CITY of ANDOVER SPECIAL CITY COur;CIL :ŒC:TING - AUGUST 11, 1977 J !IlTUTES A Special Meeting of the Andover City Council was called to order by !!ayor Jerry ITindschitl on August 11, 1977, 7:30 p,m" at the Andover City Hall, 1685 Crosstown Tioulevard lP.'J, Anoka, Hinncsota, for the purpose of adopting a TIesolution on the Final Systems Staterne~t, A Public Hearing, and the Fire Protection Co~mittee Report. Gouncilpersons ~resent: Lachinski, HcClure, Orttel Councilperson absent: VanderLaan Also present: City Erc~ineer, Rex Stockwell; City Clerk, P, K, Lindquist; and interested residents 'Ptnal Systems Statement - Resolution for Hearin¡; Hayor Windschitl read the proposed draft of the :Resolution requestinß' a Hearing before the Land Use Advisory Committee to consider amendments to the Final Systems Statement for the City of Andover, During the discussion, the following changes were agreed upon by the Council: Paragraph 5 should read: rmEREAS, the City Council of the City of Andover feels that the projected populations as ShOfffi in the Final Systems statement for the severed area do not correspond to the financins plan used to develop the existing sewer system, and Paragraph 6: As only figures in the Final Systems Statement can be used here, chanc;e 1500 persons to 1,205 persons, Paragraph 7: Discussion was on stating something about the decrease in population in the unsewered areas that the Final Systems Statement shows, The drafting of a paragraph to that effect was discussed, Paragraph 9: Discussion was on not wanting to give the appearance in any way that we are in favor of an airport. The paragraph was reworded to: ~¡O\'I, THERE.."ORE B}'; IT RESOLV}';D by the City Council, of the City of Andover to hereby request a hearing before the Land Use Advisory Comhittee to consider amendments to the Andover Final Systens Statement to malee each Sectioh of the Final Systems Statement consistent with all other Sections, I Discussion was carried over until after the Public Hearing. I TIŒ PUBLIC HF.ARnTG relating to the request for sewer and water on the property on Bunker Lake Boulevard and County Road 9 was called to order by Mayor Jerry ITindschitl at 8 p,m, Hayor ITindschitll explained that as of this tine, the developers requesting the inprovements had not forwardeF the requested information to the City Council on what is being proposed in the area, The State Law requires the City to hold the Public Hearing open for 6 nonths, At that point, t~night, the Council has to decide what to do with the project, The Public Hearing will be erminated unless a second petition is received. lTo one was present representinc; the~developers of the area, Stan Deden. 1383 Round Lake Boulevard - He stated that apprently the Council is concerned about finances f?r the developers and their plans, and that the residents in the area' are also concerned, ITe appreciate the Council's concern and support you in it, And' we hope that you cohtinue to require adequate plans and adequate information before ma~~ng a decision, (!~rOr ITindschitl stated that with the amount of money at stake with developing, it would not be good planning or good governQent to try to put in sOQething without Y~owing precisely what the planning effort and the dollar recovery would be over a period of time.> S!,ecial City Council Heeting Au~st 11, 1977 - !!inutes Pa~e 2 (Public Hearin,~, Continued) !lOTIO'1 by Ortte1, Seconded by l!cC1ure, that the City of Andover, County of Anoka, State of !linnesota, a Resolution ter~inating the proposed Improve~ents of Sanitary Sewer and Public 17ater in the north half of Section 32 and those properties abutting Bunker Lake Boulevard on the south in the north half of the southwest quarter of Section 32, (See Resolution R94-7) !{otion carried unanimously, Final Syste",s Statement - Resolution for Hearin¡;, Continued The followin~ addition to the Resolution was agreed upon as Paragraph 7: 1'1HEI1EAS , The Final Systems State~ent shows a 1990 sewered population of 8,500 using a total population of 9,500, thus allowing 1,000 residents in the rural area; this is un- reascnable inasmuch as an esti~ated 4,000 persons reside in the rural area at the present time, and !!OTIO''¡ by Orttel, Seconded by !!cClure, to introduce the amended Resolution requesting a hearing before the Land Use Advisory Concrittee for the purpose of considering amend~ents to the Final Syste~s Statement for the City of Andover as presented at tonight's ~eeting, August 11, 1977, (See Resolution p95-7) lfution carried unani~ously, Andover Fire Protectinn Co",,,,ittee Peuort ¡·'embers of the Fire Protection C01!'_'11ittee that were present: Tom Cherney, Chairman; Bob Peach, Vie Evans, gal Shurson, and Dean Lips. Hr, Cherney reviewed the Com",ittee's report presented the Council on the existing syste"" other contractual relationships, and the establishment of an Andover Volunteer Fire Department with the following specific information on each: response time, cost, contract, insurance subsidies, benefits, limitations, and other considerations, along with the Committee's conclusions and recom~endations. !