. I Councilperson Orttel expressed concern that due to the topography a valley could be created whi¿h ultimately could create drainage problems, Mr. Sunde was directed to review the entire a.rea and agreed to "flag" the boundaries in order - to give the Couricil the opportunity to physically look at it. I -~,- Minutes - 12/" / Page 2 - Mayor Windschitl informed those present that the PCA was expecting us to write them a letter stating that all parties concerned were in agreement on where the fill line is to be, Until further calculations could be made, Mr, Roth did not feel he could make such a decision and requested a meeting with the Council after said calculations are completed (within two-three weeks). MOTION by Orttel, seconded by McClure to handle those items left from the December 20 Regular Meeting and resolve the Waste Disposal Engineering matters at a Special Meeting on December 21, 1977 . Motion carried unanimously. It was agreed that the Landfill actions would be first on the agenda, Mr, Roth informed those present that the lime sludge from the Minneapolis Treatment Plant should begin arriving at the landfill on the 12th of December, He stated that this would mean considerable truck traffic into Andover, It was calculated to be approximately 150 to 200 trucks in and out per day, They are planning to come in off Highway 242, north on Hanson Boulevard to Bunker Lake Blvd, , and from there, use the Power Company easement north to the landfill site; if they are unable to use the easement, they will travel west on Bunker to approximately Jay Street and then proceed north cross-country to the landfill site, He noted that no traffic would be using Crosstown Boulevard, Mr, Hutchinson stated that ideally, the County would like to see approximately 12" of sludge and then 12" of planting soil used as final cover on the site. Mayor Windschitl questioned Mr, Roth on the recently established S"-turday noon closing of the landfill, stating that it appeared to be a means of decreasing use by residents. Mr, Roth replied that very few people use the landfill after 12:00 noon- that all commercial dumping ceases at nOon on Saturdays and it is too expensive to keep it open for a few residents, Mayor Windschitl informed the Coun::il that Mr, Roth had, at the PCA Meeting, suggested charging Andover residents; and that he had advised those in attendance that he felt that the City Council would not approve such charges, Mr, Roth stated that he would have a written proposal prepared prior to the meeting of December 21, 1977.