~, Cherney stated that there have been approxi",ately 20 responses to the questionnaire in the newsletter and approximately 17 to 18 verbal responses, He felt that about 35 people would be needed initially, but it would be best to start with about 50 to 55 individuals as ~any of them will drop out, Also, there was almost an even response between people available for day or night volun- teering, and I~, ;Cherney felt there probably wouldn't be any problem covering all hours, It is assumed the housing for the equipment will be on City property so~ewhere adjacent to the City Hall, The citizens of Andover will be infor~ed of the Volunteer Fire Depart- ment when it is aþproved via the newsletter. Both men and women are encouraged to volunteer. I !~, Evans explained that Control Data, his employer, has just started the progra~ of , offering leaves for co",munity service; and he would apply for a long-ter~ paid leave to help establish ou~ volunteer fire department, He felt that now is the time to act on it as the nrosram isl new and the chance of being ~ranted the leave is greater. There would ~ I be no City expense involved for this except for the small amount of ad~inistrative help needed, !œ, Cherpey felt that should Control Data not grant I~, Evans' leave of absence, it would slow dowp progress, but that the Depart",ent would be for~ed regardless, It would place a trependous burden upon everyone, and it wouldn't get done as fast; but he had no doubt it wpuld be co~pleted, ~~, Lips com~ented that it would be a big help to have a full-time fire chief in the initial planning because fire protection vehicles are available fro~ various organizations (Airfaree, National Guard, Reserves, etc,), and so~eone working full time could stay on top of the situation, Also, the D!m h~s a vehicle Special City Council ~eeting August 11, 1977 - Ilinutes Page 3 (Fire Protection Committee Report, Continued) available at no charge to communities ~ith a population of less than 10,000, Andover is getting closer to that figure, and then we ~ould not be eligible for tbe equipment, Halcolm '.',Tatson. Cit7T Hana,tSer of ColuMbia Hei~hts - inforned the City Council that the Columbia HeiGhts City Council has approved the donation of the pumper truck to the City of Andover, and listed the equipment included with the pumper. In checking the pumper, it '::as discovered that it does not leal, and is in good 9perating condition; but Andover would have to purchase the hoses for it. In return, the City of Columbia Heights is requesting the City of Andover consider letting them dispose of the broken sections of blach:top froM. various construction areas in their City. r·:r. t'fatson estiMated the r.l3.xi- mum amount of dumping would be about 120 5-yard loads, They would not provide the cover Material but would have the equipment available to cover whatever area they used. Also, volunteers will be required to attend a certain number of training sessions to remain in the Department. The reason 50 to 55 volunteers is desirable initially is because many of them drop out for various reasons, Mrs. Wilber then asked how long it would take Andover to become a full-time fire depart- ment. It was stated that most of the fire departments in the State are volunteer depart- ments. Iw, Watson explained that in Columbia Heights one-third of the staff is paid and two-thirds are volunteers, this being built up over the last 25 years, He also stated that the volunteers are the backbone of the Department on which they still have to depend, He suggested that many of the City employees are also trained to be volunteer firemen, and in the City of St, Anthony all Public Works people have fire training, !1ayor ITindschitl explained that this report will be forwarded to the Capital Improvement Committee and the staff for their comments and recommendations to the Council, Councilperson Orttel felt, as a member of the Fire Protection Committee, that they were looking for, in lieu of the Ordinance which cannot be acted upon, some idea of support from the Council as to the necessity of the Department , as there is so~e urg~ncy involved and that was the rush on getting the report done, !1ayor Windschitl stated in the absence of any critical comments, he felt that the bulk of the Council and the Committee unaniMously are in favor of it, !Ie would have to see the affect on the budget and what we can or cannot do from a dollar standpoint, Councilperson løchinski stated, and Councilperson HcClure concurred, that he is in favor of the Volunteer Fire Department; that the need is there, and the budget will bear the stress sOMehow. There were no unfavorable co~r.tent8 from the audience, and many members of the audience raised their hands volunteering to serve on it, !w, Lips also cOMmented that the costs in the;renort are the MaximUM costs that can or will be shaved as equipment, wells, etc.t can and will be "scrounr,ed up".
